【摘要】：近年來，我國服務(wù)業(yè)發(fā)展迅猛，產(chǎn)業(yè)類別和規(guī)模不斷擴(kuò)大，也因而造成了日益突出的環(huán)境污染問題。服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式的提出，未解決這類發(fā)展問題提供了解決方案。服務(wù)業(yè)循環(huán)經(jīng)濟(jì)要求產(chǎn)業(yè)發(fā)展恪守“減量化”、“再利用”、“再循環(huán)”的準(zhǔn)則，追求資源環(huán)境的合理開發(fā)應(yīng)用，是符合可持續(xù)發(fā)展概念的先進(jìn)發(fā)展模式。從而，運(yùn)用循環(huán)經(jīng)濟(jì)思想指導(dǎo)我國區(qū)域服務(wù)業(yè)服務(wù)業(yè)的發(fā)展實(shí)踐意義重大。 服務(wù)業(yè)循環(huán)經(jīng)濟(jì)是針對(duì)服務(wù)業(yè)傳統(tǒng)發(fā)展導(dǎo)致的資源過度消耗和環(huán)境惡性污染而提出的可持續(xù)發(fā)展的具體實(shí)現(xiàn)形式。本文首先從我國目前社會(huì)經(jīng)濟(jì)與生態(tài)環(huán)境的尖銳矛盾出發(fā)，探討轉(zhuǎn)變發(fā)展模式和發(fā)展觀念的必要性，并對(duì)涉及服務(wù)業(yè)循環(huán)經(jīng)濟(jì)各個(gè)層面的的相關(guān)理論進(jìn)行了梳理總結(jié)，同時(shí)通過建立主成分的分析評(píng)價(jià)模型，對(duì)我國區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展現(xiàn)狀作了分析，通過分析評(píng)價(jià)結(jié)果，對(duì)我國區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展提出了建設(shè)性的政策建議。全文共分為六個(gè)部分。 第一、二章為第一部分，主要介紹了選題背景，研究意義，研究方法，主要?jiǎng)?chuàng)新點(diǎn)以及論文寫作的主要框架。 第二部分主要總結(jié)以往學(xué)者們對(duì)服務(wù)業(yè)循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系研究的基礎(chǔ)上，改進(jìn)和設(shè)計(jì)了符合我國特色的服務(wù)業(yè)循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系。從社會(huì)經(jīng)濟(jì)和產(chǎn)業(yè)發(fā)展、資源消耗、資源循環(huán)利用、廢物排放四個(gè)方面建立區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系。 第三部分是根據(jù)本文的評(píng)價(jià)指標(biāo)體系和所選數(shù)據(jù)，選擇了基于主成分分析方法的綜合評(píng)價(jià)模型對(duì)區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)進(jìn)行評(píng)價(jià)，，并對(duì)主成分分析方法的基本原理做了簡單介紹。 第四部分對(duì)我國30個(gè)省市的區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行實(shí)證分析。通過評(píng)價(jià)得出綜合因子得分和分類指標(biāo)的得分排序，比較直觀地看出各地區(qū)服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平。 第五部分通過對(duì)各地區(qū)服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展的綜合和分類指標(biāo)評(píng)價(jià)得分，分析我國區(qū)域服務(wù)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展所面臨的問題，并提出針對(duì)性的政策建議。
[Abstract]:In recent years, our country service industry develops rapidly, the industry category and scale expands unceasingly, also caused the increasingly prominent environmental pollution problem. The development model of circular economy in service industry has not solved this kind of development problem. The circular economy of service industry requires industry development to abide by the criteria of "reduction", "reuse" and "recycling", and to pursue the rational development and application of resources and environment, which is an advanced development model in line with the concept of sustainable development. Therefore, it is of great significance to use circular economy to guide the development of regional service industry in China. The circular economy of service industry is a concrete realization form of sustainable development aiming at the excessive consumption of resources and the malignant pollution of the environment caused by the traditional development of service industry. Starting from the sharp contradiction between social economy and ecological environment in our country, this paper discusses the necessity of changing the development mode and concept, and summarizes the relevant theories related to the circular economy in the service industry. At the same time, by establishing the analysis and evaluation model of principal component, this paper analyzes the current situation of circular economy development of regional service industry in China, and puts forward constructive policy suggestions for the development of circular economy of regional service industry in China by analyzing the evaluation results. The full text is divided into six parts. The first and second chapters mainly introduce the background, research significance, research methods, main innovation points and the main frame of the thesis writing. In the second part, on the basis of summarizing the previous researches on the evaluation index system of service circular economy, the author improves and designs the evaluation index system of service circular economy which accords with the characteristics of our country. The evaluation index system of regional service circular economy is established from four aspects: social economy and industrial development, resource consumption, resource recycling and waste discharge. In the third part, according to the evaluation index system and selected data, the comprehensive evaluation model based on principal component analysis method is selected to evaluate the circular economy of regional service industry, and the basic principle of principal component analysis method is briefly introduced. The fourth part makes an empirical analysis on the development level of regional service circular economy in 30 provinces and cities of China. Through the evaluation, the comprehensive factor score and the classification index score ranking are obtained, and the development level of the service circular economy in various regions can be seen intuitively. The fifth part analyzes the problems faced by the development of regional service circular economy in China by evaluating the comprehensive and classified indicators of the development of regional service circular economy, and puts forward relevant policy recommendations.
