“云頂藍山”小區(qū)建設(shè)項目全生命周期風(fēng)險管理研究

【摘要】:房地產(chǎn)項目建設(shè)周期長,投入資金規(guī)模大,且受國家政策影響大。在建設(shè)過程中不確定因素較多,風(fēng)險相對于其他工程類項目的風(fēng)險也大很多。所以對房地產(chǎn)建設(shè)項目實施科學(xué)有效的項目風(fēng)險管理,提升項目的抗風(fēng)險能力具有非常重要的現(xiàn)實意義,是確保項目順利建設(shè)實施,實現(xiàn)項目收益的關(guān)鍵所在。 論文以“云頂藍山”小區(qū)項目為研究對象,分析了項目風(fēng)險管理的現(xiàn)狀,提出了項目風(fēng)險管理存在的問題,針對項目風(fēng)險管理的實際需求實施了項目的全生命周期風(fēng)險管理。首先從項目的投資決策、設(shè)計、招投標(biāo)、施工、竣工租售各個階段全面分析了“云頂藍山”小區(qū)項目全生命周期風(fēng)險,識別出出各階段項目潛在的風(fēng)險因素,分析項目的風(fēng)險來源。然后構(gòu)建了項目風(fēng)險評價的指標(biāo)體系,利用模糊綜合評價法對項目整體和各階段的風(fēng)險進行了定性評價,對項目整體的風(fēng)險進行判定,并分析各個建設(shè)階段的風(fēng)險水平,找出風(fēng)險較為集中的階段。在風(fēng)險識別和評價的基礎(chǔ)上,,論文針對項目各階段的風(fēng)險因素制定了應(yīng)對策略和具體的措施,提高項目的風(fēng)險應(yīng)對能力,降低風(fēng)險發(fā)生的概率,避免或減少風(fēng)險事件造成的損失。 同時,為保障項目全生命周期風(fēng)險管理工作的有效開展,提升項目風(fēng)險管理的實際效果。論文針對“云頂藍山”小區(qū)項目風(fēng)險管理實施的具體情況,制定了相應(yīng)的保障措施,具體從思想、人員、技術(shù)等幾個方面確保項目全生命周期風(fēng)險管理的工作的有效進行。從而進一步完善項目的全生命周期風(fēng)險管理體系,提高項目的風(fēng)險管理水平,保障項目的順利實施,完成項目的建設(shè)目標(biāo)。
[Abstract]:The real estate project construction cycle is long, the investment scale is large, and by the national policy influence. There are many uncertain factors in the construction process, and the risk is much greater than that of other engineering projects. Therefore, it is of great practical significance to implement scientific and effective project risk management to the real estate construction project and to enhance the anti-risk ability of the project, which is the key to ensure the smooth implementation of the project and realize the project income. This paper takes the project of "Yunding Blue Mountain" as the research object, analyzes the present situation of project risk management, puts forward the existing problems of project risk management, and implements the whole life cycle risk management of the project according to the actual demand of project risk management. First of all, from the investment decision, design, bidding, construction, completion of the lease and sale of each stage of the project comprehensive analysis of the "Yunding Blue Mountain" project life cycle risk, identify the potential risk factors of each stage of the project, Analyze the risk sources of the project. Then, the index system of project risk evaluation is constructed, the risk of the whole project and each stage is evaluated qualitatively by fuzzy comprehensive evaluation method, the risk of the whole project is judged, and the risk level of each construction stage is analyzed. Identify the stages at which the risks are more concentrated. On the basis of risk identification and evaluation, the paper formulates the coping strategies and specific measures for the risk factors in each stage of the project, improves the risk response ability of the project, and reduces the probability of risk occurrence. To avoid or reduce the loss caused by a risk event. At the same time, in order to ensure the effective development of the whole project life cycle risk management, improve the actual effect of project risk management. According to the concrete situation of the project risk management in Yunding Blue Mountain district, the paper makes the corresponding safeguard measures, which can ensure the effective implementation of the risk management in the whole life cycle of the project from the aspects of thought, personnel, technology and so on. In order to further improve the whole life cycle risk management system of the project, improve the risk management level of the project, ensure the smooth implementation of the project, and complete the project construction objectives.
