寧波燃料電池產業(yè)化項目風險管理研究

【摘要】:面對日益加劇的能源安全和環(huán)境保護問題,發(fā)展高效、清潔的新能源已經成為世界各國爭相開展的一項重要工作。燃料電池以其優(yōu)越的性能,逐漸成為世界新能源技術開發(fā)的熱點。作為國內燃料電池行業(yè)領軍的寧波燃料電池產業(yè)化項目,歷經八年的發(fā)展,目前已獲得首期項目融資,準備成立股份公司,加速國內燃料電池產業(yè)化的進程。但是,作為高新技術產業(yè)的燃料電池產業(yè)化項目,在國內外鮮有成功的經驗可以借鑒,很有必要利用現(xiàn)代項目管理知識,對該項目進行風險管理研究,以使該項目在項目決策、合理布局、科學發(fā)展和風險應對等方面做到最優(yōu)。論文的主要內容包括三個部分。第一部分,在借鑒國內外高新技術產業(yè)化風險管理相關理論的基礎上,根據(jù)寧波燃料電池產業(yè)化項目的實際情況,對項目的主要風險因素進行了識別和分析。第二部分,在項目風險識別、分析的基礎上,建立了寧波燃料電池產業(yè)化項目的風險評價指標體系,并綜合運用層次分析法和模糊綜合評價法對項目的風險情況進行了系統(tǒng)評價。第三部分,在風險評價之后,對項目的主要風險進行了風險應對研究。論文通過系統(tǒng)的研究,確定了項目的主要風險為技術風險、市場風險、財務風險、管理風險以及政策和環(huán)境風險;分析出項目所處的風險等級為較高級,其中財務風險和技術風險是影響項目的主要風險;提出了項目主要風險的應對措施。這些都為寧波燃料電池產業(yè)化項目的風險管理提供了有用的參考。
[Abstract]:Facing the increasing problem of energy security and environmental protection, the development of efficient and clean new energy has become an important task in the world.With its superior performance, fuel cell has gradually become a hot spot in the development of new energy technology in the world.After eight years of development, Ningbo fuel cell industrialization project, which is the leader of domestic fuel cell industry, has obtained the first phase of project financing, and is ready to set up a joint-stock company to accelerate the process of domestic fuel cell industrialization.However, as a high-tech industry, the fuel cell industrialization project has few successful experiences at home and abroad. It is necessary to make use of modern project management knowledge to study the risk management of the project in order to make the project decision-making.Rational layout, scientific development and risk management to achieve optimal.The main content of this paper includes three parts.In the first part, based on the theory of risk management of high-tech industrialization at home and abroad, the main risk factors of the project are identified and analyzed according to the actual situation of Ningbo fuel cell industrialization project.In the second part, on the basis of project risk identification and analysis, the risk evaluation index system of Ningbo fuel cell industrialization project is established.The risk of the project is systematically evaluated by AHP and fuzzy comprehensive evaluation.The third part, after the risk evaluation, carries on the risk response research to the project main risk.Through systematic research, the paper determines that the main risks of the project are technical risk, market risk, financial risk, management risk and policy and environmental risk.Financial risk and technical risk are the main risks affecting the project.All these provide useful reference for risk management of Ningbo fuel cell industrialization project.
