【摘要】：現(xiàn)代服務(wù)業(yè)發(fā)展?fàn)顩r與發(fā)展水平，是衡量一個國家和地區(qū)經(jīng)濟發(fā)展水平的重要標(biāo)志，，也反映了一個國家和地區(qū)經(jīng)濟的發(fā)展階段�，F(xiàn)代服務(wù)業(yè)是與傳統(tǒng)服務(wù)業(yè)相對應(yīng)的，是一種現(xiàn)代化、信息化意義上的服務(wù)業(yè)，是伴隨工業(yè)化進程并依托信息、技術(shù)和現(xiàn)代管理理念、經(jīng)營方式和組織形式而發(fā)展起來的服務(wù)業(yè)。既包括現(xiàn)代化進程中的新型服務(wù)業(yè)，如網(wǎng)絡(luò)通信、數(shù)字影視、網(wǎng)絡(luò)傳媒、IT信息服務(wù)、現(xiàn)代物流、遠程教育、電子商務(wù)等，也包括以現(xiàn)代化的新技術(shù)、新業(yè)態(tài)和新服務(wù)方式改造和提升的傳統(tǒng)服務(wù)業(yè)，如信息咨詢、金融服務(wù)等。 本文以德州市中心城區(qū)現(xiàn)代服務(wù)業(yè)發(fā)展戰(zhàn)略為研究對象，從國內(nèi)外現(xiàn)代服務(wù)業(yè)研究現(xiàn)狀入手，較為系統(tǒng)地闡述了現(xiàn)代服務(wù)業(yè)發(fā)展的特點，分析了天津、寧波、大連等中心城區(qū)發(fā)展現(xiàn)代服務(wù)業(yè)的啟示，并將德州與周邊的聊城、衡水、滄州、濱州等地中心城區(qū)發(fā)展現(xiàn)代服務(wù)業(yè)情況進行橫向?qū)Ρ�，總結(jié)出德州發(fā)展現(xiàn)代服務(wù)業(yè)區(qū)域優(yōu)勢。結(jié)合當(dāng)?shù)貙嶋H發(fā)展現(xiàn)狀，指出了現(xiàn)代服務(wù)業(yè)在發(fā)展層次、進度、結(jié)構(gòu)、保障、品牌等方面的不足，針對這些問題，運用比較優(yōu)勢與錯位發(fā)展理論，提出了發(fā)展戰(zhàn)略規(guī)劃，明確了生產(chǎn)性服務(wù)業(yè)、消費性服務(wù)業(yè)、公共服務(wù)業(yè)三大發(fā)展重點。最后對實現(xiàn)這一戰(zhàn)略構(gòu)想提出了對策，即著眼頂層設(shè)計，合理規(guī)劃布局；推進城市化進程，夯實發(fā)展載體；加強組織領(lǐng)導(dǎo)，轉(zhuǎn)變政府管理方式；加快人才引進，構(gòu)筑多層次人才體系；優(yōu)化提升服務(wù)，營造良好發(fā)展環(huán)境等。
[Abstract]:The development status and level of modern service industry is an important symbol to measure the level of economic development of a country and a region, and also reflects the stage of economic development of a country or region.The modern service industry is corresponding to the traditional service industry. It is a kind of service industry in the sense of modernization and information. It is accompanied by the process of industrialization and relies on information, technology and modern management concepts.The service industry developed in the form of business and organization.Including new services in the process of modernization, such as network communication, digital film and television, network media IT information services, modern logistics, distance education, electronic commerce, and so on, as well as modern new technologies.New business and new ways of service transformation and upgrading of the traditional services, such as information consulting, financial services and so on.This paper takes the development strategy of modern service industry in the central district of Dezhou City as the research object, starting with the research situation of the modern service industry at home and abroad, systematically expounds the characteristics of the development of the modern service industry, analyses Tianjin and Ningbo,The enlightenment of the development of modern service industry in Dalian and other central urban areas, and the horizontal comparison between Texas and the surrounding Liaocheng, Hengshui, Cangzhou, Binzhou and other central urban areas in the development of modern service industry, summed up the Texas development of modern service industry regional advantages.Combined with the actual development situation of the local area, this paper points out the deficiencies of the modern service industry in the aspects of development level, progress, structure, security, brand, etc. In view of these problems, applying the theory of comparative advantage and dislocation development, the paper puts forward the development strategic plan.Clear producer services, consumer services, public services three major development priorities.Finally, the paper puts forward countermeasures to realize this strategic conception, that is, focusing on top-level design, rational planning and layout, promoting the process of urbanization, ramming up the carrier of development, strengthening organization and leadership, changing the mode of government management, speeding up the introduction of talents.Build a multi-level talent system; optimize the promotion of services, create a good development environment.
