【摘要】：隨著能源、減排等問題在國內(nèi)的日益白熱化，節(jié)能服務(wù)作為一個戰(zhàn)略新興行業(yè)具有很大的潛能，而且作為新的產(chǎn)業(yè)增長點，將形成配套產(chǎn)業(yè)鏈并帶動其他產(chǎn)業(yè)的發(fā)展。但同時，處于起步階段的我國節(jié)能服務(wù)企業(yè)因行業(yè)特點和自身因素卻面臨著發(fā)展的瓶頸--融資困難。 本文對節(jié)能服務(wù)企業(yè)融資的困難和融資方式的選擇和建議進行了系統(tǒng)闡述，共由五個部分組成。第一部分闡述論文的選題背景、研究意義、國內(nèi)外相關(guān)研究成果現(xiàn)狀和本文的研究思路與結(jié)構(gòu)。第二部分介紹了節(jié)能服務(wù)產(chǎn)業(yè)，主要包括節(jié)能服務(wù)產(chǎn)業(yè)的概念、國內(nèi)外發(fā)展形勢和運作機制。第三部分闡述我國節(jié)能服務(wù)企業(yè)面對的機遇和挑戰(zhàn)，包括了發(fā)展?jié)摿Ψ治觥繕?biāo)分析、可行性分析、發(fā)展分析和北京地區(qū)產(chǎn)業(yè)發(fā)展；在節(jié)能服務(wù)產(chǎn)業(yè)發(fā)展障礙中，重點論述了阻礙企業(yè)發(fā)展的核心問題—融資，同時還指出評估認證、政府支持和法規(guī)不健全等障礙。第四部分介紹了國外發(fā)達國家和發(fā)展中國家的融資經(jīng)驗核對我國企業(yè)的融資啟示。最后一部分是針對上述分析，總結(jié)出適合我國現(xiàn)階段節(jié)能服務(wù)企業(yè)的融資方式和建議，，并具體闡述了保理融資和融資租賃兩種適當(dāng)?shù)娜谫Y方式。本文在總結(jié)了國外研究和實踐經(jīng)驗的基礎(chǔ)上，結(jié)合我國現(xiàn)階段節(jié)能產(chǎn)業(yè)和節(jié)能服務(wù)企業(yè)發(fā)展的現(xiàn)狀和問題，提出相應(yīng)融資的建議，希望能夠為節(jié)能服務(wù)企業(yè)、尤其是中小型節(jié)能服務(wù)企業(yè)的融資提供有價值的信息和參考。
[Abstract]:With the development of energy, emission reduction and other problems in China, energy-saving service as a strategic emerging industry has great potential, and as a new industrial growth point, it will form a supporting industrial chain and drive the development of other industries. But at the same time, the energy-saving service enterprises in our country are facing the bottleneck of development because of the characteristics of the industry and their own factors-financing difficulties. This paper systematically expounds the difficulty of financing and the choice and suggestions of financing methods for energy-saving service enterprises, which consists of five parts. The first part describes the background, significance, research results at home and abroad and the research ideas and structure. The second part introduces the energy-saving service industry, including the concept of energy-saving service industry, domestic and foreign development situation and operation mechanism. The third part describes the opportunities and challenges faced by China's energy-saving service enterprises, including development potential analysis, feasibility analysis, development analysis and industrial development in Beijing. This paper mainly discusses the core problems that hinder the development of enterprises, such as financing, evaluation and certification, government support and imperfect laws and regulations. The fourth part introduces the financing experience of foreign developed and developing countries. The last part is to sum up the financing methods and suggestions which are suitable for the energy-saving service enterprises in our country at this stage, and elaborate the factoring financing and the financing leasing two appropriate financing ways in the light of the above analysis. On the basis of summing up the foreign research and practical experience, combined with the current situation and problems of the development of energy saving industry and energy-saving service enterprises in our country, this paper puts forward the corresponding financing suggestions, hoping to serve the enterprises for energy saving. In particular, the financing of small and medium-sized energy-saving service enterprises to provide valuable information and reference.
