【摘要】：理論和實(shí)踐均表明,體制轉(zhuǎn)型往往是欠發(fā)達(dá)國(guó)家產(chǎn)業(yè)發(fā)展的關(guān)鍵要素。體制變革促進(jìn)了中國(guó)現(xiàn)代服務(wù)業(yè)的增量發(fā)展,但服務(wù)業(yè)及企業(yè)"做不大、做不長(zhǎng)、做不強(qiáng)"的現(xiàn)象依舊存在,其病因就是"體制病"。中國(guó)現(xiàn)代服務(wù)業(yè)的"體制病"是與經(jīng)濟(jì)轉(zhuǎn)型過(guò)程中的全球化、市場(chǎng)化、工業(yè)化和城市化密切聯(lián)系的,并在形式上表現(xiàn)為外資排斥本土、計(jì)劃排斥市場(chǎng)、工業(yè)排斥服務(wù)業(yè)、低端排斥高端的現(xiàn)象。由于四大排斥效應(yīng)是一個(gè)相互聯(lián)系、相互影響的系統(tǒng)性問(wèn)題,就使得單純以"強(qiáng)化市場(chǎng)競(jìng)爭(zhēng)"或"加速對(duì)外開(kāi)放"為目標(biāo)的分類體制改革效果大打折扣。因此,需要認(rèn)真探究中國(guó)現(xiàn)代服務(wù)業(yè)"體制病"的微觀動(dòng)力學(xué)內(nèi)容,正確處理以四元主體為基礎(chǔ)的"中央政府與地方政府"、"壟斷國(guó)企與競(jìng)爭(zhēng)民企"、"社會(huì)組織與政府機(jī)構(gòu)"、"特權(quán)階層與草根階層"的四對(duì)關(guān)系。在這樣的情況下,要醫(yī)治服務(wù)業(yè)"體制病",必須深化體制改革,這不僅僅是價(jià)格和市場(chǎng)結(jié)構(gòu)乃至產(chǎn)權(quán)關(guān)系的改革,更需要形成以"四元治理"為核心的體制變革思路。
[Abstract]:Both theory and practice show that institutional transformation is often the key element of industrial development in less developed countries. The system reform has promoted the incremental development of China's modern service industry, but the phenomenon of "not doing much, not long, not strong" still exists in the service industry and enterprises, the cause of which is "institutional disease". The "institutional disease" of China's modern service industry is closely related to globalization, marketization, industrialization and urbanization in the process of economic transformation. The low end repel the high end phenomenon. Because the four exclusionary effects are a systematic problem which is interrelated and affects each other, the effect of the classification system reform which aims at "strengthening market competition" or "accelerating opening to the outside world" is greatly reduced. Therefore, it is necessary to probe into the micro dynamic content of the "system disease" of modern service industry in China. Correctly deal with the four pairs of relations between "central government and local government", "monopoly state-owned enterprise and competitive private enterprise", "social organization and government organization", "privileged stratum and grass root stratum" based on quaternion subject. Under such circumstances, in order to cure the "institutional disease" of service industry, we must deepen the reform of the system, which is not only the reform of price and market structure and even the relationship of property right, but also the thinking of system reform with "four elements governance" as the core.
