【摘要】：飯店行業(yè)等級(jí)評(píng)定制度隨著旅游業(yè)發(fā)展而逐步建立并得到完善,其中機(jī)構(gòu)設(shè)置、參與性質(zhì)、實(shí)施范圍及法律歸屬性一直是其基本內(nèi)容。國(guó)際飯店等級(jí)評(píng)定制度范圍廣泛,形式多樣,評(píng)定標(biāo)準(zhǔn)具有相似性和差異性,制度安排基本合理。但價(jià)值取向的局限性導(dǎo)致評(píng)定機(jī)構(gòu)性質(zhì)由官方機(jī)構(gòu)向非官方機(jī)構(gòu)或者官方和非官方聯(lián)合機(jī)構(gòu)演變;飯店業(yè)態(tài)的多樣性、評(píng)定范圍的局限性導(dǎo)致評(píng)定形式由定級(jí)向評(píng)級(jí)與評(píng)質(zhì)相分離演變;新元素的納入導(dǎo)致評(píng)定內(nèi)容逐漸由產(chǎn)品導(dǎo)向型向顧客導(dǎo)向型轉(zhuǎn)化;等級(jí)評(píng)定與品牌運(yùn)用逐步發(fā)揮協(xié)同作用。國(guó)際上也出現(xiàn)建立世界統(tǒng)一的飯店等級(jí)評(píng)定標(biāo)準(zhǔn)等具有爭(zhēng)議性的發(fā)展方向。未來(lái)我國(guó)飯店等級(jí)評(píng)定制度的創(chuàng)新和變革可從評(píng)定主體結(jié)構(gòu)轉(zhuǎn)化、評(píng)定制度規(guī)范化運(yùn)行和評(píng)定內(nèi)容與國(guó)際接軌等方面考量。
[Abstract]:With the development of tourism industry, the rating system of hotel industry has been gradually established and perfected. Among them, the establishment of institutions, the nature of participation, the scope of implementation and the attributes of legal attribution have been the basic contents of the system. The international hotel rating system has a wide range and various forms, the evaluation standards are similar and different, and the system arrangement is basically reasonable. However, the limitation of value orientation leads to the evolution of the nature of the evaluation institution from the official organization to the unofficial organization or the official and unofficial joint organization. The limitation of the evaluation scope leads to the evolution of evaluation form from grading to rating and evaluation; the inclusion of new elements leads to the gradual transformation of evaluation content from product-oriented to customer-oriented; grading and brand use gradually play a synergistic role. There are also controversial development directions in the world, such as the establishment of a unified hotel rating standard. In the future, the innovation and reform of the hotel rating system in China can be considered from the aspects of the transformation of the evaluation subject structure, the standardized operation of the evaluation system and the conformity of the evaluation contents with the international standards.
