【摘要】：研發(fā)服務業(yè)作為一種新興的服務業(yè)態(tài),近年來得到快速發(fā)展,已經成為世界上發(fā)展最快、吸引人才最多、附加值最大的產業(yè),并在當今的經濟發(fā)展中發(fā)揮著越來越重要的作用。因此對河北省研發(fā)服務業(yè)進行研究,分析如何通過研發(fā)服務業(yè)的發(fā)展來促進河北省經濟增長便顯的很有必要了。本文首先對研發(fā)服務業(yè)對經濟增長的影響進行了理論分析,在此基礎上運用協(xié)整和Granger因果檢驗對河北省研發(fā)服務業(yè)和經濟增長的關系進行實證分析,然后從縱向比較和橫向比較兩方面對河北省研發(fā)服務業(yè)的發(fā)展水平進行分析,最后運用SWOT分析法對河北省研發(fā)服務業(yè)的發(fā)展環(huán)境和現(xiàn)狀進行分析,并提出河北省研發(fā)服務業(yè)的發(fā)展模式與發(fā)展對策。 理論分析部分。研發(fā)服務業(yè)對經濟增長的影響機制主要體現(xiàn)在：研發(fā)服務業(yè)的知識和技術密集特點使其在影響經濟增長的眾多因素中所起的作用居于重要地位；研發(fā)服務業(yè)可以通過內生經濟增長的途徑積累人力資本來加速技術進步,從而促進經濟的增長；研發(fā)服務業(yè)可以通過產業(yè)結構的優(yōu)化和升級來促進經濟增長。 實證分析部分�；凇吨袊萍冀y(tǒng)計年鑒》(1996-2011)的統(tǒng)計數(shù)據(jù)研究表明：河北省研發(fā)服務業(yè)與經濟增長并未形成良性互動關系。短期內兩者之間不構成Granger因果關系,而只在較長時期內經濟增長才表現(xiàn)出對研發(fā)服務業(yè)的促進作用。 比較分析部分。從縱向比較來看,河北省在研發(fā)投入強度上一直在增強,但增長速度緩慢；研發(fā)產出方面,技術市場、科研論文、產品專利等產出整體上均呈現(xiàn)出遞增趨勢,其中專利授權數(shù)量近年來增長最快。從橫向比較來看,在研發(fā)投入各指標方面,河北省均處于全國靠后位置,與周邊省市相比水平較低；在研發(fā)產出各指標方面,河北省技術市場規(guī)模在全國排名最靠后,研發(fā)產出整體上處于全國平均水平之下,與周邊省市有一定差距。 SWOT分析部分。對河北省研發(fā)服務業(yè)發(fā)展的SWOT分析表明：河北省研發(fā)服務業(yè)發(fā)展的優(yōu)勢體現(xiàn)在良好的區(qū)位優(yōu)勢和經濟發(fā)展形勢方面；劣勢體現(xiàn)在研發(fā)產業(yè)尚未形成規(guī)模,缺乏創(chuàng)新能力,政策環(huán)境和法律法規(guī)不夠完善；面臨的機會體現(xiàn)在有利的宏觀環(huán)境和廣闊的發(fā)展空間方面；面臨的威脅主要是國內外的競爭和人才短缺方面。 模式與對策分析部分。通過分析,河北省研發(fā)服務業(yè)發(fā)展模式可以采取以政府規(guī)劃為引導的集群式發(fā)展模式。發(fā)展對策主要從外部環(huán)境、比較優(yōu)勢、相關產業(yè)以及政府引導等方面促進河北省研發(fā)服務業(yè)發(fā)展。
[Abstract]:As a new service industry, R & D service industry has been developed rapidly in recent years, and has become the fastest growing industry in the world, attracting the most talented people and the largest added value, and playing a more and more important role in the current economic development. Therefore, it is necessary to study the R & D service industry of Hebei Province and analyze how to promote the economic growth of Hebei Province through the development of R & D service industry. Firstly, this paper makes a theoretical analysis on the impact of R & D service industry on economic growth, and then uses cointegration and Granger causality test to empirically analyze the relationship between R & D service industry and economic growth in Hebei Province. Then it analyzes the development level of R & D service industry in Hebei Province from two aspects of vertical comparison and horizontal comparison, and finally analyzes the development environment and current situation of R & D service industry in Hebei Province by using SWOT analysis method. And put forward the development model and development countermeasures of R & D service industry in Hebei Province. Theoretical analysis part. The impact mechanism of R & D service industry on economic growth is mainly reflected in: the knowledge and technology intensive characteristics of R & D service industry make it play an important role in many factors affecting economic growth; R & D service industry can accumulate human capital through endogenous economic growth to accelerate technological progress and promote economic growth, while R & D service industry can promote economic growth through optimization and upgrading of industrial structure. Empirical analysis part. Based on the Statistical Yearbook of Science and Technology of China (1996-2011), it is shown that the R & D service industry in Hebei Province has not formed a positive interaction with economic growth. In the short term, there is no Granger causality between them, and only in a long period of time does the economic growth promote the R & D service industry. Comparative analysis part. From the perspective of vertical comparison, Hebei Province has been increasing the intensity of R & D input, but the growth rate is slow. In terms of R & D output, technology market, scientific research papers, product patents and so on, the overall output shows an increasing trend. The number of patent licenses has increased fastest in recent years. From the perspective of horizontal comparison, Hebei Province is in the lower position of the whole country in terms of R & D input, compared with the surrounding provinces and cities. In terms of R & D output indicators, Hebei Province ranks the most behind in the scale of technology market in the whole country. As a whole, R & D output is below the national average, and there is a certain gap between R & D output and the surrounding provinces and cities. SWOT analysis. The SWOT analysis of the development of R & D service industry in Hebei Province shows that the advantages of R & D service industry in Hebei Province are reflected in the favorable location advantage and economic development situation, the disadvantage is that the R & D industry has not yet taken shape in scale and lacks the ability to innovate. The policy environment and laws and regulations are not perfect; the opportunities are reflected in the favorable macro environment and broad space for development; the threats are mainly competition and talent shortage at home and abroad. Model and countermeasure analysis part. Through analysis, the development model of R & D service industry in Hebei Province can adopt the cluster development mode guided by government planning. The development countermeasures mainly promote the development of R & D service industry in Hebei Province from the external environment, comparative advantage, related industries and government guidance.
