【摘要】：發(fā)展中國家勞動力的過剩和轉(zhuǎn)移問題,是當今世界的共同難題。在我國隨著改革的深入,產(chǎn)業(yè)結構發(fā)生了較大幅度的變化,大量農(nóng)村剩余勞動力涌入城市。隨著科技的進步、現(xiàn)代企業(yè)制度的建立,企業(yè)出現(xiàn)了大批下崗分流人員,這些人員的就業(yè)問題成為政府需要解決的當務之急。2005年10月,《中共中央關于制定國民經(jīng)濟和社會發(fā)展第十一個五年規(guī)劃的建議》第九條33點重點提出了要把擴大就業(yè)擺在經(jīng)濟社會發(fā)展更加突出位置,全社會要千方百計擴大就業(yè),各級政府要大力實施積極就業(yè)政策。而第一產(chǎn)業(yè)對勞動力需求的降低,第二產(chǎn)業(yè)就業(yè)的飽和,勢必將擴大就業(yè)的重任落在服務業(yè)上,當然這也是由于服務業(yè)的特點決定了它在解決就業(yè)問題上具有明顯的優(yōu)勢,服務業(yè)行業(yè)多,啟動資金少、勞動密集、技術密集、智力密集、行業(yè)并存,可以容納各種層次的人員就業(yè)。因此,要加快發(fā)展服務產(chǎn)業(yè),為服務業(yè)創(chuàng)業(yè)提供更多的政策、資金、技術、人才的支持,是現(xiàn)代社會重要戰(zhàn)略決策。 當前,國家高度重視服務業(yè)的發(fā)展,以及國際服務業(yè)加速向新興發(fā)展中國家和地區(qū)轉(zhuǎn)移,服務業(yè)發(fā)展贏得了難得的機遇。特別是近年來,成都市被評為國家級創(chuàng)建創(chuàng)業(yè)型城市,各種配套服務制度的完善,為本市服務業(yè)企業(yè)創(chuàng)業(yè)發(fā)展提供了良好的契機。本文在系統(tǒng)的分析了成都市服務企業(yè)發(fā)展促就業(yè)的情況,根據(jù)分析結果對今后成都地區(qū)服務創(chuàng)業(yè)企業(yè)的發(fā)展提供相關建議,為其他地區(qū)發(fā)展服務創(chuàng)業(yè)企業(yè)提供一定的依據(jù)和參考。
[Abstract]:The problem of labor surplus and transfer in developing countries is a common problem in the world today. With the deepening of the reform in China, the industrial structure has changed greatly, and a large number of rural surplus labor force has poured into the city. With the progress of science and technology and the establishment of modern enterprise system, a large number of laid-off and distributary workers have appeared in enterprises, and the employment of these personnel has become an urgent task for the government. In October 2005, The proposal of the CPC Central Committee on the formulation of the Eleventh Five-Year Plan for National Economic and Social Development Article 9, 33, focuses on putting the expansion of employment in a more prominent position in economic and social development, and the whole society should do everything possible to expand employment. Governments at all levels should vigorously implement active employment policies. With the reduction of labor demand in the primary industry and the saturation of employment in the secondary industry, the burden of expanding employment is bound to fall on the service industry. Of course, this is also because of the characteristics of the service industry, which determines that it has obvious advantages in solving the employment problem. The service industry is rich in capital, labor-intensive, technology-intensive, intellectual intensive, and can accommodate various levels of employment. Therefore, it is an important strategic decision of modern society to speed up the development of service industry and provide more policy, capital, technology and talent support for service industry entrepreneurship. At present, the state attaches great importance to the development of the service industry, and the international service industry is speeding up its transfer to the emerging developing countries and regions, thus winning a rare opportunity for the development of the service industry. Especially in recent years, Chengdu has been selected as a national entrepreneurial city. The improvement of various supporting service systems provides a good opportunity for the development of service enterprises in this city. This paper systematically analyzes the development of service enterprises in Chengdu to promote employment, according to the results of the analysis of the future development of service start-ups in Chengdu to provide relevant recommendations. For other regions to develop service enterprises to provide certain basis and reference.
