在經(jīng)濟全球化的今天,外包已經(jīng)成為世界范圍的一種普遍現(xiàn)象,成為了企業(yè)價值鏈的一環(huán)。經(jīng)濟全球化和信息化的發(fā)展極大地改變了跨國公司經(jīng)營和競爭環(huán)境,國際服務(wù)外包成為跨國公司提高核心競爭力的戰(zhàn)略選擇,推動了全球新一輪的產(chǎn)業(yè)轉(zhuǎn)移。這對走向國際市場、發(fā)展現(xiàn)代服務(wù)業(yè)的中國來說充滿著機遇和挑戰(zhàn)。上世紀90年代以來,隨著信息技術(shù)的迅速發(fā)展,特別是互聯(lián)網(wǎng)的普及與應(yīng)用,服務(wù)外包得到了蓬勃發(fā)展。尤其是近兩年來,印度、愛爾蘭、墨西哥等外包服務(wù)業(yè)發(fā)達的國家已經(jīng)不能滿足日益擴大的市場需求,開始向包括中國在內(nèi)的第二批服務(wù)外包基地轉(zhuǎn)移。作為國際服務(wù)外包轉(zhuǎn)移的主要承接地,我國應(yīng)抓住這一歷史性機遇,大力發(fā)展服務(wù)外包產(chǎn)業(yè),優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),提升服務(wù)業(yè)水平。中國政府重視服務(wù)外包,且服務(wù)外包的有關(guān)內(nèi)容已列入了國家“十五”規(guī)劃。隨著服務(wù)外包“千百十工程”的實施,中國商務(wù)部在全國范圍內(nèi)已認定了16個服務(wù)外包基地城市和4個服務(wù)外包示范區(qū),各基地城市地方政府也制定了許多支持政策。但從實踐來看,與其他國家相比,中國的承接國際服務(wù)外包的能力還發(fā)展落后.基于此,本文分析了世界三大著名承接國的國際服務(wù)外包的發(fā)展模式,通過比較分析,試圖找到一條適合中國...
