【摘要】：大力發(fā)展節(jié)能服務產(chǎn)業(yè)是我國的長期戰(zhàn)略選擇，目前國內(nèi)的合同能源管理項目風險研究成果大多是基于單一技術型的項目，鮮有針對技術整合型項目的研究。針對技術整合型項目的風險管理體系的研究不僅可以保障項目成功實施，也對我國節(jié)能服務公司的快速轉(zhuǎn)型發(fā)展具有現(xiàn)實意義。 論文以項目風險管理相關理論為基礎，確定了KM合同能源管理項目風險管理的方案。采用文獻檢索、歷史經(jīng)驗分析等方法，結合SH節(jié)能服務公司的業(yè)務流程，初步完成了以KM合同能源管理項目業(yè)務流程為基礎的“KM合同能源管理項目風險因素檢查表”。在風險檢查表的基礎上，，采用檢查表法和會議討論的方式最終確定KM合同能源管理項目的風險因素。采用問卷調(diào)查法和風險矩陣法形成KM合同能源管理項目風險評價結果，將風險因素劃分為三個級別，并給出KM合同能源管理項目中的風險應對措施。 全面和較完整地識別KM合同能源管理項目的風險，提出了完整的風險管理思路和體系，把過去分散于公司各部門、各專業(yè)人員以及外聘專家頭腦中的經(jīng)驗和智慧固化到風險綜合評價體系中，為公司建立了一套基于業(yè)務流程的項目風險評價系統(tǒng)。 論文以真實合同能源管理項目為研究對象，研究成果可以為行業(yè)內(nèi)的諸多節(jié)能服務公司進行合同能源管理項目風險管理提供借鑒，幫助其逐步建立具有獨立特性的項目風險管理體系。
[Abstract]:Vigorously developing energy-saving service industry is a long-term strategic choice in our country. At present, most of the research results of domestic contract energy management project risk are based on single technology project. The research on the risk management system of the technology integration project can not only guarantee the successful implementation of the project, but also have practical significance for the rapid transformation and development of the energy-saving service company in China. Based on the theory of project risk management, this paper determines the project risk management scheme of km contract energy management project. It adopts the methods of literature retrieval, historical experience analysis and combining with the business process of SH energy saving service company. The "risk Factor Checklist for km contract Energy Management Project", based on the km contract energy management project business process, has been preliminarily completed. The risk factors of km contract energy management project are determined by means of checklists and meeting discussions. The risk evaluation results of km contract energy management projects are obtained by questionnaire survey and risk matrix method, and the risk factors are divided into three levels. The risk countermeasures in km contract energy management project are also given. Identify the risk of km contract energy management project in a comprehensive and complete way, put forward a complete risk management idea and system, spread the past among all departments of the company, The experience and wisdom in the minds of professionals and outside experts are consolidated into the comprehensive risk evaluation system, and a project risk evaluation system based on business process is established for the company. The thesis takes the real contract energy management project as the research object, the research result may provide the reference for many energy-saving service companies in the industry to carry on the contract energy management project risk management. Help them to establish independent project risk management system.
