【摘要】：成功的項(xiàng)目管理是在計(jì)劃的范圍、成本、進(jìn)度及要求的質(zhì)量下,達(dá)到項(xiàng)目干系人的期望。質(zhì)量管理是項(xiàng)目管理的重要方面,它與范圍、成本、時(shí)間共同成為項(xiàng)目成功的關(guān)鍵因素。北科公司是一家提供醫(yī)療健康服務(wù)的企業(yè),主要是為社區(qū)、家庭和個(gè)人提供包括健康管理、醫(yī)療監(jiān)護(hù)、醫(yī)療就診等在內(nèi)的一系列醫(yī)療服務(wù)。在公司的整個(gè)運(yùn)營環(huán)中,核心的醫(yī)療器械是由公司內(nèi)部的研發(fā)團(tuán)隊(duì)研發(fā)出來的。這種研發(fā)都是按項(xiàng)目形態(tài)進(jìn)行組織的,所以項(xiàng)目過程的質(zhì)量管理對產(chǎn)品的質(zhì)量起到至關(guān)重要的作用。本文以北科公司研發(fā)項(xiàng)目為背景,對研發(fā)項(xiàng)目質(zhì)量管理涉及的多個(gè)階段和不同的主體進(jìn)行分析和研究,調(diào)查北科公司在項(xiàng)目研發(fā)過程中的質(zhì)量問題現(xiàn)狀。本文首先分析了項(xiàng)目在研發(fā)過程中發(fā)現(xiàn)的各種問題,包括缺陷在評審和測試階段不能被有效的識別,核心的需求實(shí)現(xiàn)速度慢,往往到后期才能發(fā)現(xiàn)設(shè)計(jì)和實(shí)際的差距、弱矩陣式組織結(jié)構(gòu)帶來的質(zhì)量意識的下降、由于準(zhǔn)備不足導(dǎo)致研發(fā)階段無法順利的導(dǎo)入到小批量生產(chǎn)階段;其次,對導(dǎo)致上述問題的原因進(jìn)行了分析,包括評審和測試有效性差、研發(fā)模型選擇不合理、品質(zhì)分析機(jī)制沒有及時(shí)建立、缺少對項(xiàng)目執(zhí)行力的組織保證、缺少導(dǎo)入到小批量生產(chǎn)的準(zhǔn)備階段等;最后,在相關(guān)理論和其他公司優(yōu)秀實(shí)踐的基礎(chǔ)上提出了探索性的問題解決方案,包括為提高測試效果的自動(dòng)化測試方案的提出、為減少缺陷的漏出而采用品質(zhì)分析的方法、為提升質(zhì)量意識提出調(diào)整項(xiàng)目組織模式和優(yōu)化績效考核方案,為提升核心需求的實(shí)現(xiàn)速度從傳統(tǒng)的瀑布式開發(fā)改為敏捷式開發(fā),為保證研發(fā)到生產(chǎn)的順利導(dǎo)入增加"確認(rèn)和轉(zhuǎn)換"階段等。該方案的提出為公司的質(zhì)量改進(jìn)提供參考,為相同類型的組織的質(zhì)量改進(jìn)提供依據(jù),為相關(guān)人員研究項(xiàng)目中的質(zhì)量管理課題時(shí)提供參考意見。
[Abstract]:Successful project management meets stakeholder expectations within the scope, cost, schedule, and quality of the project. Quality management is an important aspect of project management, which, together with scope, cost and time, is the key factor of project success. Beike is a health care provider that provides a range of health services to communities, families and individuals, including health management, medical care, and medical care. In the company's entire operating ring, the core medical devices are developed by the company's internal R & D team. This kind of research and development is organized according to the form of the project, so the quality management of the project process plays a vital role in the quality of the product. Under the background of R & D project, this paper analyzes and studies several stages and different subjects involved in R & D project quality management, and investigates the current situation of quality problems in the R & D process of Beike Company. This paper first analyzes the problems found in the research and development process of the project, including defects can not be effectively identified in the review and testing phase, the core requirements are slow to achieve, often to the later stage to discover the gap between the design and the actual. The weak matrix organization structure brings the decline of the quality consciousness, because of the lack of preparation, the R & D phase can not be smoothly imported to the small batch production stage; Secondly, the causes of the above problems are analyzed, including poor effectiveness of evaluation and testing, unreasonable choice of R & D model, lack of timely establishment of quality analysis mechanism, lack of organizational guarantee for project execution. Lack of import to small batch production preparation phase; Finally, on the basis of relevant theories and excellent practices of other companies, an exploratory problem solution is proposed, including an automated test scheme to improve the test effect and a quality analysis method to reduce the leakage of defects. In order to improve the quality consciousness, the project organization model and the performance appraisal scheme are adjusted. In order to improve the realization speed of the core requirements, the traditional waterfall development is changed to the agile development. In order to ensure the smooth introduction of R & D to production to increase the "confirmation and conversion" phase. The proposal provides a reference for the quality improvement of the company, provides the basis for the quality improvement of the same type of organization, and provides reference advice for the relevant personnel to study the quality management project in the project.
