【摘要】：北京市人口老齡化程度遠遠高于全國,伴隨著北京人口老齡化進程,北京市失能老人開始增多,對日常生活照顧服務和醫(yī)療護理服務的需求增多。在家庭結(jié)構小型化、婦女勞動參與率提高的情況下,使得傳統(tǒng)上老年人用愛、服務、地位等資源在家庭中進行照護服務交換的模式越來越難以持續(xù)。失能老人的長期照護風險由家庭向社會溢出。但是目前我國的養(yǎng)老保險的目標是保障基本生活,有限的養(yǎng)老金不能為失能老人提供充足的資金來通過社會性交換來取得照護服務;醫(yī)療保險只支付一部分醫(yī)療費用,不支付養(yǎng)老機構的床位費、照護費用等;政府性的長期照護救助只局限在三無老人等特殊老人。因此,如何滿足失能老人的長期照護服務需求成為北京市一項重大課題。本文主要采用文獻研究法、問卷調(diào)查法、統(tǒng)計分析法等。在文中首先在宏觀層面分析了北京市老齡化總體情況、老年人總體生活自理情況、老年人經(jīng)濟來源及北京市失能老人長期照護服務的現(xiàn)狀。隨后對北京市失能老人長期照護服務實證分析。通過問卷調(diào)查得出調(diào)查數(shù)據(jù),分析了北京市現(xiàn)有的老年人長期照護的現(xiàn)狀和需求,進而分析存在的問題。第四部分對發(fā)到國家和地區(qū)老年人長期照護服務保障制度進行研究,從中得出一些有益啟示。最后結(jié)合北京市失能老人長期照護服務的發(fā)展現(xiàn)狀和存在問題,同時借鑒發(fā)達國家的經(jīng)驗提出北京市失能老人長期照護服務的發(fā)展建議。
[Abstract]:The degree of population aging in Beijing is far higher than that in the whole country. With the aging process of the population in Beijing, the number of disabled elderly people in Beijing has begun to increase, and the demand for daily care services and medical care services has increased. In the miniaturization of the family structure, The increase in women's participation in the labour force has traditionally enabled older people to use love and services. The mode of exchange of care services among families is becoming more and more unsustainable. The long-term care risk of disabled elderly people is spillover from family to society. But at present, the goal of endowment insurance in our country is to ensure basic living. The limited pension can not provide sufficient funds for the disabled to obtain care services through social exchange, the medical insurance only pays part of the medical expenses, does not pay the bed fees, care costs, etc. The government's long-term care assistance is only limited to the special elderly, such as the three non-elderly people. Therefore, how to meet the needs of long-term care services for the disabled has become a major issue in Beijing. This paper mainly adopts the method of literature research and questionnaire survey. In this paper, we first analyze the overall situation of aging in Beijing at the macro level, and the overall living conditions of the elderly. The economic sources of the elderly and the current situation of long-term care services for the disabled in Beijing. Then the empirical analysis of the long-term care services for the disabled in Beijing. This paper analyzes the current situation and needs of long-term care for the elderly in Beijing, and then analyzes the existing problems. The fourth part studies the security system of long-term care services for the elderly in the countries and regions. Finally, combined with the status quo and existing problems of long-term care services for disabled elderly in Beijing, the author puts forward some suggestions for the development of long-term care services for disabled elderly in Beijing based on the experience of developed countries.
