合肥市房地產(chǎn)調(diào)控政策研究與建議

【摘要】:隨著我國完成住房制度改革,房地產(chǎn)業(yè)迎來了新的發(fā)展機(jī)遇。人民收入水平不斷提高的同時(shí),住房需求也日益增加,房地產(chǎn)業(yè)逐步成為國民經(jīng)濟(jì)的主導(dǎo)支柱產(chǎn)業(yè),推動了國民經(jīng)濟(jì)的快速增長。 房地產(chǎn)業(yè)快速發(fā)展的同時(shí),也產(chǎn)生了房價(jià)快速飆升、投機(jī)購買盛行、房地產(chǎn)行業(yè)泡沫等種種問題。近些年來,,政府加大了對于房地產(chǎn)市場的控制,各種調(diào)控政策頻繁出臺,然而效果卻不甚理想。往往在短期內(nèi)效果明顯,稍有放松則出現(xiàn)反復(fù)。 本文以合肥市為例進(jìn)行相關(guān)分析,合肥市作為安徽省省會是經(jīng)濟(jì)、政治、文化的中心,近些年來隨著人民收入水平的不斷提高,房地產(chǎn)業(yè)取得了飛速的發(fā)展。然而2008年以后,由于美國次貸危機(jī)的影響,為保持經(jīng)濟(jì)增長政府采取了一系列經(jīng)濟(jì)刺激政策,寬松的貨幣政策導(dǎo)致大量的資金轉(zhuǎn)向房地產(chǎn)市場,投資性購買出現(xiàn),房價(jià)飛速攀升。2010年初新一輪宏觀調(diào)控政策隨之展開,各種調(diào)控手段層出不窮。 本文簡要分析了合肥市房地產(chǎn)調(diào)控的現(xiàn)狀,從土地、貨幣、財(cái)政和行政等方面定性分析了房地產(chǎn)調(diào)控政策的作用機(jī)制,利用數(shù)據(jù)定量分析了相關(guān)因素對房地產(chǎn)市場的影響,結(jié)合國外發(fā)達(dá)國家的房地產(chǎn)調(diào)控政策,提出相關(guān)改進(jìn)建議。
[Abstract]:With the completion of housing system reform in China, the real estate industry ushered in new opportunities for development. With the improvement of people's income level, the demand for housing is increasing day by day. The real estate industry has gradually become the leading pillar industry of the national economy, which has promoted the rapid growth of the national economy. With the rapid development of real estate industry, there are many problems, such as house price soaring rapidly, speculative purchase prevailing, real estate industry bubble and so on. In recent years, the government has increased the control of the real estate market, a variety of regulatory policies issued frequently, but the effect is not very satisfactory. Often in the short-term effect is obvious, a little relaxation appears repeatedly. This article takes Hefei as an example to carry on the correlation analysis. As the provincial capital of Anhui Province, Hefei is the center of economy, politics and culture. In recent years, with the continuous improvement of people's income level, the real estate industry has made rapid development. However, since 2008, due to the impact of the subprime mortgage crisis in the United States, the government has adopted a series of economic stimulus policies to maintain economic growth. The loose monetary policy has led to a large amount of money being diverted to the real estate market, and investment purchases have emerged. A new round of macro-control policies was launched at the beginning of 2010, and various means of regulation and control emerged in endlessly. This paper briefly analyzes the current situation of real estate regulation and control in Hefei, analyzes the action mechanism of real estate regulation policy from the aspects of land, currency, finance and administration, and quantitatively analyzes the influence of relevant factors on the real estate market by using the data. Combined with the real estate control policies of foreign developed countries, put forward some suggestions for improvement.
