【摘要】：20世紀(jì)90年代改革開(kāi)放以后,以基礎(chǔ)設(shè)施領(lǐng)域?yàn)槠瘘c(diǎn)的公私合作模式在全國(guó)范圍內(nèi)逐漸開(kāi)展,國(guó)家相繼實(shí)施了一系列法規(guī)政策保證公私合作在中國(guó)的實(shí)施。目前,公私合作模式在我國(guó)已經(jīng)取得了很大的進(jìn)展,公私合作模式已經(jīng)初具規(guī)模,尤其是在公共基礎(chǔ)設(shè)施建設(shè)方面發(fā)揮了很大的作用。但總體而言公私合作在我國(guó)的發(fā)展仍然處于起步階段,仍然有很多細(xì)節(jié)問(wèn)題需要進(jìn)一步的研究。本文選取公私合作中合作對(duì)象選擇問(wèn)題作為切入點(diǎn),從市場(chǎng)競(jìng)爭(zhēng)的角度出發(fā),分析不同市場(chǎng)類(lèi)型的特征以及對(duì)于公私合作中合作對(duì)象選擇的影響,重點(diǎn)剖析在不同的市場(chǎng)類(lèi)型下該如何構(gòu)建合作對(duì)象選擇機(jī)制。本文從公私合作中合作對(duì)象選擇機(jī)制的理論出發(fā),在具體闡述了公私合作的概念以及公私合作中合作對(duì)象選擇機(jī)制的理論基礎(chǔ)之后,對(duì)我國(guó)公私合作中合作對(duì)象選擇機(jī)制的發(fā)展進(jìn)行了梳理。在分析我國(guó)公私合作中合作對(duì)象選擇機(jī)制的現(xiàn)狀及存在問(wèn)題的基礎(chǔ)上,結(jié)合公私合作的市場(chǎng)化分析,探討不同市場(chǎng)中合作對(duì)象選擇機(jī)制的構(gòu)建。
[Abstract]:After the reform and opening up in 1990s, the public-private partnership mode started from the field of infrastructure in China. A series of regulations and policies have been implemented by the state to ensure the implementation of public-private partnerships in China. At present, the public-private partnership mode has made great progress in China, and the public-private partnership mode has begun to take shape, especially in the construction of public infrastructure. But in general, the development of public and private cooperation in China is still in its infancy, and there are still a lot of details that need further research. This paper selects the object in the selection of public-private cooperation as a starting point, from the point of view of market competition, analysis of the characteristics of different types of markets and the influence of partner choice of public-private cooperation, focusing on the market in different types of how to build cooperation on selection mechanism. This paper starts from the theory of cooperative object selection mechanism in public-private partnership. After concretely expound the concept of public-private partnership and the theoretical basis of cooperative object selection mechanism in public private partnership, we comb out the development of cooperative object selection mechanism in China's public-private partnership. Based on the analysis of the current situation and existing problems of the partner selection mechanism in China's public-private partnership, combined with the marketization analysis of public private partnerships, we discuss the selection mechanism of cooperative partners in different markets.
