【摘要】：林甸縣地?zé)豳Y源豐富,是我國(guó)特大型中低溫地?zé)崽铩＝陙?lái),林甸縣充分利用地?zé)豳Y源,實(shí)施溫泉立縣、溫泉建城、溫泉富民戰(zhàn)略,突出開(kāi)發(fā)溫泉項(xiàng)目,初步形成了溫泉旅游、農(nóng)業(yè)、地產(chǎn)和工業(yè)項(xiàng)目群。項(xiàng)目社會(huì)評(píng)估是項(xiàng)目管理的重要方面,項(xiàng)目社會(huì)評(píng)估有利于提升項(xiàng)目開(kāi)發(fā)、項(xiàng)目管理及項(xiàng)目運(yùn)行的科學(xué)性,有利于提高項(xiàng)目的經(jīng)濟(jì)效益和社會(huì)效益。因此,針對(duì)林甸縣溫泉項(xiàng)目群開(kāi)展社會(huì)評(píng)估研究具有一定的理論價(jià)值和實(shí)踐意義。 本文以項(xiàng)目社會(huì)評(píng)估理論為依據(jù),在深入調(diào)查的基礎(chǔ)上,利用定性與定量分析方法,對(duì)林甸縣溫泉項(xiàng)目群進(jìn)行了系統(tǒng)的社會(huì)評(píng)估研究。首先,闡述了研究背景,綜述了國(guó)內(nèi)外相關(guān)研究現(xiàn)狀,明確了研究意義；其次,梳理了項(xiàng)目社會(huì)評(píng)估的基本理論與方法,明確了項(xiàng)目社會(huì)評(píng)估體系；第三,從林甸溫泉項(xiàng)目群開(kāi)發(fā)的現(xiàn)狀、優(yōu)勢(shì)、機(jī)遇與挑戰(zhàn)方面,分析了項(xiàng)目群開(kāi)發(fā)的環(huán)境；第四,構(gòu)建了林甸縣溫泉項(xiàng)目群社會(huì)效益評(píng)價(jià)指標(biāo)體系,并從收入分配效益、就業(yè)效益、投資效果、環(huán)保效益和節(jié)約自然資源效益方面進(jìn)行了評(píng)估,同時(shí),利用模糊綜合評(píng)價(jià)法對(duì)項(xiàng)目群社會(huì)效益進(jìn)行了綜合評(píng)價(jià),在此基礎(chǔ)上,分析了林甸溫泉項(xiàng)目群開(kāi)發(fā)存在的主要問(wèn)題；最后,從社會(huì)評(píng)估常態(tài)化、完善開(kāi)發(fā)規(guī)劃、加強(qiáng)資源節(jié)約與保護(hù)、提升關(guān)聯(lián)度、品牌效應(yīng)和適應(yīng)性等方面提出了提升林甸縣溫泉項(xiàng)目群社會(huì)效益的對(duì)策。研究認(rèn)為林甸縣的溫泉項(xiàng)目集群式開(kāi)發(fā)模式是正確的,在提高居民收入、拉動(dòng)就業(yè)、自然資源節(jié)約及環(huán)境保護(hù)等方面具有明顯的社會(huì)效益及經(jīng)濟(jì)效益；同時(shí),要進(jìn)一步提高溫泉項(xiàng)目群的社會(huì)效益,仍需在諸多方面進(jìn)行完善與提升。
[Abstract]:Lindian County is rich in geothermal resources and is a very large medium-low temperature geothermal field in China. In recent years, Lindian County has made full use of geothermal resources to implement the strategy of establishing hot spring county, building hot spring city, enriching the people of hot spring, highlighting the development of hot spring projects, and initially forming hot spring tourism, agriculture, real estate and industrial projects. Project social evaluation is an important aspect of project management. Project social evaluation is helpful to promote the scientific nature of project development, project management and project operation, and to improve the economic and social benefits of the project. Therefore, it has certain theoretical and practical significance to carry out the social evaluation research on the hot spring project group in Lindian County. Based on the theory of project social evaluation and on the basis of in-depth investigation, this paper makes a systematic social evaluation study on the hot spring project group in Lindian County by means of qualitative and quantitative analysis. Firstly, it expounds the research background, summarizes the relevant research situation at home and abroad, and clarifies the significance of the research. Secondly, it combs the basic theories and methods of the project social evaluation, and clarifies the project social evaluation system. Third, from the current situation, advantages, opportunities and challenges of the development of Lindian hot spring project group, the development environment of the project group is analyzed. Fourthly, the social benefit evaluation index system of the hot spring project group in Lindian County is constructed and evaluated from the aspects of income distribution benefit, employment benefit, investment effect, environmental protection benefit and saving natural resource benefit, at the same time, The fuzzy comprehensive evaluation method is used to evaluate the social benefit of the project cluster. On the basis of this, the main problems existing in the development of the Lindian hot spring project group are analyzed. Finally, from the aspects of normalizing social evaluation, perfecting development planning, strengthening resource conservation and protection, enhancing correlation degree, brand effect and adaptability, this paper puts forward some countermeasures to improve social benefit of Lindian hot spring project group. The research shows that the cluster development mode of hot spring projects in Lindian County is correct, and it has obvious social and economic benefits in raising residents' income, promoting employment, saving natural resources and protecting the environment. At the same time, in order to further improve the social benefits of the hot spring project group, there are still many aspects to be improved and promoted.
