【摘要】：海南是一個人口老齡化問題比較嚴(yán)重的省份。近年來,海南省社會養(yǎng)老服務(wù)工作緊緊圍繞省委、省政府的決策部署,從全面建設(shè)小康社會的目標(biāo)要求和滿足老年人養(yǎng)老服務(wù)需求出發(fā),以保障和改善民生為重點,統(tǒng)籌兼顧,加大投入,強化管理,開拓創(chuàng)新,在較短的時間內(nèi)搭建了全省老齡服務(wù)體系建設(shè)的基本框架,老齡服務(wù)體系初步取得了一定的成績。但是,海南的老齡服務(wù)體系建設(shè)還處于初級階段,存在不少問題,制約了海南經(jīng)濟社會的發(fā)展。基于此,筆者結(jié)合工作實際,運用文獻(xiàn)分析法、調(diào)查研究法和比較研究法,對海南省人口老齡化現(xiàn)狀、老齡群體對老齡服務(wù)體系的需求進(jìn)行了分析。目前,海南老齡服務(wù)體系建設(shè)存在社區(qū)居家養(yǎng)老服務(wù)體系不完善,養(yǎng)老服務(wù)機構(gòu)管理不規(guī)范,養(yǎng)老服務(wù)建設(shè)滯后等問題。經(jīng)過分析,筆者認(rèn)為,應(yīng)堅持“政府主導(dǎo)、社會參與、城鄉(xiāng)統(tǒng)籌、適度普惠”的指導(dǎo)思想和基本原則,推進(jìn)海南老齡服務(wù)體系建設(shè),并提出六點建議:1)加大財政對老齡服務(wù)體系的投入,引導(dǎo)社會資金投入;2)加快推進(jìn)養(yǎng)老服務(wù)機構(gòu)建設(shè);3)推進(jìn)居家養(yǎng)老服務(wù)網(wǎng)絡(luò)建設(shè);4)建設(shè)信息化的養(yǎng)老網(wǎng)絡(luò)服務(wù)平臺;5)老年社會福利體系制度化建設(shè);6)強化養(yǎng)老服務(wù)的三支隊伍建設(shè)。
[Abstract]:Hainan is a province with a serious problem of aging population. In recent years, the work of social pension service in Hainan Province is closely focused on the provincial party committee, the provincial government's decision-making arrangements. Starting from the goal of building a well-off society in an all-round way and meeting the needs of the elderly in providing services for the aged, we should focus on ensuring and improving the people's livelihood, make overall plans, increase investment, strengthen management, and open up new ideas. In a relatively short period of time to build the basic framework of the service system for the elderly throughout the province, the elderly service system has made some initial achievements. However, the construction of the service system for the elderly in Hainan is still in the primary stage. There are many problems, which restrict the economic and social development of Hainan. Based on this, the author combined with the actual work, the use of literature analysis, investigation and comparative research method, to Hainan population aging status. At present, there are some problems in the construction of the elderly service system in Hainan, such as the imperfect community home pension service system and the non-standard management of the old-age service institutions. The author thinks that we should adhere to the guiding ideology and basic principle of "government leading, social participation, urban and rural planning, moderate universal benefit", and promote the construction of service system for the elderly in Hainan. And put forward a six-point proposal: 1) increase the financial investment in the service system for the elderly, guide the investment of social funds; 2) speeding up the construction of pension service institutions; 3) promoting the construction of home pension service network; 4) constructing the information network service platform for the aged; 5) institutionalization of the social welfare system for the elderly; 6) strengthening the construction of three ranks of pension services.
