【摘要】：作為浙江省“省級(jí)中心鎮(zhèn)”和“樂清城市副中心”，A鎮(zhèn)的經(jīng)濟(jì)總量一直處于溫州市領(lǐng)先地位。2010年全鎮(zhèn)實(shí)現(xiàn)生產(chǎn)總值33.47億元，人均生產(chǎn)總值超過5000美元，已經(jīng)到了服務(wù)經(jīng)濟(jì)的快速發(fā)展期。但是，鑒于過去30多年的“重二輕三”，目前A鎮(zhèn)的服務(wù)業(yè)總體發(fā)展滯后，主要體現(xiàn)在：缺乏總體性規(guī)劃、GDP所占比重偏低、經(jīng)濟(jì)貢獻(xiàn)率不高、競(jìng)爭(zhēng)能力較弱、基礎(chǔ)設(shè)施建設(shè)落后、新興行業(yè)起步緩慢等，因此，如何從戰(zhàn)略高度上重視現(xiàn)代服務(wù)業(yè)，前瞻性地做好現(xiàn)代服務(wù)業(yè)發(fā)展規(guī)劃，因地制宜地發(fā)展現(xiàn)代服務(wù)業(yè)，使現(xiàn)代服務(wù)業(yè)成為A鎮(zhèn)新的經(jīng)濟(jì)增長點(diǎn)，，是A鎮(zhèn)政府必須面對(duì)的重大課題。 本文在充分梳理國內(nèi)外城鎮(zhèn)現(xiàn)代服務(wù)業(yè)發(fā)展的研究成果基礎(chǔ)上，綜合運(yùn)用現(xiàn)代服務(wù)業(yè)、鎮(zhèn)域經(jīng)濟(jì)、綜合體等相關(guān)理論和方法，結(jié)合中心鎮(zhèn)發(fā)展的特點(diǎn)，較為深入地分析了A鎮(zhèn)現(xiàn)代服務(wù)業(yè)發(fā)展的優(yōu)勢(shì)和劣勢(shì)、機(jī)遇和挑戰(zhàn)，提出了全鎮(zhèn)服務(wù)業(yè)發(fā)展的指導(dǎo)思想、發(fā)展思路和規(guī)劃目標(biāo)，全面部署了現(xiàn)代服務(wù)業(yè)發(fā)展的重點(diǎn)領(lǐng)域和重點(diǎn)行業(yè)、確立了現(xiàn)代服務(wù)業(yè)發(fā)展的空間布局和功能分區(qū)，最后提出了促進(jìn)A鎮(zhèn)現(xiàn)代服務(wù)業(yè)發(fā)展的保障措施和扶持政策，以期對(duì)A鎮(zhèn)和其他中心鎮(zhèn)的現(xiàn)代服務(wù)業(yè)發(fā)展有所借鑒。
[Abstract]:As the "provincial center town" and "Yueqing urban sub-center" of Zhejiang Province, the total economic volume of the town has always been in the leading position in Wenzhou. In 2010, the town achieved a gross domestic product of 3.347 billion yuan and a per capita GDP of more than 5000 US dollars.It has reached a period of rapid development of the service economy.However, in view of the fact that, over the past 30 years, the service industry in Town A has lagged behind in overall development, the lack of overall planning is mainly reflected in the low proportion of GDP, the low rate of economic contribution and the weak competitiveness.The infrastructure construction is backward, the new industry starts slowly and so on. Therefore, how to attach importance to the modern service industry from the strategic height, make the development plan of the modern service industry in a forward-looking way, and develop the modern service industry according to the local conditions,To make modern service industry become the new economic growth point of town A is an important subject that the government of town A must face.On the basis of fully combing the research results of the development of modern service industry in cities and towns at home and abroad, this paper makes comprehensive use of relevant theories and methods such as modern service industry, town economy, synthesis and so on, and combines the characteristics of the development of central towns.This paper deeply analyzes the advantages and disadvantages, opportunities and challenges of the development of modern service industry in Town A, and puts forward the guiding ideology, development ideas and planning objectives of the development of the service industry in the whole town.The key areas and industries of the development of modern service industry have been comprehensively deployed, the spatial layout and functional zoning of the development of modern service industry have been established, and the safeguard measures and supporting policies for promoting the development of modern service industry in Town A have been put forward.With a view to a town and other central towns of modern service development reference.
