【摘要】：進入21世紀,企業(yè)經(jīng)營格局發(fā)生了根本的變化,傳統(tǒng)的管理技術(shù)難以充分適應目前全球性的競爭和嚴峻的市場變化,約束理論(TOC)與流程重組思想被越來越多的企業(yè)應用到的實踐中,在節(jié)約資金、提高用戶滿意度和增強運作柔性等方面取得了極其顯著的成效。 本論文在研究內(nèi)蒙古新城賓館經(jīng)營管理特點的基礎上,通過對傳統(tǒng)重組方法原理及約束理論(TOC)深入研究和剖析后,在對傳統(tǒng)重組方法以及約束理論的相互關系的研究分析的基礎上,提出基于約束理論(TOC)的采購系統(tǒng)業(yè)務流程重組方法。方法從采購核心流程入手,從中找出制約采購效能的“主瓶頸”；根據(jù)對制約“主瓶頸”的各種約束進行分析研究,找出釋放瓶頸所必須的條件和限制完全消除主瓶頸能力的“次瓶頸”,然后根據(jù)次瓶頸確定重組的流程對象,提高了流程選擇的科學性和合理性。在流程設計的方法上并不追求流程的理想化設計,而是追求提高或者突破“次瓶頸”和“主瓶頸”,并根據(jù)需要將系統(tǒng)的“主瓶頸”移動到相對容易控制的環(huán)節(jié)。整個流程選擇和設計的過程始終圍繞“主瓶頸”的需要進行。 為了保證重組的方向性和有效性,論文分析并建立了流程層次、采購系統(tǒng)層次和新城賓館整體業(yè)務層次評價指標的相互關系,實現(xiàn)了三個指標目標的統(tǒng)一性和一致性。利用這三種指標將可以對重組前、重組中和重組后進行評價。 這種方法具有能夠控制重組的方向和范圍、較好的可操作性和實用性的特點,將對指導內(nèi)蒙古新城賓館其它業(yè)務流程重組有較高的理論和實用價值。
[Abstract]:In the 21st century, the enterprise management pattern has undergone fundamental changes, traditional management technology is difficult to fully adapt to the current global competition and severe market changes. Constraint theory (TOC) and process reengineering have been applied to more and more enterprises, which have achieved remarkable results in saving money, improving customer satisfaction and enhancing operational flexibility. On the basis of studying the characteristics of management and management of Xincheng Hotel in Inner Mongolia, this paper deeply studies and analyzes the principle of traditional reorganization method and constraint theory (TOC). Based on the research and analysis of the relationship between the traditional reengineering method and the constraint theory, a new method of business process reengineering of procurement system based on constraint theory (TOC) is proposed. Methods from the core process of procurement, we find out the "main bottleneck" that restricts the efficiency of procurement, and analyze and study the constraints of "main bottleneck". The necessary conditions for releasing the bottleneck and the "secondary bottleneck" which limit the ability of eliminating the main bottleneck are found out, and then the reengineering process object is determined according to the sub-bottleneck, which improves the scientific and reasonable choice of the process. The method of process design is not to pursue the idealized design of the process, but to improve or break through the "secondary bottleneck" and "main bottleneck", and to move the "main bottleneck" of the system to a relatively easy to control link according to the need. The whole process of process selection and design has always been around the "main bottleneck" needs. In order to ensure the direction and effectiveness of the reorganization, the paper analyzes and establishes the relationship among the evaluation indexes of process level, purchasing system level and the whole business level of Xincheng Hotel, and realizes the unity and consistency of the three index objectives. These three indexes can be used to evaluate before, during and after recombination. This method has the characteristics of controlling the direction and scope of reorganization, good maneuverability and practicability, and will be of high theoretical and practical value in guiding other business process reengineering of Xincheng Hotel in Inner Mongolia.
