【摘要】：現(xiàn)代服務(wù)業(yè)特別是生產(chǎn)性服務(wù)業(yè)是否發(fā)達(dá),是現(xiàn)今評(píng)判一個(gè)國(guó)家或地區(qū)富強(qiáng)程度、繁榮程度的重要標(biāo)尺�，F(xiàn)代服務(wù)業(yè)的發(fā)展已經(jīng)成為城市經(jīng)濟(jì)發(fā)展的主要增長(zhǎng)點(diǎn)。具有綜合優(yōu)勢(shì)的現(xiàn)代服務(wù)業(yè)集聚區(qū)是現(xiàn)代服務(wù)業(yè)發(fā)展的理想模式，是城市經(jīng)濟(jì)快速高效融入世界、地區(qū)經(jīng)濟(jì)一體化的有效途徑。為支撐呼和浩特市“西部服務(wù)之都，魅力和諧青城”建設(shè)，《呼和浩特市服務(wù)業(yè)發(fā)展規(guī)劃綱要（2009-2020）》提出了“一核兩翼”的服務(wù)業(yè)集聚發(fā)展空間布局，白塔現(xiàn)代服務(wù)業(yè)集聚區(qū)被確定為全市服務(wù)業(yè)集聚發(fā)展示范區(qū)。 白塔現(xiàn)代服務(wù)業(yè)集聚區(qū)是呼和浩特市首先發(fā)展的現(xiàn)代服務(wù)業(yè)功能集聚區(qū)之一。2011年以來(lái),集聚區(qū)的規(guī)劃、招商引資、基礎(chǔ)設(shè)施等項(xiàng)工作,均取得了初步成效,應(yīng)對(duì)復(fù)雜多變的經(jīng)濟(jì)形勢(shì)，如何使發(fā)展戰(zhàn)略的制定更加完善、合理、可行,目前還缺乏全面系統(tǒng)的研究。白塔現(xiàn)代服務(wù)業(yè)集聚區(qū)的發(fā)展戰(zhàn)略研究,是一個(gè)個(gè)例分析,為了使戰(zhàn)略制定與集聚區(qū)發(fā)展需要更穩(wěn)合,本文嘗試運(yùn)用SW0T分析方法，客觀、全面、系統(tǒng)的對(duì)集聚區(qū)內(nèi)外部環(huán)境條件進(jìn)行分析，全面分析了集聚區(qū)面臨的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅，按照發(fā)揮比較優(yōu)勢(shì)、創(chuàng)造競(jìng)爭(zhēng)優(yōu)勢(shì)的思路，為制定戰(zhàn)略奠定基礎(chǔ)；為了使戰(zhàn)略制定得更加科學(xué)、合理，，基于集聚區(qū)剛剛起步的特點(diǎn)，又以波特鉆石模型為基礎(chǔ)，分析出提升集聚區(qū)競(jìng)爭(zhēng)力的關(guān)鍵驅(qū)動(dòng)要素。綜合以上分析，最終科學(xué)、合理的制定了白塔現(xiàn)代服務(wù)業(yè)集聚區(qū)的戰(zhàn)略對(duì)策。 本文共分七章。第一章是緒論，提出研究背景、意義、研究的方法等;第二章介紹了相關(guān)概念及理論依據(jù)；第三章運(yùn)用SWOT分析方法對(duì)集聚區(qū)內(nèi)外部環(huán)境進(jìn)行了分析；第四章基于波特鉆石模型，對(duì)現(xiàn)代服務(wù)業(yè)集聚區(qū)影響要素進(jìn)行分析，并得出哪些為白塔現(xiàn)代服務(wù)業(yè)集聚區(qū)關(guān)鍵驅(qū)動(dòng)因素的結(jié)論;第五章基于SWOT模型和波動(dòng)鉆石模型理論分析，提出了促進(jìn)集聚區(qū)健康、有序的發(fā)展，提升集聚區(qū)競(jìng)爭(zhēng)力的政府行為戰(zhàn)略對(duì)策及保障措施；第六章結(jié)論，對(duì)全文的主要內(nèi)容和觀點(diǎn)進(jìn)行了簡(jiǎn)要總結(jié)。
[Abstract]:The development of modern service industry, especially producer service, is an important criterion to judge the degree of prosperity and prosperity of a country or region. The development of modern service industry has become the main growth point of urban economic development. The modern service agglomeration area with comprehensive advantages is an ideal model for the development of modern service industry and an effective way for the rapid and efficient integration of urban economy into the world and regional economic integration. In order to support the construction of "the western service capital and the charming and harmonious green city" in Hohhot, the "one core two wings" service industry agglomeration and development spatial layout was put forward in the "Huhhot service industry development planning outline 2009-2020". Baita modern service agglomeration area has been identified as the city service agglomeration development demonstration zone. The Baita Modern Service agglomeration area is one of the first modern service functional agglomeration areas in Hohhot. Since 2011, the planning, attracting investment and infrastructure of the agglomeration areas have achieved initial results. To deal with the complicated and changeable economic situation, how to make the development strategy more perfect, reasonable and feasible, there is still a lack of comprehensive and systematic research. The development strategy research of Baita modern service agglomeration area is a case study. In order to make strategy formulation and agglomeration area development need to be more stable, this paper tries to use SW0T analysis method, objective, comprehensive, The paper systematically analyzes the internal and external environmental conditions of the agglomeration area, analyzes the advantages, disadvantages, opportunities and threats faced by the agglomeration area, and lays the foundation for the development of the strategy according to the idea of giving play to the comparative advantage and creating the competitive advantage. In order to make the strategy more scientific and reasonable, based on the characteristics of the agglomeration area which has just started, and on the basis of Porter diamond model, the key driving factors to enhance the competitiveness of the agglomeration area are analyzed. Synthesis above analysis, finally scientific, reasonable formulation of Baita modern service agglomeration area strategic countermeasures. This paper is divided into seven chapters. The first chapter is the introduction, the research background, the significance, the research method and so on; the second chapter introduces the related concepts and the theoretical basis; the third chapter uses the SWOT analysis method to analyze the internal and external environment of the agglomeration area; the fourth chapter is based on the Porter diamond model. This paper analyzes the influencing factors of modern service agglomeration area, and draws the conclusion that what are the key driving factors of modern service agglomeration area in Whitetower. Chapter five, based on the theoretical analysis of SWOT model and fluctuation diamond model, proposes to promote the health of the agglomeration area. In the sixth chapter, the main contents and viewpoints of the paper are summarized briefly.
