【摘要】：我們生活在一個大變革的時代。我們的世界觀和生活方式都發(fā)生了前所未有的變化。這些日積月累的變化已經(jīng)將我們帶入一個創(chuàng)意經(jīng)濟(jì)時代。在創(chuàng)意經(jīng)濟(jì)時代,創(chuàng)意是最根本的經(jīng)濟(jì)資源,創(chuàng)意成為推動經(jīng)濟(jì)和社會發(fā)展的原動力。每個人都擁有創(chuàng)意,只是程度不同。以制造創(chuàng)意為職業(yè),擁有創(chuàng)意資本的群體,我們稱之為創(chuàng)意階層。創(chuàng)意階層思想獨立,擁有相近的品位、愿望與偏好。創(chuàng)意階層會選擇一份相對自由,可以發(fā)揮自己個性的工作,進(jìn)而聚集在一個充滿多樣性,高寬容度和對新觀念持開放態(tài)度的地區(qū)進(jìn)行生活。本文在Richard Florida對創(chuàng)意資本理論研究的基礎(chǔ)上,充分借鑒了國內(nèi)外學(xué)者對創(chuàng)意資本理論的研究成果,系統(tǒng)展示了創(chuàng)意階層工作、地區(qū)選擇特征,創(chuàng)意資本理論與人力資本理論、社會資本理論的根本區(qū)別,揭示了“3T”要素促進(jìn)經(jīng)濟(jì)增長的路線圖。在對創(chuàng)意資本核心理論介紹之后,本文結(jié)合中國的經(jīng)濟(jì)社會發(fā)展特點,構(gòu)筑了創(chuàng)意資本評價指標(biāo)體系。該指標(biāo)體系充分汲取了歐洲創(chuàng)意指數(shù)、香港創(chuàng)意指數(shù)和上海創(chuàng)意指數(shù)的精華,利用第六次人口普查的最新數(shù)據(jù)分別構(gòu)建了人才指標(biāo)體系、多樣性指標(biāo)體系、科技指標(biāo)體系,并加入了符合我國基本國情的一些基礎(chǔ)性指標(biāo)。采用主成分分析法,對我國31個省市自治區(qū)的創(chuàng)意資本狀況進(jìn)行了評價,結(jié)果表明：北京、上海、天津位列中國創(chuàng)意資本存量第一梯隊；廣東、浙江、江蘇緊隨其后；其他省市處于劣勢。最后,針對各省市的創(chuàng)意資本稟賦,我們提出了相應(yīng)的政策含義。注重“3T”要素的協(xié)調(diào)發(fā)展；重視創(chuàng)意,拓延創(chuàng)意產(chǎn)業(yè)鏈；發(fā)揮創(chuàng)意,讓城市更加真實；制定產(chǎn)業(yè)發(fā)展政策、轉(zhuǎn)變政府扶持方式；改變城市發(fā)展理念,實現(xiàn)真正的城鎮(zhèn)化。
[Abstract]:We live in a time of great change. Our world outlook and way of life have changed as never before. These gradual changes have brought us into an era of creative economy. Creativity is the most fundamental economic resource, and creativity is the driving force behind economic and social development. Everyone has ideas, but to varying degrees. We call it the creative class. The creative class has an independent mind, similar tastes, desires and preferences. The creative class chooses a job that is relatively free to use its own personality, and then comes together in a variety of ways. On the basis of Richard Florida's research on the theory of creative capital, this paper fully draws lessons from the research results of domestic and foreign scholars on the theory of creative capital, and systematically shows the work of creative class. The characteristics of regional selection, the fundamental difference between creative capital theory and human capital theory, and social capital theory reveal the road map of "3T" elements to promote economic growth. Based on the characteristics of China's economic and social development, this paper constructs an evaluation index system of creative capital, which fully draws on the essence of European Creative Index, Hong Kong Creative Index and Shanghai Creative Index. Using the latest data from the 6th population census, the author has constructed the talent index system, the diversity index system, the science and technology index system, and added some basic indexes according to the basic national conditions of our country. This paper evaluates the status of creative capital in 31 provinces, cities and autonomous regions in China. The results show that Beijing, Shanghai and Tianjin rank first in the stock of creative capital in China; Guangdong, Zhejiang and Jiangsu are closely behind; other provinces and cities are at a disadvantage. In view of the creative capital endowment of various provinces and cities, we put forward the corresponding policy implications. Pay attention to the coordinated development of the "3T" elements; attach importance to creativity and extend the creative industrial chain; give full play to creativity and make cities more realistic; and formulate industrial development policies. Change the way of government support, change the concept of urban development, realize the real urbanization.
