【摘要】：隨著當(dāng)前經(jīng)濟(jì)全球化進(jìn)程的加快以及信息和通訊技術(shù)的高速發(fā)展，服務(wù)業(yè)的發(fā)展勢頭突飛猛進(jìn)。與此同時(shí)帶來的也是更為激烈的國際市場上的多方競爭，企業(yè)就需要將其有限的資金、精力等各種資源集中投入到開發(fā)核心競爭力上，因此能夠?qū)⒉糠只A(chǔ)性的非核心業(yè)務(wù)轉(zhuǎn)包給第三方公司的服務(wù)外包業(yè)就應(yīng)運(yùn)而生�，F(xiàn)在已經(jīng)有很多國家和地區(qū)意識到潛力巨大的服務(wù)外包產(chǎn)業(yè)對經(jīng)濟(jì)發(fā)展的促進(jìn)作用，并將其運(yùn)用到實(shí)際的經(jīng)營操作中，從印度、愛爾蘭等國家近幾年的經(jīng)濟(jì)蓬勃發(fā)展可以看到，服務(wù)外包產(chǎn)業(yè)是可以有效推動(dòng)國家經(jīng)濟(jì)健康快速發(fā)展的。服務(wù)外包產(chǎn)業(yè)所具有的信息技術(shù)承載度高、資源消耗低、吸納就業(yè)能力強(qiáng)等特點(diǎn)，也使其成為各個(gè)國家和地區(qū)發(fā)展綠色經(jīng)濟(jì)大趨勢下的一大熱點(diǎn)產(chǎn)業(yè)。濟(jì)南市是中國重點(diǎn)21個(gè)服務(wù)外包示范城市之一，作為山東省的省會城市，濟(jì)南市擁有建設(shè)完善的基礎(chǔ)設(shè)施體系和豐富的人力資源，并且坐擁多個(gè)軟件開發(fā)園區(qū)，具備雄厚的科學(xué)技術(shù)和軟件開發(fā)的實(shí)力。因此，濟(jì)南市應(yīng)抓緊這一歷史機(jī)遇，明確發(fā)展服務(wù)外包產(chǎn)業(yè)的思路，實(shí)現(xiàn)濟(jì)南市服務(wù)外包產(chǎn)業(yè)的快速有效發(fā)展。 本文以服務(wù)外包作為基礎(chǔ)研究的對象，首先通過整理相關(guān)文獻(xiàn)，理清文章的研究思路與框架；而后在理論綜述部分介紹了服務(wù)外包的概念、分類、特征以及相關(guān)的理論模型；其次，運(yùn)用波特的“鉆石模型”因素分析方法，，結(jié)合濟(jì)南市服務(wù)外包產(chǎn)業(yè)發(fā)展現(xiàn)狀和存在問題，對影響產(chǎn)業(yè)競爭力的六個(gè)因素一一進(jìn)行分析。然后，重點(diǎn)分析了印度、愛爾蘭兩個(gè)世界主要服務(wù)外包承接國發(fā)展模式，以及國內(nèi)各重點(diǎn)產(chǎn)業(yè)園區(qū)發(fā)展模式，并進(jìn)行比較分析，為濟(jì)南市服務(wù)外包產(chǎn)業(yè)發(fā)展提供了有用的經(jīng)驗(yàn)啟示。最后，結(jié)合競爭力評價(jià)體系給出濟(jì)南市服務(wù)外包產(chǎn)業(yè)發(fā)展的模式類型，通過對濟(jì)南市服務(wù)外包產(chǎn)業(yè)發(fā)展模式的定位分析提出一個(gè)切實(shí)可行的新模式，并且針對該模式提出了一些政策建議。
[Abstract]:With the acceleration of the current economic globalization process and the rapid development of information and communication technology, the development of the service industry is advancing by leaps and bounds. At the same time, it also brings more intense competition in the international market. Enterprises need to concentrate their limited capital, energy and other resources on the development of core competitiveness. Therefore, the service outsourcing industry, which can subcontract part of the basic non-core business to third party companies, has come into being. Now many countries and regions have realized the role of the service outsourcing industry, which has great potential, in promoting economic development. And apply it to the actual operation. From the booming economy of India, Ireland and other countries in recent years, we can see that, The service outsourcing industry can effectively promote the healthy and rapid development of the national economy. The service outsourcing industry has the characteristics of high bearing capacity of information technology, low consumption of resources, strong ability to absorb employment, etc. Jinan is one of the 21 key service outsourcing demonstration cities in China and is the capital city of Shandong Province. Jinan has a perfect infrastructure system and abundant human resources, and it has many software development parks, which has the strength of science, technology and software development. Therefore, Jinan should seize this historical opportunity. Make clear the idea of developing service outsourcing industry and realize the rapid and effective development of Jinan service outsourcing industry. In this paper, service outsourcing as the basic research object, through sorting out the relevant literature, sorting out the research ideas and framework, then in the theoretical review part introduced the concept of service outsourcing, classification, characteristics and related theoretical models; Secondly, using Porter's "Diamond Model" factor analysis method, combined with the current situation and existing problems of service outsourcing industry in Jinan, this paper analyzes the six factors that affect the competitiveness of the industry one by one. The development models of two major service outsourcing countries in the world, as well as the development models of key domestic industrial parks in Ireland, are compared and analyzed, which provide useful experience and enlightenment for the development of service outsourcing industry in Jinan. Combined with the competitiveness evaluation system, this paper gives out the mode types of service outsourcing industry development in Jinan, and puts forward a feasible new model by analyzing the development mode of service outsourcing industry in Jinan. And put forward some policy suggestions to this model.
