【摘要】：金融危機帶來了全球范圍內(nèi)的大規(guī)模的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，而服務外包業(yè)是國際服務業(yè)發(fā)展和分工的最新模式，極大地推動了生產(chǎn)組織形式和產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化，將成為經(jīng)濟全球化浪潮中最有發(fā)展前途的產(chǎn)業(yè)之一。我國“十二五”規(guī)劃綱要中也明確提出把推動服務業(yè)大發(fā)展作為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的戰(zhàn)略重點，不斷提高服務業(yè)比重和水平。長沙市經(jīng)濟社會發(fā)展十二五規(guī)劃也明確強調(diào)將大力引進國內(nèi)服務外包“十大領軍型企業(yè)”、前五十位“成長型企業(yè)”、國際知名服務外包企業(yè)，切實抓好服務外包業(yè)發(fā)展，支持企業(yè)做大做強。 近年來，長株潭城市群服務外包業(yè)發(fā)展取得了長足的進步，但與湖南省政府打造“長株潭服務外包示范城市群”的目標要求存在一定差距，主要表現(xiàn)在：產(chǎn)業(yè)基礎薄弱，工作推動難度大，發(fā)展速度仍然不快；企業(yè)主體競爭力不強，服務外包企業(yè)數(shù)量少，實力弱，規(guī)模��；以境內(nèi)服務外包為主，國際離岸外包接單數(shù)較少；中高級服務外包人才特別是國際市場“接單”人才短缺。 本文采用理論與實踐相結(jié)合，定性與定量分析相結(jié)合的方法，，對長株潭城市群承接服務外包業(yè)的影響因素進行了系統(tǒng)的研究。本文共分為五個部分。首先，介紹了論文的研究背景和意義、國內(nèi)外研究現(xiàn)狀、論文研究思路和方法以及本文的創(chuàng)新之處；然后則對服務外包的內(nèi)涵、分類以及全球離岸服務外包業(yè)的主要特征進行了介紹，并研究了交易成本理論、企業(yè)資源理論、價值鏈理論、產(chǎn)業(yè)集群理論、新國際分工理論及外包影響因素的相關(guān)理論；其次，對長株潭城市群服務外包業(yè)的發(fā)展現(xiàn)狀及優(yōu)勢、劣勢影響因素進行了深入分析和總結(jié)；再次，通過運用灰色關(guān)聯(lián)法對長株潭城市群服務外包業(yè)發(fā)展的影響因素進行了實證分析，并得到了這些因素影響程度大小的一個排序。最后，在以上研究和分析的基礎上，為政府決策者提出了促進長株潭城市群服務外包業(yè)發(fā)展的對策建議。
[Abstract]:The financial crisis has brought about a large-scale industrial restructuring in the world, and the service outsourcing industry is the latest model for the development and division of labor in the international service industry, which has greatly promoted the optimization of production organization and industrial structure. Will become one of the most promising industries in the wave of economic globalization. In the outline of the 12th Five-Year Plan of our country, it is clearly proposed that the promotion of the great development of the service industry should be regarded as the strategic focus of the optimization and upgrading of the industrial structure, and the proportion and level of the service industry should be continuously raised. The 12th Five-Year Plan for the Economic and Social Development of Changsha also clearly emphasizes that it will vigorously introduce domestic service outsourcing "ten leading enterprises," the first 50 "growth enterprises," internationally renowned service outsourcing enterprises, and earnestly grasp the development of the service outsourcing industry. Support enterprises to become bigger and stronger. In recent years, the service outsourcing industry of Changsha-Zhuzhou-Xiangtan urban agglomeration has made great progress, but there is a certain gap with the goal of Hunan provincial government to build "Changsha-Zhuzhou-Xiangtan service outsourcing demonstration urban agglomeration". The main body of the enterprise is not competitive, the number of service outsourcing enterprises is small, the strength is weak, the scale is small, the domestic service outsourcing is the main task, and the international offshore outsourcing is less than the single number. High-level service outsourcing talent, especially in the international market, "receiving orders" talent shortage. Based on the combination of theory and practice, qualitative and quantitative analysis, this paper makes a systematic study on the factors influencing the undertaking of service outsourcing industry in Chang-Zhuzhou-Xiangtan urban agglomeration. This paper is divided into five parts. First of all, it introduces the research background and significance of the paper, the current research situation at home and abroad, the research ideas and methods of the paper and the innovation of this paper, and then introduces the connotation of service outsourcing. The classification and the main characteristics of the global offshore service outsourcing industry are introduced, and the transaction cost theory, the enterprise resource theory, the value chain theory, the industrial cluster theory, the new international division of labor theory and the related theory of the influence factors of outsourcing are studied. Secondly, the development status, advantages and disadvantages of the service outsourcing industry of Chang-Zhuzhou-Xiangtan urban agglomeration are analyzed and summarized. By using the grey correlation method, this paper makes an empirical analysis on the factors influencing the development of service outsourcing industry in Changsha-Zhuzhou-Xiangtan urban agglomeration, and obtains a ranking of the influence degree of these factors. Finally, on the basis of the above research and analysis, this paper puts forward some countermeasures and suggestions for government decision makers to promote the development of service outsourcing industry in Chang-Zhuzhou-Xiangtan urban agglomeration.
