【摘要】：當(dāng)前吉林經(jīng)濟(jì)發(fā)展中存在三次產(chǎn)業(yè)發(fā)展不均衡、新舊產(chǎn)業(yè)接續(xù)困難、過(guò)度依賴投資拉動(dòng)、經(jīng)濟(jì)活力不足等問(wèn)題,需要通過(guò)推進(jìn)供給側(cè)結(jié)構(gòu)性改革來(lái)提高供給效率和質(zhì)量。從金融角度看,吉林省直接融資占比低、不良貸款隱含潛在風(fēng)險(xiǎn)等問(wèn)題不容忽視。當(dāng)前,金融支持供給側(cè)結(jié)構(gòu)性改革應(yīng)以"三去一降一補(bǔ)"為重要抓手。支持"去產(chǎn)能"要堅(jiān)持區(qū)別對(duì)待、有扶有控的原則;支持"去庫(kù)存"要大力創(chuàng)新房地產(chǎn)消費(fèi)信貸產(chǎn)品;支持"去杠桿"要努力改善融資結(jié)構(gòu);支持"降成本"要規(guī)范收費(fèi)并通過(guò)網(wǎng)絡(luò)技術(shù)的應(yīng)用降低財(cái)務(wù)成本;支持"補(bǔ)短板"要重點(diǎn)加強(qiáng)對(duì)戰(zhàn)略性新興產(chǎn)業(yè)、扶貧領(lǐng)域等經(jīng)濟(jì)社會(huì)薄弱環(huán)節(jié)的金融支持。
[Abstract]:At present, there are some problems in Jilin's economic development, such as unbalanced development of three industries, difficulties in connecting new and old industries, excessive reliance on investment, insufficient economic vitality and so on. Therefore, it is necessary to improve the efficiency and quality of supply through promoting supply-side structural reform. From the financial point of view, Jilin Province direct financing ratio is low, non-performing loans implied potential risks and other problems can not be ignored. At present, the supply-side structural reform of financial support should take "three go, one drop and one supplement" as an important grasp. To support "de-production capacity", we should adhere to the principle of discrimination and control; to support "destocking" we should vigorously innovate real estate consumer credit products; to support "deleveraging" we should strive to improve the financing structure; To support "cost reduction," we should standardize charges and reduce financial costs through the application of network technology, and support "mending" should focus on strengthening financial support for economic and social weak links such as strategic emerging industries, poverty alleviation and other economic and social sectors.
