股權(quán)投資基金模式化解公路建設(shè)項(xiàng)目PPP業(yè)務(wù)的政策瓶頸研究

【摘要】:資本金不足,特別是地方自籌資金的缺失,嚴(yán)重制約著公路交通的發(fā)展。PPP是吸引社會(huì)資本投入公路建管養(yǎng)的有效途徑,但是當(dāng)前PPP在公路建管養(yǎng)業(yè)務(wù)應(yīng)用中存在一定的政策瓶頸。本研究通過(guò)政策分析與行業(yè)實(shí)踐相結(jié)合的研究方法,提出了化解PPP模式政策瓶頸的具體思路和方法,指出以股權(quán)投資基金的設(shè)立為基礎(chǔ),可以盤(pán)活收費(fèi)公路存量資產(chǎn),所置換資金用于:補(bǔ)貼新建公路項(xiàng)目或者化解存量債務(wù)風(fēng)險(xiǎn),對(duì)普通公路實(shí)施建管養(yǎng)一體化的建設(shè)模式,以影子收費(fèi)政策和政府購(gòu)買(mǎi)服務(wù)政策為基礎(chǔ),形成PPP在普通公路建管養(yǎng)中的應(yīng)用模式。
[Abstract]:Insufficient capital, especially the lack of local self-financing, seriously restricts the development of highway traffic. PPP is an effective way to attract social capital into highway construction, management and maintenance. However, there are some policy bottlenecks in the application of PPP in highway management and maintenance business. Through the research method of combining policy analysis with industry practice, this study puts forward the concrete ideas and methods to resolve the policy bottleneck of PPP mode, and points out that based on the establishment of equity investment fund, the inventory assets of toll roads can be activated. The replacement funds are used to subsidize new highway projects or to resolve the risk of stock debt, to implement the construction model of integrated construction, management and maintenance of ordinary highways, based on the shadow charging policy and the government purchase service policy. The application mode of PPP in general highway management and maintenance is formed.
