【摘要】：本文通過(guò)對(duì)土地出讓、城市建設(shè)、房地產(chǎn)價(jià)格之間經(jīng)濟(jì)機(jī)制的分析,描述了一種具有中國(guó)特色的"經(jīng)營(yíng)城市"投融資模式,并利用35個(gè)大中城市的面板數(shù)據(jù)構(gòu)建了住房和土地市場(chǎng)的聯(lián)立方程組,對(duì)其進(jìn)行了驗(yàn)證。我們發(fā)現(xiàn),土地出讓金對(duì)于地方財(cái)政越重要,城市政府越有動(dòng)力出讓更多的土地,使得土地供給彈性上升。同時(shí),土地出讓金的充裕使得地方政府有更多的財(cái)力進(jìn)行城市基礎(chǔ)設(shè)施建設(shè),提升產(chǎn)業(yè)發(fā)展環(huán)境和宜居性,從經(jīng)濟(jì)增長(zhǎng)和生活質(zhì)量?jī)蓚�(gè)途徑間接推動(dòng)房?jī)r(jià)和地價(jià)上升,在未來(lái)產(chǎn)生更多的土地出讓收入,形成土地出讓、城市建設(shè)和房地產(chǎn)價(jià)格的自我強(qiáng)化。實(shí)證結(jié)果表明,基礎(chǔ)設(shè)施改善對(duì)于房?jī)r(jià)和地價(jià)的推動(dòng)作用比土地供給彈性增加所可能帶來(lái)的抑制效應(yīng)更為顯著。
[Abstract]:Based on the analysis of the economic mechanism among land sale, urban construction and real estate prices, this paper describes a mode of investment and financing with Chinese characteristics of "managing city". And using the panel data of 35 large and medium-sized cities to construct the simultaneous equations of housing and land market. We find that the more important the land transfer fee is to the local finance, the more the city government has the incentive to sell more land. At the same time, local governments have more financial resources to carry out urban infrastructure construction and enhance the industrial development environment and liveability. From the two ways of economic growth and quality of life indirectly promote the rise of house prices and land prices, generate more land sales income in the future, form land sales, urban construction and real estate prices self-strengthening. The effect of infrastructure improvement on house price and land price is more significant than that of the increase of land supply elasticity.
