【摘要】：隨著互聯網和信息技術的飛速發(fā)展,世界經濟結構也開始了重新布局,國際化產業(yè)分工也進一步細致。當前的經濟發(fā)展趨勢為國際服務外包產業(yè)提供了極其廣闊的市場前景。服務外包產業(yè)是典型的科技含量高、環(huán)境污染無、自然資源消耗少、人力資源優(yōu)勢可以得到充分發(fā)揮的現代服務產業(yè)。該產業(yè)已為各國帶來了巨大的發(fā)展機遇。而我國一直面臨轉變經濟發(fā)展方式、推動產業(yè)結構升級的難題,而國際服務外包業(yè)卻為我國破解這一難題提供了很好的突破口。由于各種原因,我國國際服務外包業(yè)的發(fā)展在一定程度上受到了阻礙,依然處在價值鏈低端。因此,有必要對我國國際服務外包業(yè)處于價值鏈低端的影響因素進行深入研究,從而才能最終提升我國國際服務外包業(yè)的國際競爭力。 本文在對現有文獻進行研究的基礎上,對我國國際服務外包業(yè)處于價值鏈低端的影響因素進行了甄選以及分析,最終針對我國服務業(yè)發(fā)展水平、科研能力、知識產權保護狀況、人民幣升值狀況、發(fā)包企業(yè)國內壓力和勞動力成本這6個因素提出研究假設。在假設的前提下,本文再基于1995年～2008年的時間序列數據,對我國國際服務外包業(yè)處于價值鏈低端可能產生影響的我國服務業(yè)發(fā)展水平、科研能力、知識產權保護狀況、人民幣升值狀況、發(fā)包企業(yè)國內壓力和勞動力成本這6個因素進行了實證分析。 研究結果表明,服務業(yè)發(fā)展水平、人民幣的升值狀況、來自發(fā)包國的壓力和勞動力成本這些因素對我國服務外包的低發(fā)展程度有顯著的影響,而其余的因素影響不顯著。最后提出了相關政策建議。
[Abstract]:With the rapid development of the Internet and information technology, the world economic structure has also begun to re-layout, and the international industrial division of labor is further meticulous. The current economic development trend provides an extremely broad market prospect for the international service outsourcing industry. Service outsourcing industry is a typical modern service industry with high scientific and technological content, no environmental pollution, less consumption of natural resources and the advantage of human resources. The industry has brought enormous development opportunities for all countries. However, China has always been faced with the problem of changing the mode of economic development and promoting the upgrading of industrial structure. However, the international service outsourcing industry has provided a good breakthrough for our country to solve this problem. For various reasons, the development of China's international service outsourcing industry has been hindered to a certain extent, still in the low end of the value chain. Therefore, it is necessary to study the influence factors of the international service outsourcing industry in the low end of the value chain in order to enhance the international competitiveness of the international service outsourcing industry. On the basis of the research on the existing literature, this paper selects and analyzes the influencing factors of the international service outsourcing industry in the low end of the value chain in China. Finally, it aims at the development level, scientific research ability and intellectual property protection of our country's service industry. Six factors, such as RMB appreciation, domestic pressure and labor cost, are hypothesized. Based on the time series data from 1995 to 2008, this paper, on the premise of hypotheses, will influence the development level, scientific research capability and intellectual property protection of China's international service outsourcing industry, which may be in the low end of the value chain. The appreciation of RMB, domestic pressure and labor cost of contracting enterprises are analyzed empirically. The results show that the development level of service industry, the appreciation of RMB, the pressure from the contracting countries and the labor cost have a significant impact on the low level of development of service outsourcing in China, while the other factors have no significant impact. Finally, the relevant policy recommendations are put forward.
