【摘要】：供給側(cè)結(jié)構(gòu)性改革的五項(xiàng)重點(diǎn)任務(wù),既有排序上的輕重緩急,也有內(nèi)在的相互聯(lián)系,必須以長(zhǎng)遠(yuǎn)的眼光來聯(lián)動(dòng)考慮、統(tǒng)一施策。如去產(chǎn)能、去庫存就是去杠桿,而補(bǔ)短板又要適度加杠桿。目前以制造業(yè)為代表的實(shí)體經(jīng)濟(jì),其生存空間受到了以房地產(chǎn)和金融為代表的虛擬經(jīng)濟(jì)的嚴(yán)重?cái)D壓。緩解這一矛盾的關(guān)鍵,除了要降低實(shí)體經(jīng)濟(jì)的成本,根本的是要讓虛擬經(jīng)濟(jì)回歸本源,始終把它定位于服務(wù)實(shí)體經(jīng)濟(jì),讓實(shí)體經(jīng)濟(jì)獲取社會(huì)平均回報(bào)率,讓創(chuàng)新性企業(yè)獲取超額報(bào)酬。在經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)的背景下,經(jīng)濟(jì)分化不可避免,分化有利于中國(guó)經(jīng)濟(jì)進(jìn)入最佳的增長(zhǎng)軌道。推動(dòng)經(jīng)濟(jì)加速分化,也是推進(jìn)發(fā)展新動(dòng)能崛起的出發(fā)點(diǎn)和前提。
[Abstract]:The five key tasks of supply-side structural reform are not only the order of priorities, but also the internal interrelation. At present, the real economy represented by the manufacturing industry, its living space has been seriously squeezed by the virtual economy represented by real estate and finance. The key to alleviating this contradiction is not only to reduce the cost of the real economy, but also to let the virtual economy return to its source, to always position it as a service to the real economy, and to enable the real economy to obtain an average social return rate. Let innovative enterprises get excess pay. Under the background of economic development entering the new normal, economic differentiation is inevitable, which is conducive to China's economy entering the best growth orbit. Accelerating economic differentiation is also the starting point and premise of promoting the rise of new momentum of development.
