【摘要】：現(xiàn)階段融資障礙是制約我國節(jié)能服務(wù)公司發(fā)展的關(guān)鍵問題，而信用不足、信用評價體系缺失、未知項目風險、項目不確定節(jié)能量、融資模式不適用等是導(dǎo)致現(xiàn)階段節(jié)能服務(wù)公司無法獲得有效融資的重要原因。在我國行業(yè)信用評價體制亟待完善、節(jié)能服務(wù)行業(yè)誠信體系亟待建立、節(jié)能服務(wù)行業(yè)投資信息不對稱狀況亟待緩解的背景下，建立節(jié)能服務(wù)公司信用評價體系是緩解該群體融資困境的有效方式之一。 本文依據(jù)我國現(xiàn)有企業(yè)信用評價體系，，通過引入合同能源管理項目管理能力、能源管理合同履約信用等創(chuàng)新節(jié)能服務(wù)公司信用評價指標，從基本素質(zhì)、發(fā)展能力、社會責任及履約信用、財務(wù)狀況四個方面構(gòu)建了節(jié)能服務(wù)公司信用評價體系，在運用層次分析法結(jié)合調(diào)研數(shù)據(jù)確定評價指標權(quán)重的基礎(chǔ)上，對節(jié)能服務(wù)公司信用的重要影響因素進行了識別。 本文通過對比我國某節(jié)能服務(wù)公司信用模糊綜合評價案例與公司銀行實際信用評級結(jié)果，說明所構(gòu)建體系較傳統(tǒng)評價體系在評估節(jié)能服務(wù)公司總體信用方面具有一定的科學(xué)性，最后提出我國節(jié)能服務(wù)行業(yè)信用評價工作有效開展的政策建議。希冀本研究可為節(jié)能服務(wù)行業(yè)投資者選擇優(yōu)質(zhì)節(jié)能服務(wù)公司、評級機構(gòu)有效評估節(jié)能服務(wù)公司信用提供一定初步參考。
[Abstract]:At the present stage, financing obstacles are the key problems that restrict the development of energy-saving service companies in China. However, the lack of credit, the lack of credit evaluation system, the unknown project risk, the uncertain energy saving of the project, The lack of suitable financing mode is the main reason why energy-saving service companies can not get effective financing at the present stage. Under the background that the credit evaluation system of China's industry needs to be improved, the integrity system of energy-saving service industry needs to be established, and the asymmetry of investment information in energy-saving service industry needs to be alleviated. Establishing credit evaluation system for energy-saving service companies is one of the effective ways to alleviate the financing difficulties of this group. According to the existing enterprise credit evaluation system in China, this paper introduces the credit evaluation indexes of innovative energy-saving service companies such as contract energy management project management ability, energy management contract performance credit and so on. The credit evaluation system of energy-saving service company is constructed in four aspects of social responsibility, performance credit and financial status. The weight of evaluation index is determined by AHP combined with investigation data. The important influencing factors of energy saving service company credit are identified. By comparing a case of fuzzy-comprehensive credit evaluation of an energy-saving service company in China with the actual credit rating results of a company bank, this paper shows that the system constructed is more scientific than the traditional evaluation system in evaluating the overall credit of energy-saving service company. Finally, the paper puts forward some policy suggestions on the credit evaluation of energy-saving service industry in China. It is hoped that this study can provide a preliminary reference for investors in energy-saving service industry to select high-quality energy-saving service companies and rating agencies to effectively evaluate the credit of energy-saving service companies.
