【摘要】：加快發(fā)展服務(wù)業(yè)是關(guān)系我省十二五期間經(jīng)濟(jì)發(fā)展的重要戰(zhàn)略任務(wù)，也是有效應(yīng)對(duì)金融危機(jī)沖擊、促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)的重要舉措。近年來(lái)，山東省委、省政府著眼于經(jīng)濟(jì)社會(huì)發(fā)展的全局，高度重視服務(wù)業(yè)的繁榮發(fā)展，把服務(wù)業(yè)的高度發(fā)展作為擴(kuò)大就業(yè)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提高經(jīng)濟(jì)整體效益、促進(jìn)經(jīng)濟(jì)社會(huì)全面協(xié)調(diào)發(fā)展的重大舉措，作為全省經(jīng)濟(jì)工作的重點(diǎn)來(lái)抓，取得了明顯的成效，但隨著經(jīng)濟(jì)的全球化的發(fā)展，很多制約服務(wù)業(yè)進(jìn)一步發(fā)展的因素凸顯出來(lái)。 為了適應(yīng)山東經(jīng)濟(jì)社會(huì)的發(fā)展，省委、省政府提出了十二五期間服務(wù)業(yè)的跨越式發(fā)展策略，并指出要進(jìn)一步采取加快我省服務(wù)業(yè)發(fā)展的有效措施，提高對(duì)發(fā)展服務(wù)業(yè)重要性的認(rèn)識(shí)。 1978年改革開(kāi)放以來(lái)，隨著山東省市場(chǎng)化進(jìn)程的深入，其在服務(wù)業(yè)方面取得了較大發(fā)展，服務(wù)業(yè)增加值逐漸增大。21世紀(jì)，隨著服務(wù)業(yè)進(jìn)入全面發(fā)展的時(shí)期，一系列的社會(huì)問(wèn)題相繼出現(xiàn)，如大學(xué)生就業(yè)問(wèn)題。服務(wù)業(yè)成為新的重要的經(jīng)濟(jì)增長(zhǎng)方式。在新時(shí)期，如何加快發(fā)展服務(wù)業(yè)使其起到增加就業(yè)、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、提高人民生活水平等重要作用，是擺在我們面前的新的研究任務(wù)。 本文主要是關(guān)于加快山東省服務(wù)業(yè)發(fā)展的研究，針對(duì)山東省地處沿海地帶，東部半島地區(qū)經(jīng)濟(jì)發(fā)達(dá)，內(nèi)陸欠發(fā)達(dá)的情況，分析研究關(guān)于山東服務(wù)業(yè)發(fā)展現(xiàn)狀及問(wèn)題及進(jìn)一步加快山東服務(wù)業(yè)發(fā)展的對(duì)策和措施，，從而提供理論和依據(jù)服務(wù)于十二五期間服務(wù)業(yè)的跨越發(fā)展的實(shí)現(xiàn)。 首先簡(jiǎn)要分析了馬克思主義中國(guó)化的過(guò)程中有關(guān)服務(wù)業(yè)的思想和理論。運(yùn)用馬克思主義建設(shè)中國(guó)的特色社會(huì)主義，不僅是在工業(yè)農(nóng)業(yè)等方面運(yùn)用馬克思主義的基本理論，服務(wù)業(yè)的發(fā)展也要遵循客觀規(guī)律，否則必然招致失敗。在此部分還根據(jù)論文的需要介紹了一些與服務(wù)業(yè)相關(guān)的經(jīng)濟(jì)理論，如產(chǎn)業(yè)結(jié)構(gòu)演變理論，經(jīng)濟(jì)發(fā)展階段理論，可持續(xù)發(fā)展理論。 其次分析了山東服務(wù)業(yè)的發(fā)展現(xiàn)狀。通過(guò)山東各地區(qū)的比較及山東和其他省份服務(wù)業(yè)發(fā)展的比較分析了山東服務(wù)業(yè)的發(fā)展成效、發(fā)展現(xiàn)狀及制約山東服務(wù)業(yè)進(jìn)一步發(fā)展的因素。 再次根據(jù)對(duì)山東服務(wù)業(yè)發(fā)展現(xiàn)狀的分析研究了與加快發(fā)展山東服務(wù)業(yè)有關(guān)的思路和戰(zhàn)略重點(diǎn)，主要分析內(nèi)容包括：生產(chǎn)性服務(wù)業(yè)、生活性服務(wù)業(yè)、農(nóng)村服務(wù)業(yè)等服務(wù)業(yè)中著重發(fā)展的行業(yè)，從而明確了山東服務(wù)業(yè)發(fā)展的重點(diǎn)，為加快山東服務(wù)業(yè)中重點(diǎn)產(chǎn)業(yè)的發(fā)展提供了依據(jù)。 最后根據(jù)關(guān)于山東服務(wù)業(yè)發(fā)展的現(xiàn)狀分析和制約因素分析，結(jié)合加快山東服務(wù)業(yè)的發(fā)展思路和原則，從思想解放、載體建設(shè)、拓展環(huán)境、壯大規(guī)模、品牌建設(shè)等方面詳細(xì)研究了加快山東服務(wù)業(yè)的措施。 山東的發(fā)展已經(jīng)進(jìn)入經(jīng)濟(jì)起飛階段，此階段的發(fā)展有賴(lài)于第三產(chǎn)業(yè)的快速發(fā)展，因此服務(wù)業(yè)的高速增長(zhǎng)是山東經(jīng)濟(jì)發(fā)展的重要前提，也是經(jīng)濟(jì)發(fā)展階段中消費(fèi)階段和追求生活質(zhì)量階段的經(jīng)濟(jì)基礎(chǔ)。
[Abstract]:Speeding up the development of service industry is an important strategic task for the economic development during the 12th five-year period of our province.
