【摘要】：在經(jīng)濟(jì)全球化和經(jīng)濟(jì)信息化的大力推動下,20世紀(jì)70年代開始,全球產(chǎn)業(yè)結(jié)構(gòu)呈現(xiàn)出由“工業(yè)型經(jīng)濟(jì)”向“服務(wù)型經(jīng)濟(jì)”的重大轉(zhuǎn)變,自此拉開了國際現(xiàn)代服務(wù)業(yè)迅猛的發(fā)展序幕。發(fā)展現(xiàn)代服務(wù)業(yè)成為全國許多城市加快轉(zhuǎn)型升級,增強(qiáng)后金融危機(jī)時代發(fā)展優(yōu)勢的主攻方向。 大連市第十一次黨代會提出轉(zhuǎn)型發(fā)展戰(zhàn)略,應(yīng)該借鑒上海、北京等地區(qū)經(jīng)驗,把大力發(fā)展現(xiàn)代服務(wù)業(yè)作為一項戰(zhàn)略任務(wù),加快構(gòu)建以服務(wù)經(jīng)濟(jì)為主的現(xiàn)代化產(chǎn)業(yè)體系。大連市沙河口區(qū)現(xiàn)代服務(wù)業(yè)基礎(chǔ)良好,沙河口區(qū)十一次黨代會確定了“建設(shè)社會主義現(xiàn)代化新城區(qū)”的發(fā)展戰(zhàn)略,區(qū)“十二五”發(fā)展規(guī)劃又明確提出了“加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式建設(shè)現(xiàn)代服務(wù)業(yè)集聚區(qū)”的奮斗目標(biāo)。本文回顧了沙河口區(qū)現(xiàn)代服務(wù)業(yè)的產(chǎn)生和發(fā)展歷史,分析了沙河口區(qū)現(xiàn)代服務(wù)業(yè)的發(fā)展現(xiàn)狀,并結(jié)合沙河口區(qū)實際,分析了沙河口區(qū)發(fā)展現(xiàn)代服務(wù)業(yè)的優(yōu)勢和不足。沙河口區(qū)現(xiàn)代服務(wù)業(yè)經(jīng)過連續(xù)多年的快速發(fā)展,已形成了以星海灣為龍頭,以西安路為中心,以“五個園區(qū)”為支撐,以“五個節(jié)點”和社區(qū)服務(wù)業(yè)為補(bǔ)充的現(xiàn)代服務(wù)業(yè)發(fā)展格局,以服務(wù)業(yè)為主導(dǎo)的第三產(chǎn)業(yè),已成為帶動全區(qū)經(jīng)濟(jì)增長的主要力量。并進(jìn)一步確定了“鞏固提升傳統(tǒng)服務(wù)業(yè),大力拓展新興服務(wù)業(yè),重點打造總部集群,加快實現(xiàn)服務(wù)業(yè)的整體跨越,打造現(xiàn)代服務(wù)業(yè)發(fā)達(dá)的經(jīng)濟(jì)強(qiáng)區(qū)”的發(fā)展思路。為了增強(qiáng)發(fā)展戰(zhàn)略的可操作性,本文結(jié)合沙河口區(qū)實際,制定了發(fā)展現(xiàn)代服務(wù)業(yè)政策的具體規(guī)劃,明確了發(fā)展現(xiàn)代服務(wù)業(yè)需要的法律法規(guī)、扶持政策、社會服務(wù)和人力資源保障。 本文在借鑒國內(nèi)外相關(guān)研究成果的基礎(chǔ)上,從政府支持現(xiàn)代服務(wù)業(yè)發(fā)展的視角出發(fā),運用現(xiàn)代經(jīng)濟(jì)增長理論闡述了政府支持現(xiàn)代服務(wù)業(yè)發(fā)展的理論可行性,分析了現(xiàn)代服務(wù)業(yè)在經(jīng)濟(jì)社會發(fā)展中的地位和作用；通過對大連市沙河口區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展現(xiàn)狀及政府支持現(xiàn)代服務(wù)業(yè)發(fā)展政策現(xiàn)狀深入調(diào)查和剖析,總結(jié)出大連市沙河口區(qū)政府支持現(xiàn)代服務(wù)業(yè)發(fā)展政策的缺陷,并借鑒國內(nèi)外政府支持現(xiàn)代服務(wù)業(yè)發(fā)展經(jīng)驗的基礎(chǔ)上,構(gòu)建出以政府規(guī)章為基礎(chǔ),以財稅制度為輔助,以金融信貸體系為保障的大連市沙河口區(qū)政府支持現(xiàn)代服務(wù)業(yè)發(fā)展的政策,進(jìn)而提出大連市沙河口區(qū)政府推進(jìn)現(xiàn)代服務(wù)業(yè)發(fā)展的具體政策設(shè)計,為促進(jìn)大連市現(xiàn)代服務(wù)業(yè)發(fā)展提供理論依據(jù)和政策參考。
[Abstract]:Under the impetus of economic globalization and economic informatization, the global industrial structure has changed from "industrial economy" to "service economy" since 1970s. Since then, the rapid development of the international modern service industry prelude. The development of modern service industry has become the main attack direction of many cities in China to accelerate the transformation and upgrade and strengthen the development advantage in the post-financial crisis era. The 11th Party Congress of Dalian put forward the strategy of transformation and development. We should draw lessons from the experiences of Shanghai and Beijing, take the development of modern service industry as a strategic task, and speed up the construction of a modern industrial system based on service economy. The modern service industry in Shahekou District of Dalian City has a good foundation. The 11th Party Congress of Shahekou District has decided on the development strategy of "Building a New Socialist Modernization District," The twelfth five-year plan of the district clearly