【摘要】：正在黨的十八屆三中全會通過的《中共中央關于全面深化改革若干重大問題的決定》(以下簡稱《決定》)中,有一個非常值得我們深入領會的"現(xiàn)代國家治理"理念,其具體表述為"國家治理體系和治理能力現(xiàn)代化"。這個理念合乎邏輯地聯(lián)結(jié)著《決定》中幾次出現(xiàn)的"構(gòu)建現(xiàn)代市場體系"這個制度建設要求,又進一步聯(lián)結(jié)到"建立現(xiàn)代財政制度"的制度建設要求。在這個邏輯鏈條里,"以政控財、以財行政"的財政,已由《決定》表述為"國家治理的基礎和重要支柱"。學理上講,財政處理的是公共資
[Abstract]:In the "decision of the CPC Central Committee on the Comprehensive deepening of several important issues" (hereinafter referred to as "decision"), which is being adopted by the third Plenary session of the 18th CPC Central Committee, there is a concept of "modern state governance" that deserves our in-depth understanding. Its concrete expression is "the country governs the system and the governance ability modernization". This idea logically connects the system construction requirements of "constructing the modern market system" which appeared several times in "decision", and further links to the system construction request of "establishing the modern financial system". In this logical chain, the finance of "controlling wealth by politics and administration by money" has been described as "the foundation and important pillar of national governance" by "decision". Technically, finance deals with public funds.
