【摘要】：服務(wù)業(yè)的集聚發(fā)展不僅能夠提高服務(wù)業(yè)自身的競爭力,還能進(jìn)一步提升制造業(yè)集聚以及城市化水平,是知識經(jīng)濟(jì)時(shí)代國家或地區(qū)實(shí)現(xiàn)綜合經(jīng)濟(jì)實(shí)力增強(qiáng)的重要途徑。國內(nèi)外學(xué)術(shù)界對于服務(wù)業(yè)集聚的研究不多,對于集聚發(fā)展過程中的政府職能定位研究更少。然而在集聚發(fā)展水平不高,經(jīng)濟(jì)較為落后的地區(qū),政府在產(chǎn)業(yè)引導(dǎo)、公共服務(wù)、監(jiān)督管理等方面的職能十分突出。我國尚處于服務(wù)業(yè)集聚發(fā)展初級階段,有必要合理定位政府職能,提高集聚水平,增強(qiáng)城市綜合競爭力。 文章通過對服務(wù)業(yè)集聚的靜態(tài)系統(tǒng)分析,指出服務(wù)業(yè)集聚靜態(tài)系統(tǒng)是由核心系統(tǒng)、支撐系統(tǒng)和外環(huán)境系統(tǒng)三部分組成的,各系統(tǒng)之間的相互作用培育了系統(tǒng)的成本優(yōu)勢、外部經(jīng)濟(jì)優(yōu)勢、品牌優(yōu)勢和創(chuàng)新優(yōu)勢。通過對服務(wù)業(yè)集聚的動(dòng)態(tài)生命周期分析,構(gòu)建了服務(wù)業(yè)集聚的動(dòng)態(tài)系統(tǒng),指出各個(gè)生命階段服務(wù)業(yè)集聚的特征。通過對政府行為-角色的分析,總結(jié)了服務(wù)業(yè)集聚動(dòng)態(tài)發(fā)展過程中,政府主要的職能定位,具有較強(qiáng)的理論和指導(dǎo)意義。最后是選取杭州市的服務(wù)業(yè)集聚發(fā)展做案例分析,并對杭州市政府的職能定位給出了建議。
[Abstract]:The development of service industry agglomeration can not only improve the competitiveness of service industry, but also further enhance the manufacturing industry agglomeration and city level, is an important way to enhance the implementation of the comprehensive economic strength of the era of knowledge economy. Not many countries or areas of academic research at home and abroad for service industry agglomeration, the agglomeration in the development process of government function research less. However in the agglomeration development level is not high, the economy is relatively backward areas, the government in the public service, industry guidance, supervision and management and other aspects of the function is very prominent. China is still at the initial stage of the development of service industry agglomeration, it is necessary and reasonable positioning of government functions, improve the agglomeration level, enhancing the city's comprehensive competitiveness.
Through the analysis of the static system of service industry agglomeration, pointed out that the service industry agglomeration static system is composed of the core system, support system and environment system composed of three parts, the interaction between the system of cultivating system cost advantage, external economic advantage, brand advantage and innovation advantage. Through the dynamic life cycle of service industry agglomeration the analysis, constructs a dynamic system of service industry agglomeration, points out the characteristics of each stage of life service industry agglomeration. Based on the analysis of the behavior of the government role, summed up the service industry agglomeration dynamic development process, the main function of government, has a strong guiding significance. Finally the analysis and selection of the service industry in Hangzhou cluster development case, and function of the Hangzhou municipal government is proposed.