puts forward the goal of accelerating the transformation of the mode of economic development and constructing the modern service agglomeration area. This paper reviews the emergence and development history of modern service industry in Shahekou district, analyzes the present situation of modern service industry in Shahekou district, and analyzes the advantages and disadvantages of developing modern service industry in Shahekou district in combination with the reality of Shahekou district. After years of rapid development, the modern service industry in Shahekou has formed a leading role in the Xinghai Bay, a center in Xi'an Road, and a support for the "five parks". The development pattern of modern service industry, supplemented by "five nodes" and community service industry, and the tertiary industry, which is dominated by service industry, has become the main force driving the economic growth of the whole region. And further determined the "consolidate and promote traditional service industry, vigorously expand the emerging service industry, focus on building headquarters cluster, accelerate the realization of the service industry as a whole, to create a modern service industry developed economic strong area" development ideas. In order to enhance the maneuverability of the development strategy, this paper, based on the reality of Shahekou District, formulates a specific plan for the development of modern service industry policy, clarifies the laws and regulations needed to develop the modern service industry, and supports the policy. Social services and human resources protection. Based on the relevant research results at home and abroad and from the perspective of government supporting the development of modern service industry, this paper expounds the theoretical feasibility of government supporting the development of modern service industry by using modern economic growth theory. The status and function of modern service industry in economic and social development are analyzed. Based on the investigation and analysis of the current situation of the development of the modern service industry in Shahekou District of Dalian City and the current situation of the government supporting the development policy of the modern service industry, this paper summarizes the shortcomings of the policy of supporting the development of the modern service industry in the Shahekou District of Dalian City. Based on the experience of the domestic and foreign governments supporting the development of the modern service industry, the government rules and regulations are taken as the foundation and the fiscal and taxation system as the auxiliary. The government of Shahekou District of Dalian City supported the development policy of modern service industry, which was guaranteed by the financial credit system, and then put forward the concrete policy design for the government of Shahekou District of Dalian City to promote the development of modern service industry. To promote the development of modern service industry in Dalian to provide theoretical basis and policy reference.
