【摘要】：養(yǎng)老服務(wù)的準(zhǔn)公共產(chǎn)品屬性、信息不對稱、很強(qiáng)的外部性是政府規(guī)制養(yǎng)老服務(wù)業(yè)的主要動因,當(dāng)前我國養(yǎng)老服務(wù)業(yè)政府規(guī)制存在規(guī)制體制不完善、規(guī)制法律體系不健全、規(guī)制手段單一、市場機(jī)制作用不充分等問題。文章認(rèn)為,需要進(jìn)一步建構(gòu)促進(jìn)養(yǎng)老服務(wù)業(yè)發(fā)展的規(guī)制路徑,包括創(chuàng)新政府規(guī)制體制、方式,構(gòu)建適度型養(yǎng)老服務(wù)業(yè)政府規(guī)制模式;健全養(yǎng)老服務(wù)業(yè)發(fā)展法律保障體系;對規(guī)制者實行有效規(guī)制。
[Abstract]:The attributes of quasi-public products, asymmetric information and strong externalities are the main reasons for the government to regulate the old-age service industry. At present, the government regulation of the old-age service industry in our country is not perfect, the regulation legal system is not perfect. The regulation means is single, the market mechanism function is insufficient and so on. The article holds that it is necessary to further construct the regulation path to promote the development of the old-age service industry, including innovating the government regulation system, constructing the appropriate government regulation mode of the old-age service industry, perfecting the legal guarantee system for the development of the old-age service industry, Implement effective regulation on the regulator.
