【摘要】：本文采用2001~2010年的省級面板數(shù)據(jù),實(shí)證檢驗了環(huán)境規(guī)制對服務(wù)業(yè)發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的影響。結(jié)果表明,我國的環(huán)境規(guī)制政策對于服務(wù)業(yè)的增長具有顯著的促進(jìn)作用,但是,環(huán)境規(guī)制政策在不同地區(qū)的表現(xiàn)存在差異。東部地區(qū)和西部地區(qū)的環(huán)境規(guī)制政策對當(dāng)?shù)胤⻊?wù)業(yè)的促進(jìn)作用較為明顯,相形之下,中部地區(qū)的環(huán)境規(guī)制政策對當(dāng)?shù)胤⻊?wù)業(yè)發(fā)展的影響比較微弱。因此,環(huán)境規(guī)制能否成為地方政府促進(jìn)服務(wù)業(yè)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的有效工具,取決于地方政府的經(jīng)濟(jì)激勵和政治激勵的權(quán)衡。對于中央政府而言,強(qiáng)化地方政府的環(huán)保績效有益于提高政治激勵,對于服務(wù)業(yè)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整具有重要作用。
[Abstract]:Based on the provincial panel data from 2001 to 2010, this paper empirically examines the impact of environmental regulation on the development of service industry and the adjustment of industrial structure.The results show that China's environmental regulation policy has a significant role in promoting the growth of the service industry, but there are differences in the performance of environmental regulation policy in different regions.The environmental regulation policies in the eastern and western regions play an important role in promoting the local service industry. In contrast, the impact of the environmental regulation policies in the central region on the development of the local service industry is relatively weak.Therefore, whether environmental regulation can become an effective tool for local governments to promote the development of service industry and adjust the industrial structure depends on the balance between economic and political incentives of local governments.For the central government, strengthening the environmental performance of local governments is beneficial to improve political incentives, and plays an important role in the development of service industry and the adjustment of industrial structure.
