【摘要】：進(jìn)入21世紀(jì)以來,現(xiàn)代服務(wù)業(yè)的比重穩(wěn)步提高,已經(jīng)成為了推動(dòng)社會(huì)現(xiàn)代化建設(shè)的重要引擎,同時(shí)也是衡量經(jīng)濟(jì)發(fā)展水平的重要指標(biāo)�，F(xiàn)代服務(wù)業(yè)的發(fā)展需要政府和市場(chǎng)的支持,同時(shí)也需要非營利組織的推動(dòng)以彌補(bǔ)政府和市場(chǎng)的失靈。作為非營利組織的行業(yè)協(xié)會(huì)能夠成為推動(dòng)現(xiàn)代服務(wù)業(yè)發(fā)展的重要力量。 本文在文獻(xiàn)綜述的基礎(chǔ)上,首先對(duì)行業(yè)協(xié)會(huì)和現(xiàn)代服務(wù)業(yè)的基本概念進(jìn)行界定,其次分析了行業(yè)協(xié)會(huì)推動(dòng)現(xiàn)代服務(wù)業(yè)發(fā)展的政策倡導(dǎo)、行業(yè)自律、人才聚集、資源整合和溝通協(xié)調(diào)等規(guī)范性功能和理論依據(jù),以及行業(yè)協(xié)會(huì)和現(xiàn)代服務(wù)業(yè)的互動(dòng)關(guān)系；然后通過實(shí)地問卷調(diào)查法和典型案例分析法,以江蘇省現(xiàn)代服務(wù)業(yè)聯(lián)合會(huì)為例對(duì)行業(yè)協(xié)會(huì)推動(dòng)現(xiàn)代服務(wù)業(yè)發(fā)展的功能發(fā)揮進(jìn)行了實(shí)證分析,論證了行業(yè)協(xié)會(huì)功能發(fā)揮困境和原因；最后結(jié)合我國行業(yè)協(xié)會(huì)和現(xiàn)代服務(wù)業(yè)發(fā)展的實(shí)情,從健全法律法規(guī)、創(chuàng)新政府管理體制、健全內(nèi)部管理和監(jiān)督機(jī)制、明確協(xié)會(huì)宗旨定位、完善多元合作機(jī)制五個(gè)方面,提出了行業(yè)協(xié)會(huì)推動(dòng)現(xiàn)代服務(wù)業(yè)發(fā)展的對(duì)策建議。
[Abstract]:Since entering the 21st century, the proportion of modern service industry has steadily increased, which has become an important engine to promote the construction of social modernization, and also an important indicator to measure the level of economic development. The development of modern service industry needs the support of government and market, and the promotion of non-profit organizations to make up for the failure of government and market. As a non-profit organization, the industry association can become an important force to promote the development of modern service industry. On the basis of literature review, this paper first defines the basic concepts of trade association and modern service industry, and then analyzes the policy advocacy, industry self-discipline and talent gathering of trade association to promote the development of modern service industry. The normative function and theoretical basis of resource integration and communication coordination, as well as the interaction between industry association and modern service industry; Then through the field survey method and the typical case analysis method, taking Jiangsu modern service industry federation as an example, the paper makes an empirical analysis on the function of the trade association to promote the development of the modern service industry. It demonstrates the dilemma and reason of the function of the trade association. Finally, according to the fact of the development of China's trade association and modern service industry, from five aspects: perfecting laws and regulations, innovating government management system, perfecting internal management and supervision mechanism, defining the purpose of the association, perfecting multi-element cooperation mechanism. The countermeasures and suggestions of the trade association to promote the development of modern service industry are put forward.
