【摘要】：作為國民經(jīng)濟(jì)的重要組成部分,服務(wù)業(yè)在轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、有效緩解能源資源短缺、促進(jìn)城鄉(xiāng)就業(yè)、滿足人民群眾物質(zhì)文化生活等各方面都發(fā)揮著重要作用。近年來,黨和政府越來越重視服務(wù)業(yè)的發(fā)展,出臺了一系列政策措施,并在“十二五”規(guī)劃中,把推動(dòng)服務(wù)業(yè)大發(fā)展作為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的戰(zhàn)略重點(diǎn)。作為山東省重要的農(nóng)業(yè)大市,2009年德州市把“服務(wù)業(yè)跨越式發(fā)展”作為引領(lǐng)德州經(jīng)濟(jì)趕超先進(jìn)地市、實(shí)現(xiàn)后發(fā)優(yōu)勢的引擎。從歷史上看,德州市傳統(tǒng)服務(wù)業(yè)憑借其自身?xiàng)l件及優(yōu)勢奠定了較好基礎(chǔ),但德州市服務(wù)業(yè)并沒有隨著現(xiàn)代服務(wù)業(yè)的崛起而獲得長足的發(fā)展,依然被檔次低、規(guī)模小的問題困擾,面臨著提檔升級的巨大壓力。 本文采用文獻(xiàn)研究和實(shí)證研究相結(jié)合的研究方法,在全面評估近些年德州市服務(wù)業(yè)發(fā)展整體態(tài)勢和內(nèi)部行業(yè)特點(diǎn)的基礎(chǔ)上,運(yùn)用SWOT分析工具,理清德州市服務(wù)業(yè)升級發(fā)展所面臨的外部機(jī)遇與威脅,自身競爭優(yōu)勢與不足,并通過各要素之間的綜合分析,探尋德州市服務(wù)業(yè)升級發(fā)展的戰(zhàn)略重點(diǎn)和政策措施。本文通過研究發(fā)現(xiàn),德州市服務(wù)業(yè)升級不僅面臨中央、山東省推動(dòng)服務(wù)業(yè)大發(fā)展、世界服務(wù)經(jīng)濟(jì)的迅速發(fā)展、高新技術(shù)的廣泛應(yīng)用、強(qiáng)力對接天津?yàn)I海新區(qū)以及消費(fèi)結(jié)構(gòu)升級等外部條件和機(jī)遇,也面臨現(xiàn)代交通網(wǎng)絡(luò)對德州服務(wù)業(yè)中轉(zhuǎn)地位形成的沖擊、國內(nèi)外競爭者的威脅的制約和挑戰(zhàn)。 本文立足工業(yè)欠發(fā)達(dá)的農(nóng)業(yè)大市這一基本市情,提出以現(xiàn)代物流業(yè)、休閑旅游業(yè)、現(xiàn)代商貿(mào)業(yè)為主,社會服務(wù)業(yè)、農(nóng)村服務(wù)業(yè)等為輔的服務(wù)業(yè)升戰(zhàn)略重點(diǎn)。同時(shí),德州市政府應(yīng)著重從提高政府規(guī)劃的科學(xué)性、優(yōu)化服務(wù)業(yè)發(fā)展環(huán)境、加大開放力度、促進(jìn)區(qū)域合作、注重服務(wù)業(yè)專門人才的引進(jìn)與培養(yǎng)等方面,為服務(wù)業(yè)升級創(chuàng)造更有利的外部環(huán)境。Ⅰ
[Abstract]:As an important part of the national economy, the service industry plays an important role in changing the mode of economic development, effectively alleviating the shortage of energy resources, promoting urban and rural employment, and satisfying the material and cultural life of the people. The Party and the government have paid more and more attention to the development of the service industry, and have issued a series of policies and measures, and in the 12th Five-Year Plan, As an important agricultural city in Shandong Province, in 2009, Dezhou took "service industry leapfrogging development" as the leading economy of Texas to catch up with and surpass advanced cities. Historically, the traditional service industry of Dezhou has laid a good foundation by virtue of its own conditions and advantages, but the service industry of Dezhou has not made great progress with the rise of the modern service industry. Still low-grade, small-scale problems, facing great pressure to upgrade. Based on the comprehensive evaluation of the overall development situation of service industry and the characteristics of the internal industry in recent years, this paper uses the SWOT analysis tool, which combines the literature research and empirical research. To clarify the external opportunities and threats faced by the upgrading and development of the service industry in Dezhou, as well as its own competitive advantages and disadvantages, and through the comprehensive analysis among the various elements, This paper explores the strategic focus and policy measures for the upgrading and development of the service industry in Dezhou. This paper finds that the upgrading of the service industry in Dezhou not only faces the central authorities, but also promotes the great development of the service industry in Shandong Province, and the rapid development of the world service economy. The extensive application of high and new technology, the strong connection between Tianjin Binhai New area and other external conditions and opportunities such as the upgrading of the consumption structure, and so on, are also facing the impact of the modern transportation network on the transshipment status of the service industry in Texas.
