【摘要】：改革開放30年以來,遼寧省的發(fā)展已取得了巨大的成就,但是在發(fā)展過程中也存在著很多問題,其中產(chǎn)業(yè)結(jié)構(gòu)是一個很重要的方面。遼寧省作為共和國的長子,一直以來,受國家政策導(dǎo)向和國家戰(zhàn)略的影響,大力發(fā)展第二產(chǎn)業(yè),造成三大產(chǎn)業(yè)之間的比例失調(diào)。隨著各種問題的出現(xiàn),遼寧省意識到產(chǎn)業(yè)失衡帶來的后果,大力調(diào)整產(chǎn)業(yè)結(jié)構(gòu)。隨著大連沈陽等城市對外開放程度的加深,對外貿(mào)易的發(fā)展給遼寧省的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整帶來了契機,特別是服務(wù)外包的發(fā)展。服務(wù)外包具有高技術(shù)含量、低消耗、吸納就業(yè)能力強等特點,它不僅帶動了第三產(chǎn)業(yè)的發(fā)展,而且對于改造傳統(tǒng)的制造業(yè)也做出了很大貢獻。因此大力發(fā)展服務(wù)外包對于遼寧省的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級有一定的促進作用。在全球服務(wù)外包發(fā)展過程中,發(fā)展中國家一般為服務(wù)外包的承接國。遼寧省的服務(wù)外包業(yè)務(wù)也是以承接業(yè)務(wù)為主,因此本文從承接方的角度研究服務(wù)外包的發(fā)展對遼寧省的產(chǎn)業(yè)結(jié)構(gòu)升級的作用。 本文首先分析了服務(wù)外包的理論基礎(chǔ),主要從比較優(yōu)勢、規(guī)模經(jīng)濟和邁克爾·波特的價值鏈理論進行分析。其次就服務(wù)外包的發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)促進作用的效應(yīng)機制進行理論分析。再次就目前遼寧省的服務(wù)外包現(xiàn)狀和產(chǎn)業(yè)結(jié)構(gòu)升級過程進行分析,然后建立多元線性回歸模型就遼寧省的服務(wù)外包的發(fā)展?fàn)顩r對于遼寧省的產(chǎn)業(yè)結(jié)構(gòu)升級的作用進行實證分析。得出結(jié)論:遼寧省服務(wù)外包的發(fā)展能夠通過促進第二產(chǎn)業(yè)和第三產(chǎn)業(yè)的發(fā)展來促進整個產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化�；趯嵶C分析的結(jié)論,以及遼寧省發(fā)展服務(wù)外包的SWOT分析,提出了促進遼寧省發(fā)展服務(wù)外包優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的對策。
[Abstract]:Since the reform and opening up 30 years ago, the development of Liaoning Province has made great achievements, but there are many problems in the process of development, among which the industrial structure is a very important aspect. Liaoning Province, as the eldest son of the Republic, has been under the influence of national policy and national strategy to develop the secondary industry, resulting in the imbalance of the ratio between the three major industries. With the emergence of various problems, Liaoning Province, aware of the consequences of industrial imbalance, vigorously adjust the industrial structure. With the deepening of opening to the outside world in cities such as Dalian and Shenyang, the development of foreign trade has brought opportunities to the adjustment of industrial structure in Liaoning Province, especially the development of service outsourcing. Service outsourcing has the characteristics of high technology, low consumption and strong employability. It not only drives the development of the tertiary industry, but also makes a great contribution to the transformation of traditional manufacturing industry. Therefore, vigorously developing service outsourcing can promote the optimization and upgrading of Liaoning's industrial structure. In the process of the development of global service outsourcing, developing countries are generally the recipient countries of service outsourcing. Service outsourcing in Liaoning Province is also mainly to undertake business, so this paper studies the role of the development of service outsourcing on the upgrading of the industrial structure of Liaoning Province from the perspective of the recipient. This paper first analyzes the theoretical basis of service outsourcing, mainly from comparative advantage, economies of scale and Michael Porter's value chain theory. Secondly, the effect mechanism of the development of service outsourcing on the promotion of industrial structure is analyzed theoretically. After analyzing the current situation of service outsourcing and the process of upgrading the industrial structure in Liaoning Province, we establish a multivariate linear regression model to make an empirical analysis on the role of the development of service outsourcing in Liaoning Province for the upgrading of the industrial structure of Liaoning Province. It is concluded that the development of service outsourcing in Liaoning Province can promote the optimization of the whole industrial structure by promoting the development of the secondary and tertiary industries. Based on the conclusion of empirical analysis and the SWOT analysis of Liaoning Province development service outsourcing, this paper puts forward some countermeasures to promote Liaoning province to optimize the industrial structure of development service outsourcing.
