【摘要】：為了解決住宅性能認定全面推行過程中動力不足的問題,加快住宅產(chǎn)業(yè)的轉(zhuǎn)型升級,運用博弈論構建了房地產(chǎn)企業(yè)與政府、消費者之間的三方博弈模型并進行了求解,并對影響房地產(chǎn)企業(yè)和消費者選擇的影響因素進行了分析。通過分析發(fā)現(xiàn):政府對房地產(chǎn)企業(yè)、消費者的合理補貼,對房地產(chǎn)企業(yè)不推行的行政處罰,能激勵房地產(chǎn)企業(yè)和消費者積極參與。為了促進住宅性能認定的全面推行,從法律法規(guī)的完善及專門的政府監(jiān)管機構的設置、有效的正向和負向激勵機制這3個方面構建了激勵機制。
[Abstract]:In order to solve the problem of lack of power in the process of housing performance determination and accelerate the transformation and upgrading of housing industry, a three-way game model between real estate enterprises, government and consumers is constructed and solved by using game theory. The factors that affect the choice of real estate enterprises and consumers are analyzed. Through the analysis, it is found that the government's reasonable subsidy to the real estate enterprises and consumers, and the administrative punishment that the real estate enterprises do not carry out, can encourage the real estate enterprises and consumers to participate actively. In order to promote the comprehensive implementation of housing performance identification, the incentive mechanism is constructed from three aspects: the perfection of laws and regulations, the establishment of special government supervision agencies, and the effective positive and negative incentive mechanisms.
