【摘要】：2012年，青島市委、市政府從建設一個現(xiàn)代化國際城市的高度出發(fā)，做出了撤銷青島市市北區(qū)、四方區(qū)，設立新的市北區(qū)的重大戰(zhàn)略決策。這一重大決策的制定，意味著新市北區(qū)將面臨又一次經(jīng)濟發(fā)展的歷史機會，至十一五發(fā)展階段結(jié)束，原市北區(qū)的經(jīng)濟得到了長足的發(fā)展。在面臨如此的經(jīng)濟發(fā)展基礎上，發(fā)展現(xiàn)代服務業(yè)成了勢在必行的趨勢。在市北區(qū)向知識型現(xiàn)代化城區(qū)轉(zhuǎn)變的過程中，要制定出適合城區(qū)發(fā)展的現(xiàn)代服務業(yè)的積極戰(zhàn)略。分析市北區(qū)目前各項發(fā)展指標與基礎，從經(jīng)濟總量與發(fā)展結(jié)構(gòu)兩方面上看，要實現(xiàn)發(fā)展市北區(qū)現(xiàn)代服務業(yè)的發(fā)展目標，在客觀上仍然有一定的差距。對于合區(qū)后的新市北區(qū)的現(xiàn)代服務業(yè)發(fā)展，由于合區(qū)時間短與相關(guān)數(shù)據(jù)尚少，此類現(xiàn)存文獻對該城區(qū)的現(xiàn)代服務業(yè)發(fā)展缺少研究。因此整理出新市北區(qū)服務業(yè)目前的發(fā)展狀況、分析出該城區(qū)的服務業(yè)發(fā)展思路、根據(jù)研究數(shù)據(jù)和城區(qū)的各項指標制定現(xiàn)代服務業(yè)發(fā)展戰(zhàn)略、以此明確發(fā)展任務、并且由此探索出體制創(chuàng)新等，各項任務對促進市北區(qū)現(xiàn)代服務業(yè)快速健康發(fā)展具有不可忽視的意義。由此，本論文圍繞市北區(qū)現(xiàn)代服務業(yè)發(fā)展的各項關(guān)鍵的問題進行了系統(tǒng)而又詳細的研究。論文取得的主要成果如下： 本論文通過對各工業(yè)化發(fā)展階段及國內(nèi)外服務業(yè)發(fā)展階段的理論進行分析論證，，最后可以得出市北區(qū)目前正處于由傳統(tǒng)服務業(yè)向現(xiàn)代服務業(yè)發(fā)展階段。在經(jīng)過充分調(diào)研市北區(qū)情的基礎上，本論文深入剖析了新市北區(qū)服務業(yè)各項經(jīng)濟指標的發(fā)展現(xiàn)狀。不可否認，新市北區(qū)服務業(yè)是在取得突破性進展的同時也存在著不可忽視的不足和問題。本論文構(gòu)建了市北區(qū)發(fā)展現(xiàn)代服務業(yè)的戰(zhàn)略體系。提出了市北區(qū)現(xiàn)代服務業(yè)發(fā)展的指導思想，以及市北區(qū)發(fā)展現(xiàn)代服務業(yè)的原則。論文提出了十二五期間市北區(qū)發(fā)展現(xiàn)代服務業(yè)的主要任務，對市北區(qū)現(xiàn)代服務業(yè)的配套措施建設提出了若干建議。在創(chuàng)新市北區(qū)現(xiàn)代服務業(yè)發(fā)展體制方面，論文主要圍繞政府定位創(chuàng)新、政府職能創(chuàng)新、政策法規(guī)創(chuàng)新、發(fā)展模式創(chuàng)新及管理創(chuàng)新等方面展開，提出了市北區(qū)十二五期間服務業(yè)體制改革創(chuàng)新的目標和內(nèi)容。
[Abstract]:In 2012, the Qingdao Municipal Party Committee and the Municipal Government made a major strategic decision to abolish the Qingdao City North District, Sifang District and set up a new North District from the height of building a modern international city.The formulation of this important decision means that the new north district will face another historical opportunity of economic development. At the end of the 11th Five-Year Plan period, the economy of the original northern region has been greatly developed.In the face of such economic development, the development of modern services has become an imperative trend.In the process of transformation from Shibei district to modern urban area of knowledge type, the active strategy of modern service industry suitable for the development of urban area should be worked out.Based on the analysis of the present development indexes and bases of the northern region, there is still a certain gap objectively in realizing the development goal of the modern service industry in the north district from the two aspects of the total economic volume and the development structure.For the development of the modern service industry in the new north district after the completion of the district, due to the short period of time and the lack of relevant data, this kind of existing literature is lack of research on the development of the modern service industry in the urban area.Therefore, sorting out the current development situation of the service industry in the new north district, analyzing the development ideas of the service industry in this city, formulating the development strategy of the modern service industry according to the research data and the various indexes of the urban area, so as to make clear the development task.Therefore, it is of great significance to promote the rapid and healthy development of modern service industry in Shibei District.Therefore, this paper focuses on the key issues of the development of modern service industry in Shibei District.The main achievements of the thesis are as follows:Through the analysis and demonstration of the theories of each industrialization development stage and the domestic and foreign service industry development stage, it can be concluded that Shibei District is developing from the traditional service industry to the modern service industry at present.On the basis of investigating the situation of the North District, this paper deeply analyzes the present situation of the economic indicators of the service industry in the New Northern District.There is no denying that the service industry of the new north district is not only making breakthrough progress, but also some shortcomings and problems that can not be ignored.This paper constructs the strategic system of developing modern service industry in Shibei District.This paper puts forward the guiding ideology of the development of modern service industry and the principles of developing modern service industry in the northern part of the city.This paper puts forward the main task of developing modern service industry in the period of the 12th Five-Year Plan, and puts forward some suggestions on the construction of supporting measures for the modern service industry in the North District.In the aspect of innovating the development system of modern service industry in Shibei District, the paper mainly focuses on the innovation of government orientation, the innovation of government function, the innovation of policies and regulations, the innovation of development mode and the innovation of management, etc.This paper puts forward the aim and content of service system reform and innovation in the 12 th five-year plan period of Shibei District.
