人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展相關(guān)性研究

【摘要】:隨著經(jīng)濟(jì)全球化的不斷加深和信息技術(shù)的飛速發(fā)展,離岸服務(wù)外包作為全球服務(wù)業(yè)跨國轉(zhuǎn)移的重要方式迅速發(fā)展,在經(jīng)濟(jì)發(fā)展中起到越來越重要的作用。離岸服務(wù)外包產(chǎn)業(yè)作為現(xiàn)代高端服務(wù)業(yè)的重要組成部分,具有經(jīng)濟(jì)附加值大、資源消耗低、環(huán)境污染少、吸納就業(yè)能力強(qiáng)等諸多優(yōu)點,目前已擴(kuò)展到IT服務(wù)、人力資源管理、金融、保險、會計、客戶服務(wù)、研發(fā)、產(chǎn)品設(shè)計等眾多領(lǐng)域。本文認(rèn)為離岸服務(wù)外包產(chǎn)業(yè)兼具勞動力密集與人力資本密集的雙重特征,因此,承接國人力資本的數(shù)量和質(zhì)量對該產(chǎn)業(yè)的發(fā)展起著重要的作用。同時,離岸服務(wù)外包產(chǎn)業(yè)的發(fā)展具有很好的溢出效應(yīng),十分有利于承接國勞動者提高自身的人力資本水平。從離岸服務(wù)外包產(chǎn)業(yè)發(fā)展的實際情況和國際比較來看,人力資本會影響離岸服務(wù)外包產(chǎn)業(yè)長遠(yuǎn)發(fā)展,也是現(xiàn)階段制約我國離岸服務(wù)外包產(chǎn)業(yè)進(jìn)一步提升的重要因素。因此,研究人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展相關(guān)性具有重要的理論與現(xiàn)實意義。 本文在吸收、借鑒國內(nèi)外已有的相關(guān)研究的基礎(chǔ)上,認(rèn)為現(xiàn)有研究存在的不足是對離岸服務(wù)外包產(chǎn)業(yè)的性質(zhì)沒有明確界定、缺少對人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展相關(guān)性的深入研究與闡述、統(tǒng)計模型的實證檢驗說服力低,從而確定了本文研究的核心和研究思路。在明確離岸服務(wù)外包產(chǎn)業(yè)的內(nèi)涵和性質(zhì)之后,,著重研究人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)性,并構(gòu)建模型進(jìn)行實證檢驗;之后對我國離岸服務(wù)外包產(chǎn)業(yè)發(fā)展及適用人才供求現(xiàn)狀進(jìn)行分析,提出充分發(fā)揮政府“指揮棒”作用,充分發(fā)揮企業(yè)、高校、社會培訓(xùn)機(jī)構(gòu)的主體作用,加強(qiáng)政企校合作與溝通,探索離岸服務(wù)外包人才新型培養(yǎng)模式等措施,促進(jìn)我國人力資本提升與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展。具體而言,本文共包括六部分內(nèi)容: 第一章為導(dǎo)論。通過介紹論文選題背景,確立了文章的研究價值,即研究人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展相關(guān)性具有重要的理論與現(xiàn)實意義。在對國內(nèi)外研究現(xiàn)狀進(jìn)行總結(jié)與分析的基礎(chǔ)上,確立了本文的研究思路與研究方法、創(chuàng)新點和存在的不足。 第二章為相關(guān)概念內(nèi)涵與理論前提。目前國內(nèi)外對于離岸服務(wù)外包內(nèi)涵理解不一,本文對此做出了界定;隨后簡要闡述人力資本的有關(guān)概念和相關(guān)理論。本章是論文的理論基礎(chǔ)及前提。 第三章探究人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)性,這是本文的重點之一。該部分建立一個兩者相互影響的機(jī)制框架,定性考察人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展的相關(guān)性。其中,人力資本通過要素效應(yīng)、外部效應(yīng)和技術(shù)外溢效應(yīng)促進(jìn)離岸服務(wù)外包產(chǎn)業(yè)的發(fā)展;離岸服務(wù)外包產(chǎn)業(yè)發(fā)展通過示范帶動效應(yīng)、人才培養(yǎng)效應(yīng)、競爭效應(yīng)和經(jīng)驗積累效應(yīng)促進(jìn)一國人力資本的提升。 第四章是人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展相關(guān)性的實證檢驗。在第三章定性分析的基礎(chǔ)上,運用計量方法,建立向量自回歸模型進(jìn)行實證檢驗,驗證得到人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展之間存在的相關(guān)性。 第五章分析我國離岸服務(wù)外包產(chǎn)業(yè)發(fā)展及適用人才供求現(xiàn)狀。本部分以我國離岸服務(wù)外包產(chǎn)業(yè)發(fā)展背景、現(xiàn)狀為研究的切入點,通過與印度對比,著重分析我國離岸服務(wù)外包適用人才供求現(xiàn)狀,以期為對策建議提供現(xiàn)實基礎(chǔ)。 第六章是促進(jìn)我國人力資本提升與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展的對策建議。通過前面幾章的分析得出結(jié)論:人力資本與離岸服務(wù)外包產(chǎn)業(yè)發(fā)展具有相互影響、相互促進(jìn)的關(guān)系。隨著一國人力資本水平的提升,其在離岸服務(wù)外包市場上的競爭力也逐步提升;隨著一國離岸服務(wù)外包產(chǎn)業(yè)的發(fā)展,其國內(nèi)勞動者的人力資本水平也在不斷提高。因此,為提升我國在全球離岸服務(wù)外包市場上的競爭力,要充分發(fā)揮政府引導(dǎo)、管理的“指揮棒”作用,促進(jìn)我國服務(wù)外包產(chǎn)業(yè)的發(fā)展,要創(chuàng)立服務(wù)外包適用人才的新型培養(yǎng)模式,提升人力資本水平。
[Abstract]:Along with the deepening of economic globalization and the rapid development of information technology, offshore service outsourcing is developing rapidly as an important way of transnational transfer of global service industry, and plays a more and more important role in the economic development. Offshore service outsourcing industry, as an important part of modern high-end service industry, has great economic added value and resources. It has been extended to IT services, human resources management, finance, insurance, accounting, customer service, R & D, product design and so on. This paper holds that offshore service outsourcing industry has dual characteristics of labor intensive and human capital intensive. The quantity and quality of this industry plays an important role in the development of the industry. At the same time, the development of offshore service outsourcing industry has a good spillover effect, which is very helpful for the workers of the country to raise their own human capital level. From the actual situation of the development of offshore service outsourcing industry and international comparison, the human capital will affect the offshore suit. The long-term development of the outsourcing industry is also an important factor restricting the further promotion of offshore service outsourcing industry in China. Therefore, it is of great theoretical and practical significance to study the relationship between human capital and offshore service outsourcing industry.
