【摘要】：在我國(guó),住房問(wèn)題不僅僅關(guān)乎著國(guó)民的衣食住行,也關(guān)乎著社會(huì)的安全穩(wěn)定,對(duì)于絕大多數(shù)的中國(guó)人來(lái)說(shuō),能夠擁有一套理想的住房將是勞碌一生為之奮斗的目標(biāo),沒(méi)有住房就不能實(shí)現(xiàn)安居樂(lè)業(yè),現(xiàn)代經(jīng)濟(jì)運(yùn)行下,住房不僅在每個(gè)人的生活中占據(jù)重要的位置,再我國(guó)的國(guó)民經(jīng)濟(jì)中也占據(jù)舉足輕重的位置,房地產(chǎn)業(yè)的發(fā)展已然成為老生常談的話題,房產(chǎn)交易也成為人們心中很有份量的重大交易。 在國(guó)家宏觀經(jīng)濟(jì)良好的氛圍之下,我國(guó)的房地產(chǎn)業(yè)發(fā)生了翻天覆地的變化,人民的物質(zhì)生活水平在良好的經(jīng)濟(jì)水平下穩(wěn)步提高,現(xiàn)有的住房需求已經(jīng)很難滿足人們?nèi)找嬖鲩L(zhǎng)的物質(zhì)文化水平。近年來(lái),我國(guó)的住房市場(chǎng)隨著人們?nèi)找嬖鲩L(zhǎng)的生活水平而上升到一個(gè)更加活躍的高度。但是,我們不得不警惕,雖然我國(guó)總體的住房市場(chǎng)化進(jìn)程以及總體的行業(yè)運(yùn)行水平良好,仍然會(huì)存在一些不利于房地產(chǎn)業(yè)健康發(fā)展的現(xiàn)象,部分地區(qū)出現(xiàn)了過(guò)度炒作,過(guò)度投資的現(xiàn)象,市場(chǎng)在不健康和非均衡狀態(tài)下發(fā)展,甚至呈現(xiàn)房地產(chǎn)泡沫的跡象。 面對(duì)如此飛漲的房?jī)r(jià),2010年中央政府開始對(duì)房地產(chǎn)進(jìn)行宏觀調(diào)控,長(zhǎng)春市的住房“限購(gòu)令”即是在這種宏觀政策下出臺(tái)的調(diào)控細(xì)則,目的即為平穩(wěn)房?jī)r(jià)、控制房地產(chǎn)的過(guò)度投資與炒作�！跋拶�(gòu)令”的出臺(tái),并不是單一的限制居民購(gòu)房總量,而是需要一系列的政府組合政策扶持,如何正確的制定相應(yīng)的扶持政策,滿足大多數(shù)居民的需要,即為政府的決策重點(diǎn)。 本文即在分析了我國(guó)的住房“限購(gòu)令”政策的基礎(chǔ)上,借鑒了國(guó)內(nèi)部分二線城市的住房限購(gòu)政策后,構(gòu)建了長(zhǎng)春市住房限購(gòu)政策的評(píng)價(jià)標(biāo)準(zhǔn),并在此標(biāo)準(zhǔn)基礎(chǔ)上提出了一些組合政策的建議,以推進(jìn)長(zhǎng)春市住房“限購(gòu)令”的順利實(shí)施,并能夠取得預(yù)期效果。
[Abstract]:In our country, the housing problem is not only related to the people's food, clothing, shelter and transportation, but also to the security and stability of the society. For the vast majority of Chinese people, to have an ideal housing will be the goal for which they have worked all their lives. Without housing, we cannot live and work in peace and contentment. Under the operation of the modern economy, housing not only occupies an important position in everyone's life, but also occupies a pivotal position in the national economy of our country. The development of real estate has become a common topic, real estate transactions have become a very important deal in people's minds. Under the favorable national macroeconomic atmosphere, the real estate industry in our country has undergone earth-shaking changes, and the people's material living standard has steadily improved under the good economic level. The existing housing demand has been difficult to meet the increasing material and cultural level. In recent years, the housing market in China has risen to a more active level with the increasing living standard. However, we have to be vigilant that, although the overall housing marketization process and the overall operating level of the industry in China are good, there will still be some phenomena that are not conducive to the healthy development of the real estate industry, and excessive speculation has occurred in some areas. The phenomenon of overinvestment, the market in unhealthy and unbalanced development, even showing signs of a real estate bubble. In the face of such soaring housing prices, the central government began to macro-control real estate in 2010. The "purchase restriction order" of housing in Changchun is the regulation and control rules issued under this kind of macro policy, with the aim of stabilizing house prices. Control the real estate overinvestment and speculation. The introduction of "purchase restriction order" is not a single limit on the total amount of housing purchase, but a series of government combination policy support, how to correctly formulate the corresponding support policy to meet the needs of most residents, that is, for the government decision-making focus. Based on the analysis of the "purchase restriction" policy of housing in China, this paper draws lessons from the housing restriction policy of some second-tier cities in China, and constructs the evaluation criteria of housing restriction policy in Changchun. On the basis of this standard, some suggestions of combination policy are put forward in order to promote the successful implementation of the "purchase restriction order" in Changchun and achieve the expected results.
