【摘要】：生產(chǎn)性服務(wù)業(yè)是為保證工業(yè)連續(xù)生產(chǎn)并致力于提升工業(yè)水平、加快產(chǎn)業(yè)轉(zhuǎn)換的保障性服務(wù)業(yè),其發(fā)展水平不僅是衡量現(xiàn)代社會(huì)經(jīng)濟(jì)發(fā)達(dá)程度的重要標(biāo)志,也是全面提升經(jīng)濟(jì)綜合競(jìng)爭(zhēng)力的重要途徑。因此,隨著全球密集型產(chǎn)業(yè)經(jīng)濟(jì)的快速出現(xiàn)與蓬勃發(fā)展,關(guān)于產(chǎn)業(yè)集群?jiǎn)栴}的研究逐漸成為學(xué)術(shù)界的研究熱點(diǎn)。 產(chǎn)業(yè)集群的出現(xiàn),表面上看來(lái)僅是一種新的產(chǎn)業(yè)結(jié)構(gòu)的出現(xiàn),但是其本質(zhì)是信息技術(shù)和全球化經(jīng)濟(jì)的發(fā)展使產(chǎn)業(yè)行為發(fā)生了轉(zhuǎn)變,后福特制的網(wǎng)絡(luò)化形式被福特制大工業(yè)流水線所取代。許多區(qū)域因?yàn)榱诉m應(yīng)新的生產(chǎn)力發(fā)展要求,主動(dòng)將某項(xiàng)產(chǎn)業(yè)集中在一起,得以更有效的整合外部資源,以最終實(shí)現(xiàn)產(chǎn)業(yè)形式的更新以及近鄰效益、規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)、分工效應(yīng)、“場(chǎng)”效應(yīng)。 近年來(lái),陜西省生產(chǎn)服務(wù)業(yè)規(guī)模不斷擴(kuò)大,有力地推動(dòng)了地方產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí),促進(jìn)了三次產(chǎn)業(yè)協(xié)調(diào)發(fā)展,提升了地方工業(yè)的整體素質(zhì)。2008年全省生產(chǎn)性服務(wù)業(yè)增加值1250.1億元,已初步形成以關(guān)中為核心,陜南和陜北為兩大輻射圈的一批國(guó)家級(jí)和省級(jí)開(kāi)發(fā)區(qū)、高新技術(shù)產(chǎn)業(yè)孵化基地和大學(xué)科技園區(qū),裝備制造業(yè)服務(wù)平臺(tái)和高新技術(shù)服務(wù)平臺(tái)已初具規(guī)模,西安國(guó)際港務(wù)區(qū),陜北能源化工基地、商丹循環(huán)工業(yè)經(jīng)濟(jì)園區(qū)服務(wù)體系集群,不僅改變了區(qū)域服務(wù)業(yè)發(fā)展相對(duì)滯后的局面,而且發(fā)揮出巨大的溢出效應(yīng),在區(qū)域新型工業(yè)化道路方面發(fā)揮巨大作用。但仍由于不夠強(qiáng)大和集約,沒(méi)有形成優(yōu)勢(shì)產(chǎn)業(yè),對(duì)區(qū)域GDP和就業(yè)的貢獻(xiàn)還比較小。因此,有必要重新審視陜西省生產(chǎn)服務(wù)業(yè)集群發(fā)展問(wèn)題,找出促其進(jìn)一步發(fā)展的路徑和對(duì)策。 本文在闡釋產(chǎn)業(yè)集群的概念和特征基礎(chǔ)上,分析了產(chǎn)業(yè)集群的學(xué)習(xí)、創(chuàng)新以及規(guī)模效應(yīng)、近鄰效益、分工效應(yīng)、結(jié)構(gòu)效應(yīng)、“場(chǎng)”效應(yīng)。并結(jié)合陜西生產(chǎn)性服務(wù)業(yè)集群的發(fā)展現(xiàn)狀,運(yùn)用兩部門模型對(duì)生產(chǎn)性服務(wù)業(yè)溢出效應(yīng)進(jìn)行了研究,并根據(jù)研究結(jié)論和國(guó)內(nèi)外集群經(jīng)濟(jì)發(fā)展的成功經(jīng)驗(yàn)和啟示,進(jìn)一步提出了陜西省生產(chǎn)服務(wù)業(yè)集群發(fā)展的對(duì)策。
[Abstract]:Producer service industry is a kind of supporting service industry which can guarantee the continuous production of industry and promote the industrial level and speed up the industrial transformation. The development level of producer service industry is not only an important symbol to measure the degree of economic development in modern society. Therefore, with the rapid emergence and vigorous development of the global intensive industrial economy, the research on industrial clusters has gradually become a hot research topic in academia. The appearance of industrial cluster appears to be a new industrial structure on the surface, but its essence is that the development of information technology and global economy has changed the industrial behavior. The network form of post-Forte system was replaced by pipeline, a major industry of Ford. In order to adapt to the new demands of productivity development, many regions have taken the initiative to centralize an industry together, so as to integrate external resources more effectively. In order to realize the renewal of industrial form and the benefits of neighboring, scale effect, structure effect, division of labor effect, "field" effect. In recent years, the scale of Shaanxi's production and service industry has been continuously expanded, which has powerfully promoted the optimization and upgrading of the local industrial structure and promoted the coordinated development of the three industries. In 2008, the added value of producer services in the whole province was one hundred and twenty-five billion nine million nine hundred and ninety-nine thousand and nine hundred and ninety-nine yuan, which had initially formed a number of national and provincial development zones with Guanzhong as the core and southern and northern Shaanxi as the two major radiation circles. High-tech industry incubating base and university science and technology park, equipment manufacturing service platform and high-tech service platform have begun to take shape. Xi'an International Port area, Northern Shaanxi Energy and Chemical Industry Base, Shangdan Recycling Industrial Park Service system Cluster, It not only changes the situation of relative lag in the development of regional service industry, but also exerts a huge spillover effect and plays a great role in the new industrialization road of the region. However, it is still not strong and intensive enough to form an advantageous industry. The contribution to regional GDP and employment is relatively small. Therefore, it is necessary to re-examine the development of Shaanxi production and service industry cluster, and find out the path and countermeasures to promote its further development. On the basis of explaining the concept and characteristics of industrial cluster, this paper analyzes the learning, innovation, scale effect, neighbor benefit and division of labor effect of industrial cluster. Structure effect, "field" effect. Combined with the present situation of Shaanxi producer service cluster, this paper studies the spillover effect of producer services by using two-sector model. According to the conclusion of the research and the successful experience and inspiration of the development of the domestic and foreign cluster economy, the author further puts forward the countermeasures of the cluster development of the production service industry in Shaanxi Province.
