【摘要】：在經(jīng)濟轉(zhuǎn)型和全球化背景下,我國城市面臨著生產(chǎn)性服務業(yè)的發(fā)展契機,生產(chǎn)性服務業(yè)在國民經(jīng)濟中的地位將進一步增強,生產(chǎn)性服務業(yè)的興起將對生產(chǎn)方式產(chǎn)生革命性的變革,將有利于地區(qū)經(jīng)濟的發(fā)展。長沙作為“中部崛起”的重要城市,其生產(chǎn)性服務業(yè)的發(fā)展在省內(nèi)處于領(lǐng)先水平。本文以勞動分工理論、價值鏈理論、集聚經(jīng)濟理論、與制造業(yè)的關(guān)系理論等理論為指導,對生產(chǎn)性服務業(yè)的相關(guān)概念內(nèi)涵做了系統(tǒng)梳理。在對生產(chǎn)性服務業(yè)相關(guān)理論梳理的基礎(chǔ)上,利用SPSS數(shù)據(jù)處理軟件、Eviews計量經(jīng)濟學軟件等,首先分析了長沙生產(chǎn)性服務業(yè)發(fā)展的現(xiàn)狀與存在的問題,其中重點研究了生產(chǎn)性服務業(yè)與制造業(yè)的互動關(guān)系以及長沙生產(chǎn)性服務業(yè)的競爭力,然后從經(jīng)濟學角度利用計量經(jīng)濟學模型定量化分析了長沙生產(chǎn)性服務業(yè)發(fā)展的影響因素,最后提出了促進長沙生產(chǎn)性服務業(yè)發(fā)展的對策。 研究結(jié)果表明：長沙經(jīng)濟社會發(fā)展實力增強,為生產(chǎn)性服務業(yè)的發(fā)展提供了更好的經(jīng)濟基礎(chǔ)。生產(chǎn)性服務業(yè)的總量穩(wěn)步上升,其吸納勞動力的能力也在逐步增強。但是長沙生產(chǎn)性服務業(yè)也存在著不少的問題,服務業(yè)的整體發(fā)展水平不高,生產(chǎn)性服務業(yè)各行業(yè)發(fā)展不均衡,行業(yè)內(nèi)部結(jié)構(gòu)也不合理,主要集中在資本密集型和傳統(tǒng)服務業(yè)上,技術(shù)密集型和知識密集型生產(chǎn)性服務業(yè)的發(fā)展相對滯后,生產(chǎn)性服務業(yè)規(guī)模小而分散,產(chǎn)業(yè)集聚效應不明顯。長沙生產(chǎn)性服務業(yè)與制造業(yè)互動發(fā)展,制造業(yè)對生產(chǎn)性服務業(yè)增長的貢獻系數(shù)為1.40,而長沙生產(chǎn)性服務業(yè)對制造業(yè)增長的貢獻系數(shù)為0.66,表明長沙制造業(yè)對生產(chǎn)性服務業(yè)的帶動力大于生產(chǎn)性服務業(yè)對制造業(yè)的帶動力,可見長沙生產(chǎn)性服務業(yè)對制造業(yè)的支撐作用還不明顯。長沙生產(chǎn)性服務業(yè)綜合競爭力在東中西部9個樣本城市中排第5,處于中游水平,呈現(xiàn)出總量偏小、產(chǎn)業(yè)基礎(chǔ)相對薄弱的特點。在行業(yè)勞動力總量不足和勞動力素質(zhì)不高的制約下,長沙生產(chǎn)性服務業(yè)的發(fā)展滯后于其經(jīng)濟總體水平。但是由于長沙制造業(yè)對其的需求較強和地區(qū)較好的投資環(huán)境,使得長沙生產(chǎn)性服務業(yè)蘊含著巨大的潛力。影響生產(chǎn)性服務業(yè)的因素有很多,主要有制造業(yè)水平、城鎮(zhèn)化水平、產(chǎn)權(quán)結(jié)構(gòu)、科技創(chuàng)新水平、人才供給、服務基礎(chǔ)設(shè)施、對外開放程度和政府決策等因素,通過計量分析,與長沙生產(chǎn)性服務業(yè)顯著相關(guān)的是制造業(yè)發(fā)展水平、城鎮(zhèn)化發(fā)展水平、科技創(chuàng)新因素、人才供給,影響系數(shù)分別為1.40、0.23、0.12、0.15,目前科技創(chuàng)新和人才供給這兩個因素對長沙生產(chǎn)性服務業(yè)的影響程度不大,這是因為長沙的傳統(tǒng)型生產(chǎn)性服務業(yè)還是占有較大的份額,而這些行業(yè)對科技水平和勞動者的素質(zhì)要求不是很高�；陂L沙生產(chǎn)性服務業(yè)的現(xiàn)狀和影響因素研究,本文提出了促進長沙生產(chǎn)性服務業(yè)的發(fā)展的幾點對策：增強經(jīng)濟基礎(chǔ),加快長沙的城鎮(zhèn)化和工業(yè)化步伐；營造良好的市場環(huán)境,加大政策扶持力度；充分發(fā)揮制度創(chuàng)新和技術(shù)創(chuàng)新作用,提升產(chǎn)業(yè)核心競爭力；加快人才培養(yǎng)和引進,構(gòu)筑長沙生產(chǎn)性服務業(yè)人才高地；確定長沙生產(chǎn)性服務業(yè)發(fā)展的重點行業(yè)為現(xiàn)代金融業(yè)、現(xiàn)代物流業(yè)、信息服務業(yè)、科技服務業(yè)、商務服務業(yè)以及服務外包產(chǎn)業(yè),以這些重點行業(yè)帶動整體行業(yè)的發(fā)展；整合資源并優(yōu)化空間,以工業(yè)產(chǎn)業(yè)園為依托,發(fā)展配套的生產(chǎn)性服務業(yè),加快長沙生產(chǎn)性服務業(yè)集聚區(qū)的建設(shè)。
[Abstract]:In the economic transition and globalization, our country city is facing the opportunity for development of productive service industry, the status of producer service industry in the national economy will be further enhanced, the rise of producer services will have a revolutionary change to the mode of production, there will be conducive to regional economic development as an important city Changsha. The rise of central China ", the development of producer service industry in the leading level in the province. The division of labor theory, value chain theory, agglomeration theory, and the relation of manufacturing theory as the guide, the related concept of productive service industry systematically summarized. Based on producer services the related theories on the use of SPSS data processing software, Eviews software of econometrics, this paper analysed the development of Changsha production service industry and the existing problems, which focuses on the production of The interactive relationship between the service industry and the manufacturing industry and Changsha production service industry competitiveness, and then from the angle of economics, using the econometric model of quantitative analysis of the factors influencing the development of Changsha production service industry, finally puts forward some countermeasures for promoting the development of Changsha production services.
