【摘要】：食品是我們生存下去的必要物品,世界上的每一個人都需要食品。食品安全和民生息息相關(guān),我們國家這幾年非常重視食品安全工作,每年都把這個工作當(dāng)成主要工作來開展。這幾年,我們國家的經(jīng)濟水平上升非常迅速,老百姓的生活也漸漸的好起來了,生活品質(zhì)有了很大的改善。我國的餐飲業(yè)通過快速增長的經(jīng)濟的帶動,也飛速的發(fā)展起來了,去外面就餐的人數(shù)也是逐年上升。各種類型,各種規(guī)模的餐飲店不斷的涌現(xiàn)出來,餐飲業(yè)形成了多樣化的格局,滿足了老百姓對不同食物、不同口味的需求。但是在餐飲業(yè)規(guī)模不斷壯大的同時,食品安全的隱患也在不斷的增加,因為其自身的特點,是有很大的安全隱患的,與此同時,因為餐飲食品安全監(jiān)管有一定的困難和問題,所以給監(jiān)管帶來了更大的挑戰(zhàn)。由于餐飲業(yè)經(jīng)常發(fā)生食品安全事件,導(dǎo)致人們最關(guān)心的問題之一就是該行業(yè)的食品安全問題。作為食品安全監(jiān)管的重要一個環(huán)節(jié),餐飲業(yè)是整條食品鏈的最后一部分,餐飲業(yè)的食品是直接進入人們的口中的,所以監(jiān)管該行業(yè)非常的重要,他直接關(guān)系到人們的身體健康和飲食安全。本論文將研究對象選定為奉化市餐飲食品安全監(jiān)管,以公共管理學(xué)理論為基礎(chǔ)理論,以奉化市為案例,著重從奉化市餐飲食品安全監(jiān)管體制、奉化市餐飲食品安全監(jiān)管取得的成效、奉化市餐飲食品安全監(jiān)管存在的問題三大方面進行分析,通過對奉化市餐飲食品安全監(jiān)管存在的監(jiān)管資源不足、餐飲經(jīng)營者違法行為廣泛存在及餐飲經(jīng)營單位缺乏社會媒體的監(jiān)督等問題形成的原因進行系統(tǒng)性分析,同時借鑒國內(nèi)外餐飲食品安全監(jiān)管的經(jīng)驗,從健全奉化市餐飲食品安全監(jiān)管機制、加強餐飲食品安全監(jiān)管能力、加強餐飲食品安全技術(shù)支撐、加強餐飲食品輿情監(jiān)測與預(yù)警信息發(fā)布機制等角度提出完善奉化市餐飲食品安全監(jiān)管的對策,解決當(dāng)前餐飲食品安全監(jiān)管中存在的實際問題,為政府提供決策參考。
[Abstract]:Food is essential for our survival. Everyone in the world needs food. Food safety is closely related to people's livelihood. Our country has attached great importance to food safety in recent years. Every year, this work is taken as the main task. In recent years, the economic level of our country has risen very rapidly, and the living conditions of the people have gradually improved. The quality of life has been greatly improved. The catering industry in our country has also developed rapidly through the rapid economic growth. The number of people eating out is also rising year by year. Restaurants of all kinds and sizes are constantly emerging. The catering industry has formed a diversified pattern, meeting the needs of the common people for different foods and different tastes. However, while the scale of the catering industry continues to grow, the hidden dangers of food safety are also increasing, because of its own characteristics. At the same time, because there are certain difficulties and problems in the regulation of food and beverage safety, it brings greater challenges to the regulation. As food safety incidents often occur in the catering industry, As an important part of food safety supervision, the catering industry is the last part of the whole food chain, and the food in the catering industry is directly into people's mouths. Therefore, it is very important to supervise this industry. It is directly related to people's health and food safety. This paper selects the research object as food safety supervision in Fenghua City, taking the theory of public management as the basic theory, and taking Fenghua City as a case study. Focusing on the food safety supervision system in Fenghua City, the results of food safety supervision in Fenghua City, and the problems existing in food safety supervision in Fenghua City, Based on the analysis of the causes of the problems of food safety supervision in Fenghua City, such as insufficient supervision resources, widespread illegal behavior of catering operators and lack of social media supervision in catering business units, At the same time, drawing lessons from the experience of food safety supervision at home and abroad, from perfecting the food safety supervision mechanism of Fenghua City, strengthening the ability of food and beverage safety supervision, strengthening the technical support of food and beverage safety, Strengthen the food and beverage public opinion monitoring and early warning information release mechanism and so on proposed consummates Fenghua City food and beverage safety supervision countermeasure, solves the actual question which the present dining food safety supervision exists, provides the decision reference for the government.
