【摘要】：隨著計算機、互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展,以及社會分工的不斷細化,信息技術(shù)外包(IT Outsourcing)服務已被越來越多的企業(yè)信息化建設或電子政務建設所認可并不斷得以重視。管理學大師彼得·德魯克就曾預言：“在企業(yè)活動中,那些僅僅支持企業(yè)后臺活動,卻不會為企業(yè)創(chuàng)造營業(yè)價值的工作,都可以采用外包的形式交由外部企業(yè)去做”。然而,相對于傳統(tǒng)項目,IT項目自身顯然要更復雜得多,這些都導致信息技術(shù)外包將而臨更多多變的風險因素。因此,科學識別和評估IT外包風險無疑具有重要意義。 本文首先以承包企業(yè)提供IT外包服務為研究對象,綜合文獻研究,以現(xiàn)有IT外包理論為依據(jù),按照IT外包活動過程中風險可能的來源(客戶、交易過程、服務商)系統(tǒng)、全面地定義了承包IT服務的27個風險因素；其次,借助北京市哲學社會科學規(guī)劃項目“北京地區(qū)IT服務外包產(chǎn)業(yè)升級路徑研究”的支持,采用問卷調(diào)查方法對北京地區(qū)IT外包企業(yè)展開問卷調(diào)查,包括企業(yè)基本信息以及采用5分制打分方法,針對風險因素對IT外包服務的影響程度進行打分,使用SPSS軟件統(tǒng)計問卷調(diào)查結(jié)果,并進行因子分析,得出七大類風險因子,以及用七個大類風險因子表示的整個IT外包項目風險值的線性表達式,從中可以看出每個大類風險因子對整個項目風險不同的影響程度；接著,對因子分析得出的大類風險因子,采用風險矩陣方法對IT服務外包風險進行評估。運用風險矩陣軟件Risk Matrix客觀計算得出的Borda值對風險因子的等級進行排序,得出各風險因子對IT外包服務影響等級。 通過實證方法相互印證,使IT外包服務風險因素及其影響關(guān)系體系更為清晰,增強了實證結(jié)果的信度。
[Abstract]:With the rapid development of computer and Internet technology, and the continuous refinement of social division of labor, information technology outsourcing (IT Outsourcing) service has been recognized by more and more enterprise information construction or e-government construction and has been paid more and more attention. Peter Drucker, the master of management, once predicted: "in the enterprise activities, those only supporting the backstage activities of enterprises, but not creating business value for enterprises, can use the form of outsourcing to external enterprises to do." However, IT projects themselves are obviously much more complex than traditional IT projects, all of which lead to more volatile risk factors for IT outsourcing. Therefore, scientific identification and evaluation of IT outsourcing risk is undoubtedly of great significance. First of all, this paper takes contracting enterprises to provide IT outsourcing services as the research object, synthesizes the literature research, based on the existing IT outsourcing theory, according to the possible sources of risk (customer, transaction process, service provider) system in the process of IT outsourcing activities. The 27 risk factors of contracting IT services are fully defined. Secondly, with the support of Beijing's philosophy and social science planning project "Beijing area IT Service Outsourcing Industry upgrade path Research", A questionnaire survey was conducted on the IT outsourcing enterprises in Beijing, including the basic information of the enterprises and the 5-point scoring method, and the impact of risk factors on the IT outsourcing service was evaluated. By using the SPSS software to analyze the results of questionnaire survey and factor analysis, seven kinds of risk factors are obtained, and the linear expression of the risk value of the whole IT outsourcing project expressed by the seven categories of risk factors is obtained. We can see that each kind of risk factors have different influence on the risk of the whole project. Then, the risk matrix method is used to evaluate the risk of IT service outsourcing. The risk matrix software Risk Matrix is used to calculate the Borda value objectively to rank the risk factor, and the influence level of each risk factor on IT outsourcing service is obtained. The empirical method verifies each other, which makes the risk factors of IT outsourcing service and its influence relation system more clear, and enhances the reliability of the empirical results.