The results show that: Changsha enhance economic and social development strength, provides a better economic foundation for the development of producer service industry. The total steady rise of producer services, its ability to absorb labor force has gradually increased. But Changsha production services are also not less problems, service industry's overall development level the industry is not high, the development of producer services is not balanced, the internal structure of the industry is not reasonable, mainly concentrated in the capital intensive and traditional service industry, technology intensive and knowledge intensive producer services development relative lag, the scale of production service industry is small and scattered, the industrial agglomeration effect is not obvious. Changsha interaction between producer service industry and manufacturing industry development, contribution coefficient of growth in manufacturing of producer services was 1.40, and the Changsha contribution coefficient of producer services on manufacturing industry growth is 0.66, that long The production service industry with power greater than the producer services on manufacturing power sand manufacturing industry, support the role of visible Changsha producer services on manufacturing industry is not obvious. Changsha comprehensive competitiveness of producer services in the East and West 9 sample city ranked fifth, in the middle level, showing a total of partial the characteristics of small, relatively weak industrial base. In total industry labor shortages and labor quality is not high under the constraints of the development of Changsha production service industry lags behind the overall economic level. But because of strong demand and Changsha manufacturing area the good investment environment, the Changsha production service industry contains a huge potential. There are many factors affecting the production of services, mainly in the manufacturing level, the level of urbanization, the structure of property rights, the level of technological innovation, talent supply, service infrastructure, opening to the outside world. And the government decision-making factors, through quantitative analysis, significant correlation with Changsha production service industry is the development level of manufacturing industry, the development of urbanization level, talent supply, technological innovation factors, influence coefficient is 1.40,0.23,0.12,0.15, the current science and technology innovation and talent for the two factors which affect the degree of Changsha production services no, this is because the traditional Changsha productive service industry is still a large share, and requirements for the scientific and technological level and the quality of workers in these industries is not very high. The present situation and the influence factors of producer services based on Changsha, this article puts forward some suggestions to promote the development of productive service industry Changsha countermeasures: to strengthen the economic foundation, accelerate the pace of industrialization and urbanization Changsha; create a good market environment, increase policy support; give full play to the system innovation and technology innovation. And enhance the core competitiveness of the industry; and accelerate the introduction of talents training, build high Changsha production services personnel; to determine the development of key industries Changsha production services for the modern financial industry, modern logistics, information services, technology services, business services and service outsourcing industry, promote the overall development of the industry to focus on these industry; space and optimize the integration of resources to the Industrial Park as the basis, supporting the development of producer services, accelerate the construction of Changsha producer service industry.
