【摘要】：隨著國(guó)際旅游島戰(zhàn)略的實(shí)施,海南旅游業(yè)正日益精進(jìn)。作為旅游業(yè)的三大支柱產(chǎn)業(yè)之一,海南酒店業(yè)也得到了快速發(fā)展。然而,在海南把生態(tài)省建設(shè)作為經(jīng)濟(jì)發(fā)展的重中之重的情況下,酒店業(yè)的低碳化管理水平卻仍然較低,能源消耗和資源浪費(fèi)現(xiàn)象仍相當(dāng)嚴(yán)重。目前,酒店業(yè)的碳排放已經(jīng)成為海南旅游業(yè)溫室氣體的重要來(lái)源,在面對(duì)碳排放、能源和經(jīng)濟(jì)的多重壓力,在全球倡導(dǎo)低碳經(jīng)濟(jì)的背景下,低碳化是海南酒店業(yè)可持續(xù)發(fā)展的必由之路。同時(shí),酒店業(yè)的低碳化發(fā)展對(duì)于優(yōu)化國(guó)際旅游島發(fā)展環(huán)境,促進(jìn)生態(tài)文明和美麗中國(guó)建設(shè)有著重要意義。 論文采用理論和實(shí)證分析相結(jié)合的方法,對(duì)海南酒店業(yè)低碳化發(fā)展的激勵(lì)機(jī)制進(jìn)行研究。首先,以問(wèn)卷形式分別對(duì)海南的272名大眾和234名酒店員工進(jìn)行調(diào)研,從生產(chǎn)者和消費(fèi)者的角度分析了海南省酒店低碳化的現(xiàn)狀。然后,論文針對(duì)酒店低碳化發(fā)展的影響因素,通過(guò)問(wèn)卷和深入訪談等方式對(duì)海南部分酒店的104名中高級(jí)管理層進(jìn)行調(diào)研,并通過(guò)頻數(shù)分析和因子分析方法得出了海南酒店低碳化發(fā)展的關(guān)鍵因素、重要因素和相關(guān)因素。特別是,論文研究發(fā)現(xiàn),政府的懲罰力度、財(cái)政政策和立法情況是海南省酒店業(yè)低碳化發(fā)展的關(guān)鍵因素,政府需要在財(cái)政支持、經(jīng)濟(jì)發(fā)展、信息交流和人才培養(yǎng)等方面制定相應(yīng)的激勵(lì)政策,鼓勵(lì)酒店的低碳化發(fā)展。第三,針對(duì)調(diào)研中發(fā)現(xiàn)的問(wèn)題,以委托代理理論為指導(dǎo),從激勵(lì)與約束角度,構(gòu)建了酒店業(yè)低碳化發(fā)展的政府激勵(lì)模型,并圍繞清潔發(fā)展機(jī)制和碳交易機(jī)制等構(gòu)建了酒店低碳化發(fā)展的運(yùn)行機(jī)制模型。最后論文從強(qiáng)化政府職能、發(fā)揮行業(yè)協(xié)會(huì)作用、加大低碳化宣傳力度和培養(yǎng)低碳化人才四方面提出了海南酒店業(yè)低碳化發(fā)展的保障措施。 “低碳經(jīng)濟(jì)”概念的提出時(shí)間不長(zhǎng),“低碳化”問(wèn)題的研究仍是國(guó)內(nèi)外研究的前沿和熱點(diǎn)。目前,學(xué)術(shù)界關(guān)于酒店業(yè)低碳化研究多局限于低碳酒店和低碳設(shè)備的介紹,從政府角度對(duì)酒店業(yè)低碳化發(fā)展進(jìn)行研究的成果非常少,而對(duì)酒店業(yè)低碳化發(fā)展的激勵(lì)機(jī)制的設(shè)計(jì)或定量研究的成果則尤為鮮見(jiàn)。顯然,當(dāng)前該領(lǐng)域的研究深度難以滿足酒店業(yè)低碳化發(fā)展的實(shí)際需求。論文對(duì)海南省酒店業(yè)低碳化發(fā)展的激勵(lì)機(jī)制研究不僅豐富了酒店業(yè)低碳化發(fā)展理論,同時(shí)也為政府關(guān)于酒店業(yè)相關(guān)低碳政策和法規(guī)的制定提供了理論和現(xiàn)實(shí)依據(jù),有利于促進(jìn)海南省酒店業(yè)的低碳化發(fā)展。
[Abstract]:With the implementation of the international tourism island strategy, Hainan tourism is increasingly improving. As one of the three pillar industries of tourism, Hainan hotel industry has also been developed rapidly. However, under the condition that Hainan regards the construction of ecological province as the most important part of economic development, the low carbon management level of hotel industry is still low, and the phenomenon of energy consumption and resource waste is still quite serious. At present, the carbon emission of hotel industry has become an important source of greenhouse gases in Hainan tourism. In the face of multiple pressures of carbon emissions, energy and economy, low carbonation is the only way for the sustainable development of Hainan hotel industry under the background of advocating low-carbon economy all over the world. At the same time, the low carbon development of hotel industry is of great significance to optimize the development environment of international tourism islands and promote the construction of ecological civilization and beautiful China. In this paper, the incentive mechanism of low carbon development of Hainan hotel industry is studied by means of theoretical and empirical analysis. First of all, 272 public and 234 hotel employees in Hainan were investigated in the form of questionnaires, and the present situation of low carbonation of hotels in Hainan Province was analyzed from the point of view of producers and consumers. Then, aiming at the influencing factors of hotel low carbon development, 104 middle and senior management of some hotels in Hainan are investigated by questionnaire and in-depth interview, and the key factors, important factors and related factors of Hainan hotel low carbon development are obtained by frequency analysis and factor analysis. In particular, it is found that the punishment, fiscal policy and legislation of the government are the key factors for the low-carbon development of hotel industry in Hainan Province. The government needs to formulate corresponding incentive policies in the aspects of financial support, economic development, information exchange and personnel training to encourage the low-carbon development of hotels. Thirdly, under the guidance of principal-agent theory, the government incentive model of low-carbon development of hotel industry is constructed from the point of view of incentive and constraint, and the operating mechanism model of hotel low-carbon development is constructed around clean development mechanism and carbon trading mechanism. Finally, the paper puts forward the guarantee measures for the development of Hainan hotel industry from four aspects: strengthening the functions of the government, giving full play to the role of trade associations, increasing the propaganda of low carbonation and cultivating low carbonation talents. The concept of "low carbon economy" has not been put forward for a long time, and the research on "low carbon economy" is still the frontier and hot spot at home and abroad. At present, most of the academic research on low-carbon hotel industry is limited to low-carbon hotel and low-carbon equipment, and the research results on low-carbon development of hotel industry from the perspective of government are very few, but the results of incentive mechanism design or quantitative research on low-carbon development of hotel industry are particularly rare. Obviously, the current research depth in this field is difficult to meet the actual needs of low-carbon development of hotel industry. The research on the incentive mechanism of low-carbon development of hotel industry in Hainan Province not only enriches the theory of low-carbon development of hotel industry, but also provides a theoretical and practical basis for the formulation of low-carbon policies and regulations of hotel industry, which is beneficial to the development of low-carbon development of hotel industry in Hainan Province.
