【摘要】：隨著我國技術經(jīng)濟的快速發(fā)展,全國各地明顯加快了基礎設施建設進度,與此同時,工程質量問題也成為了社會各界普遍關注的焦點。由于市政工程的特殊性,不僅關系到各地區(qū)社會經(jīng)濟的快速發(fā)展,更直接與人民群眾的出行安全以及切身利益密切相關,因此對市政工程的建設質量要求更是重中之重。我國已經(jīng)制訂了針對市政工程質量管理的相關法律法規(guī),并且對實施施工質量管理也有了長期的規(guī)劃,但從目前的情況來看,施工活動中仍舊存在不少質量問題,因此研究市政工程的質量管理具有很大的現(xiàn)實意義。 市政工程往往與當?shù)卣男蜗髵煦^,很多地方政府只抓進度,不管施工質量,只看表面工程,不看工程內部質量問題的現(xiàn)象同樣導致了市政工程質量問題的層出不窮。相對于房地產行業(yè)來說,市政工程僅僅是一種形象工程,不能帶來豐厚的利潤,導致了市政工程質量管理的發(fā)展速度明顯慢于房地產工程,市政工程質量管理問題的解決破在眉睫。 本文在總結研究國內外學者關于市政工程質量管理相關文獻的基礎上,提出適應于我國市政道路工程質量管理的一套理論體系,并通過結合具體案例分析了北海路道路改造工程,進一步論證了該理論體系的可行性與可操縱性,為下一步當?shù)厥姓袠I(yè)工程項目的實施提供質量管理理論基礎,為我國市政行業(yè)工程項目質量管理提出自己的意見。 (1)本文首先總結分析國內外相關學者關于市政工程質量管理的相關文獻研究,結合市政工程質量管理的基礎理論知識,總結得出適應于該論文研究的理論基礎,為下一步研究打好基礎。 (2)在總結相關理論研究的基礎上,重點分析我國市政道路工程質量管理的現(xiàn)狀及存在的問題,提出引入動態(tài)質量管理的可行性研究,為建立適應于我國市政道路工程質量管理體系做好鋪墊。 (3)在提出市政道路工程質量管理體系的基礎上,引入具體案例——北海路道路改造工程,進一步論證該質量管理體系的可行性與可操作性,并且通過案例進一步完善市政道路質量管理體系,提出市政道路工程質量管理策略：做好施工質量管理策劃、加強施工質量控制、強化施工質量管理組織建立、優(yōu)化施工組織設計、構建施工質量管理的長效機制,為我國市政行業(yè)下一步道路工程施工提供理論的參考,為建立我國市政道路行業(yè)質量管理體系、提高道路工程施工質量水平、強化施工人員質量管理意識提出自己的建議。
[Abstract]:With the rapid development of technology and economy in our country, the progress of infrastructure construction has been obviously accelerated throughout the country. At the same time, the problem of engineering quality has become the focus of attention of all circles of the society. Because of the particularity of municipal engineering, It is not only related to the rapid development of social economy in various regions, but also directly related to the travel safety and vital interests of the people. Therefore, the construction quality requirement of municipal engineering is the most important. China has formulated the relevant laws and regulations for municipal engineering quality management, and has a long-term plan for the implementation of construction quality management, but from the current situation, There are still many quality problems in construction activities, so it is of great practical significance to study the quality management of municipal engineering. Municipal projects are often linked to the image of the local government. Many local governments only pay attention to progress, regardless of the quality of the construction, but only to the surface. The phenomenon of not looking at the internal quality problems of the project has also led to the endless emergence of problems in the quality of municipal engineering. Compared with the real estate industry, municipal engineering is only a kind of image project, and cannot bring about substantial profits. The development speed of municipal engineering quality management is obviously slower than that of real estate engineering. On the basis of summarizing and studying the literature of domestic and foreign scholars on the quality management of municipal engineering, this paper puts forward a set of theory system suitable for the quality management of municipal road engineering in China. Through analyzing the road reconstruction project of Beihai Road combined with specific cases, the feasibility and maneuverability of the theory system are further demonstrated, which provides a theoretical basis for quality management for the implementation of local municipal engineering projects in the next step. Put forward own opinion for quality management of municipal engineering project in our country. First of all, this paper summarizes and analyzes the relevant literatures of domestic and foreign scholars on municipal engineering quality management, combined with the basic theoretical knowledge of municipal engineering quality management, and concludes the theoretical basis suitable for the research of this paper. Lay a good foundation for the next research. 2) on the basis of summarizing the relevant theoretical research, this paper analyzes the present situation and existing problems of the municipal road engineering quality management in China, and puts forward the feasibility study of introducing the dynamic quality management. In order to set up a quality management system for municipal road engineering in China. (3) on the basis of putting forward the quality management system of municipal road engineering, a concrete case, Beihai Road Road Reconstruction Project, is introduced to further demonstrate the feasibility and maneuverability of the quality management system. And through the case further consummates the municipal road quality management system, proposes the municipal road engineering quality management strategy: completes the construction quality management plan, strengthens the construction quality control, strengthens the construction quality management organization establishment, Optimizing the construction organization design, constructing the long-term mechanism of construction quality management, providing the theoretical reference for the next road engineering construction in the municipal industry of our country, establishing the quality management system of the municipal road industry in our country. To improve the construction quality level of road engineering and strengthen the consciousness of quality management of construction personnel, some suggestions are put forward.
