BT模式在房地產(chǎn)企業(yè)保障房建設(shè)中的應(yīng)用研究

【摘要】:隨著我國(guó)的城鎮(zhèn)化發(fā)展,進(jìn)行大批量保障房建設(shè)是未來(lái)一段時(shí)間內(nèi)政府解決民生問(wèn)題的一項(xiàng)重要任務(wù)。由于政府只能提供有限的資金供應(yīng),引入民間資本進(jìn)行保障房建設(shè)勢(shì)在必行。因此,文本站在房地產(chǎn)企業(yè)角度,針對(duì)BT模式在保障房建設(shè)中不同階段關(guān)鍵影響因素和項(xiàng)目投資評(píng)價(jià)進(jìn)行了深入的研究。 本文首先對(duì)房地產(chǎn)企業(yè)BT保障房項(xiàng)目的運(yùn)行及建設(shè)進(jìn)行了深入分析,確定了BT保障房項(xiàng)目的主要參與方、運(yùn)作程序和運(yùn)作方式,通過(guò)問(wèn)卷調(diào)查和實(shí)地調(diào)研,從項(xiàng)目立項(xiàng)及決策分析階段、招投標(biāo)及協(xié)議簽訂階段、開(kāi)發(fā)建造階段、移交和付款四個(gè)階段,分析了房地產(chǎn)企業(yè)BT保障房項(xiàng)目各階段存在的主要問(wèn)題和產(chǎn)生原因,針對(duì)存在的問(wèn)題提出了房地產(chǎn)企業(yè)BT保障房項(xiàng)目的關(guān)鍵影響因素。通過(guò)關(guān)鍵因素分析得出BT保障房項(xiàng)目的評(píng)價(jià)指標(biāo),利用層次分析法,確定各評(píng)價(jià)指標(biāo)權(quán)重值,提出房地產(chǎn)企業(yè)進(jìn)行BT保障房項(xiàng)目開(kāi)發(fā)時(shí)的評(píng)價(jià)策略。 文章明確融資風(fēng)險(xiǎn)、建設(shè)風(fēng)險(xiǎn)、回購(gòu)風(fēng)險(xiǎn)、最終效益四個(gè)一級(jí)指標(biāo);信貸市場(chǎng)情況、項(xiàng)目條件等九個(gè)二級(jí)指標(biāo);貸款期限、資產(chǎn)負(fù)債率等24個(gè)三級(jí)指標(biāo)對(duì)BT保障房項(xiàng)目進(jìn)行全面的考核評(píng)價(jià)。并通過(guò)房地產(chǎn)企業(yè)BT保障房項(xiàng)目的案例,根據(jù)該項(xiàng)目的特點(diǎn)和數(shù)據(jù)資料,結(jié)合上文BT保障房項(xiàng)目的關(guān)鍵要素分析和評(píng)價(jià)策略,明確BT模式在房地產(chǎn)企業(yè)保障房項(xiàng)目中應(yīng)用的關(guān)鍵考核指標(biāo)和要素,對(duì)項(xiàng)目是否值得投資做出判斷。
[Abstract]:With the development of urbanization in China, the construction of mass indemnificatory apartment is an important task for the government to solve the problems of people's livelihood in the future. Because the government can only provide limited capital supply, it is imperative to introduce private capital to indemnificatory apartment construction. Therefore, from the perspective of real estate enterprises, the paper makes a deep research on the key influencing factors and project investment evaluation of BT model in different stages of indemnificatory apartment construction. In this paper, firstly, the operation and construction of BT indemnificatory apartment project of real estate enterprise are analyzed deeply, and the main participants, operation procedure and mode of operation of BT indemnificatory apartment project are determined, through questionnaire investigation and on-the-spot investigation, From the four stages of project establishment and decision analysis, bidding and agreement signing, development and construction, transfer and payment, this paper analyzes the main problems and causes of BT indemnificatory apartment project in real estate enterprise. Aiming at the existing problems, this paper puts forward the key influencing factors of the BT indemnificatory apartment project of the real estate enterprise. Through the analysis of key factors, the evaluation index of BT indemnificatory apartment project is obtained, and the weight value of each evaluation index is determined by analytic hierarchy process (AHP), and the evaluation strategy of BT indemnificatory apartment project development in real estate enterprises is put forward. This paper defines four first-level indicators: financing risk, construction risk, repurchase risk, ultimate benefit, credit market situation, project conditions and nine second-level indicators, such as financing risk, construction risk, repurchase risk and final benefit. Loan maturity, asset-liability ratio and other 24 three-level indicators of the BT indemnificatory apartment project for a comprehensive assessment. And through the real estate enterprise BT indemnificatory apartment project case, according to the characteristics and data of the project, combined with the above BT indemnificatory apartment project key elements analysis and evaluation strategy, This paper defines the key assessment indexes and factors of the application of BT model in the indemnificatory apartment project of real estate enterprise, and makes a judgment on whether the project is worth investing or not.
