鄭州鐵路局棚戶區(qū)改造項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:近些年來(lái),隨著城市化進(jìn)程的加快,城市中的棚戶區(qū)逐漸不能滿足社會(huì)政治進(jìn)步、經(jīng)濟(jì)發(fā)展的需要,棚戶區(qū)改造引起各省市注意,各省市逐步加快推進(jìn)棚戶區(qū)改造,河南省鄭州市政府更是下發(fā)了《鄭州市人民政府關(guān)于加快推進(jìn)棚戶區(qū)改造的意見》等,推進(jìn)棚戶區(qū)改造。位于鄭州市中心隴海路與一馬路交叉口的隴海路188號(hào)院,由于建設(shè)年代久遠(yuǎn)、設(shè)施陳舊、設(shè)計(jì)不合理、基礎(chǔ)設(shè)備不完善等,是鄭州市鐵路局棚戶區(qū)項(xiàng)目的重點(diǎn)。 本文通過(guò)對(duì)河南省鄭州鐵路局棚戶區(qū)改造項(xiàng)目的實(shí)例分析,以風(fēng)險(xiǎn)管理理論知識(shí)為基石,對(duì)鄭州鐵路局棚戶區(qū)改造項(xiàng)目風(fēng)險(xiǎn)管理問(wèn)題進(jìn)行分析和研究,主要內(nèi)容包括以下三個(gè)方面的內(nèi)容: 一是將鄭州鐵路局棚戶區(qū)改造項(xiàng)目風(fēng)險(xiǎn)管理存在的缺陷和問(wèn)題統(tǒng)一規(guī)劃、研究。鄭州鐵路局棚戶區(qū)改造項(xiàng)目是由鄭州鐵路局房地產(chǎn)綜合開發(fā)總公司為主、河南國(guó)盛投資有限公司為輔的形式下共同合作開發(fā),鄭州鐵路保障性安居工程建設(shè)指揮部擔(dān)任本項(xiàng)目的指揮機(jī)構(gòu),運(yùn)用“一級(jí)管理,兩級(jí)核算,三過(guò)程實(shí)施”的風(fēng)險(xiǎn)管理方式進(jìn)行管控,但在開發(fā)過(guò)程和風(fēng)險(xiǎn)管理中存在風(fēng)險(xiǎn)管理機(jī)制不健全、風(fēng)險(xiǎn)管理經(jīng)費(fèi)不足、風(fēng)險(xiǎn)管理意識(shí)淡薄等問(wèn)題,部分問(wèn)題影響到開發(fā)進(jìn)度和效果。 二是運(yùn)用專業(yè)知識(shí)識(shí)別項(xiàng)目中的關(guān)鍵風(fēng)險(xiǎn)點(diǎn)。運(yùn)用失效模式即FMEA(影響分析法)識(shí)別鄭州鐵路局棚戶區(qū)改造項(xiàng)目中的風(fēng)險(xiǎn)因素,從而得出項(xiàng)目的關(guān)鍵風(fēng)險(xiǎn)點(diǎn)。 三是結(jié)合關(guān)鍵風(fēng)險(xiǎn)點(diǎn)提出應(yīng)對(duì)的措施和保障方法。鄭州鐵路局棚戶區(qū)改造項(xiàng)目既需采取妥善安置拆遷戶、尋求合作開發(fā)商、深化方案的設(shè)計(jì)等應(yīng)對(duì)風(fēng)險(xiǎn),又需增加管理資金的投入、建設(shè)以人為主體的責(zé)任機(jī)制、強(qiáng)化管理人員風(fēng)險(xiǎn)管理意識(shí)等方法,及早預(yù)防風(fēng)險(xiǎn)的發(fā)生和突變。 論文通過(guò)搜集房地產(chǎn)市場(chǎng)相關(guān)分析資料,并利用項(xiàng)目風(fēng)險(xiǎn)管理一般理論進(jìn)行論述,結(jié)合房地產(chǎn)開發(fā)、管理的有關(guān)知識(shí)和前期工作經(jīng)驗(yàn),對(duì)鄭州鐵路局棚戶區(qū)改造項(xiàng)目進(jìn)行了系統(tǒng)的研究,得出以下結(jié)論:第一,在棚戶區(qū)改造項(xiàng)目中,被列為最關(guān)鍵的風(fēng)險(xiǎn)因素莫過(guò)于拆遷風(fēng)險(xiǎn);第二,辨別風(fēng)險(xiǎn)因素種類和內(nèi)容是棚戶區(qū)改造項(xiàng)目風(fēng)險(xiǎn)管理的關(guān)鍵;第三,采用有效的措施能夠規(guī)避棚戶區(qū)改造項(xiàng)目中的風(fēng)險(xiǎn)。
[Abstract]:In recent years, with the acceleration of urbanization, shantytowns in cities can not meet the needs of social and political progress, economic development, shantytown reconstruction has attracted the attention of provinces and cities, and provinces and cities are gradually speeding up the upgrading of shantytowns. The Zhengzhou Municipal Government of Henan Province even issued "the opinions of the people's Government of Zhengzhou City on speeding up the Transformation of shantytowns" to promote the transformation of shanty towns. It is located at 188 Longhai Road, located at the intersection of Longhai Road and the first Road in the center of Zhengzhou, Because of the old construction, obsolete facilities, unreasonable design and imperfect basic equipment, it is the focus of the shantytown project of Zhengzhou Railway Bureau. In this paper, the author analyzes and studies the risk management of the shantytown reconstruction project of Zhengzhou Railway Bureau in Henan Province, based on the theoretical knowledge of risk management. The main content includes the following three aspects:. First, unified planning and study of the defects and problems existing in risk management of the Zhengzhou Railway Bureau's shantytown reconstruction project. The Zhengzhou Railway Bureau's shantytown reconstruction project is dominated by Zhengzhou Railway Bureau Real Estate Comprehensive Development Corporation. In the form of Henan Guosheng Investment Co., Ltd., under the form of joint cooperation and development, Zhengzhou Railway supportable Residential Project Construction Command acts as the command organ of the project, using "level one management, two-level accounting," The risk management mode of "three process implementation" is controlled, but in the development process and risk management, the risk management mechanism is not perfect, the risk management funds are insufficient, the risk management consciousness is weak, and so on. Some of the problems affect the progress and effectiveness of the development. The second is to identify the key risk points in the project by using professional knowledge, and to identify the risk factors in the reconstruction project of the shantytown of Zhengzhou Railway Bureau by using the failure mode, I. E. FMEA (impact Analysis method), so as to obtain the key risk points of the project. The third is to put forward the corresponding measures and safeguard methods in combination with the key risk points. Zhengzhou Railway Bureau shantytown reconstruction project should take appropriate resettlement and demolition of households, seek cooperative developers, deepen the design of the plan, and so on. It is also necessary to increase the investment of management funds, build the responsibility mechanism with people as the main body, and strengthen the risk management consciousness of managers, so as to prevent the occurrence and mutation of risks as soon as possible. Through collecting the relevant analysis data of the real estate market and using the general theory of project risk management, this paper combines the relevant knowledge of real estate development and management and previous work experience. This paper makes a systematic study on the shantytown reconstruction project of Zhengzhou Railway Bureau, and draws the following conclusions: first, it is listed as the most critical risk factor in the shantytown reconstruction project, and secondly, the risk of demolition is the most important risk factor. Identifying the types and contents of risk factors is the key to risk management of shantytown reconstruction projects. Thirdly, adopting effective measures can avoid the risks in shantytown reconstruction projects.