On the basis of absorbing and drawing on the related research at home and abroad, this paper thinks that the shortcomings of the existing research are not clearly defined on the nature of the offshore service outsourcing industry, and lack the in-depth study and exposition of the correlation between human capital and offshore service outsourcing industry, and the empirical test of the model is low persuasive. After defining the connotation and nature of the offshore service outsourcing industry, the paper focuses on the study of the correlation between human capital and offshore service outsourcing industry, and builds a model for empirical test. Then, it analyzes the current situation of the development of offshore service outsourcing industry and the present situation of the application of talent supply and demand. To play the role of the "baton" of the government, give full play to the main role of enterprises, universities and social training institutions, strengthen the cooperation and communication between government and enterprises, explore the new training mode of offshore service outsourcing personnel, and promote the development of human capital and offshore service outsourcing industry in China. In particular, this article includes six parts:
The first chapter is the introduction. Through the introduction of the background of the topic selection, the research value of the article is established. It is of great theoretical and practical significance to study the relationship between human capital and offshore service outsourcing industry. On the basis of summarizing and analyzing the current research situation at home and abroad, the research ideas and research methods are established, and the innovation points are established. And the shortcomings of the existence.
The second chapter is the connotation and the theoretical premise of the related concepts. At present, the connotation of offshore service outsourcing is different at home and abroad. This article defines it, and then briefly expounds the related concepts and related theories of human capital. This chapter is the theoretical basis and premise of this paper.
The third chapter explores the relationship between human capital and offshore service outsourcing industry, which is one of the key points of this paper. This part establishes a mechanism framework of mutual influence between human capital and offshore service outsourcing industry. In this part, human capital has passed the factor effect, external effect and technology spillover effect. To promote the development of offshore service outsourcing industry, the development of offshore service outsourcing industry through demonstration drive effect, talent training effect, competitive effect and experience accumulation effect promote the promotion of human capital in one country.
The fourth chapter is an empirical test of the relationship between human capital and offshore service outsourcing industry. On the basis of the qualitative analysis of the third chapter, the measurement method is used to establish a vector autoregressive model to verify the correlation between the development of human capital and the offshore service outsourcing industry.
The fifth chapter analyzes the development of offshore service outsourcing industry in China and the present situation of the supply and demand of applied talents. This part takes the development background of offshore service outsourcing industry in our country and the current situation as the breakthrough point. Through the comparison with India, the present situation of the supply and demand for offshore service outsourcing in China is emphatically analyzed in order to provide the practical basis for the countermeasures and suggestions.
The sixth chapter is the countermeasures to promote the promotion of human capital and the development of offshore service outsourcing industry in China. Through the analysis of the previous chapters, it is concluded that the development of human capital and offshore service outsourcing industry has mutual influence and mutual promotion. With the promotion of human capital level in a country, it is competing in the offshore service outsourcing market. With the development of a country's offshore service outsourcing industry, the human capital level of the domestic workers is increasing. Therefore, in order to improve our competitiveness in the global offshore service outsourcing market, we should give full play to the role of government guidance, the management "baton", and promote the development of the service outsourcing industry in China. It is necessary to create a new training mode for service outsourcing talents and enhance the level of human capital.
